ऐसा नहीं है कि स्वीडन पर कोरोनावायरस (Coronavirus) का असर नहीं रहा, लेकिन कुछ स्थानों को छोड़ दें तो यहां स्कूल, कॉलेज, मॉल, रेस्टोरेंट सभी खुले रहे। दूसरे शब्दों में कहें तो यहां न तो बंदिशें थीं और न ही लॉकडाउन (Lockdown)। हालांकि इस बार यहां का मिड समर फेस्टिवल जरूर फीका रहा। जयपुर (राजस्थान) के टोंक फाटक निवासी एवं स्वीडन के गोथनबर्ग में सॉफ्टवेयर इंजीनियर के रूप में वर्किग फॉर वोल्वोकारर्स वाया एचसीएल टेक्नोलॉजी में कार्यरत शशांक शर्मा ने स्वीडन के इन्हीं हालात पर वेबदुनिया से खास बातचीत की।
शशांक कहते हैं कि स्वीडन में लॉकडाउन हुआ ही नहीं। दरअसल, देश की इकोनॉमी को बचाने के लिए यहां की सरकार ने लॉकडाउन नहीं लगाया। इसका दूसरा कारण यहां पर मेडिकल सुविधाएं अच्छी हैं, साथ ही जनसंख्या भी कम है। यहां मॉल्स, रेस्टोरेंट आदि को बंद नहीं किया गया। गोथनबर्ग स्वीडन की नॉन कैपीटल सिटी है साथ ही दूसरी मोस्ट पॉपुलर सिटी भी है।
सरकार की घोषणा के अनुसार हम 15 मार्च से वर्क फ्रॉम होम कर रहे हैं। इस दौरान सुबह से शाम तक ऑफिस का काम किया। कुछ मीटिंगें, वीडियो कॉन्फ्रेंस एवं स्काइप आदि के माध्यम से कीं। घर पर काम करने से प्रतिदिन 4 घंटे का समय बच जाता है। नई-नई डिशेज बनाना भी सीखा। हालांकि संक्रमण से बचाव के लिए सरकार ने यहां पर 1 अप्रैल से लेकर 21 अप्रैल तक म्यूजियम, फैक्ट्रियों पर ताले लगा दिए। जरूरी सामान की सभी दुकानें खुली थीं, ट्रांसपोर्ट खुला था। हालांकि लोगों ने सार्वजनिक ट्रांसपोर्ट का उपयोग कम ही किया। यहां स्कूल एवं कॉलेज हमेशा चालू रहे।
जनजीवन सामान्य : यहां गर्मियों के मौसम के चलते सार्वजनिक स्थान पहले की तरह ही खुलने लग गए हैं। पब्स, रेस्टोरेंट, मॉल्स पूर्णतया चालू हैं। यहां ज्यादातर लोग शाम के समय घर से बाहर खाना पसंद करते हैं। 21 अप्रैल के बाद यहां जनजीवन पूरी तरह सामान्य हो गया। लोगों की आपसी समझदारी एवं सरकारी की हिदायतों के चलते यहां पर कोरोना का संक्रमण बढ़ नहीं पाया।

यात्राएं हुई रद्द : कोविड के कारण सभी यात्राएं रद्द हो गईं। मेरा यूरोप घूमने का प्लान था, 22 जून को भारत भी आना था, लेकिन सभी दौरे रद्द हो गए। इसी के चलते भारत में भाई की शादी भी स्थगित हो गई। 15 मार्च से पहले जरूर हंगरी की राजधानी बुडापेस्ट घूमकर आए।
शशांक ने बताया कि जब बुडापेस्ट से तीन दिन की यात्रा कर स्वीडन लौटै तो लगा कि कोरोना के प्रारंभिक लक्षणों की चपेट में आप आ गए हैं। इसके चलते अपने इम्यूनिटी सिस्टम को ठीक करने के लिए घरेलू उपाय किए। कोई टेस्ट नहीं कराया, लेकिन सावधानी पूरी रखी। वर्तमान में पूरी तरह स्वस्थ हैं।
सरकार कर रही है सहायता : स्वीडन में बहुत सारी कंपनियों ने 60 प्रतिशत लोगों को ही कंपनी में काम पर बुलाया। 40 प्रतिशत लोगों को छुट्टी दे दी एवं घर पर ही रहने को कहा। इसके साथ ही सप्ताह में तीन दिन ही कार्य किया। वेतन 40 प्रतिशत कम कर दिया, लेकिन सैलरी का 35 प्रतिशत पैसा यहां की सरकार ने दिया। एक जुलाई से पहले की तरह कार्य शुरू हो गया है।
ज्यादातर भारतीय सॉफ्टवेयर इंजीनियर : यहां पर ज्यादातर भारतीय सॉफ्टवेयर इंजीनियर हैं। यहां नई सरकार पिछले साल आई थी एवं कम्युनिस्ट विचारधारा की है। यह पार्टी स्वीडन के लोगों को प्राथमिकता देती है। स्वीडन की नई पार्टी रेसिस्ट पार्टी है, जो जातिवाद को बढ़ावा देती है। यहां के लोकल लोग इस पार्टी को सपोर्ट करते हैं। भारत के अलावा यहां ईरान, सोमालिया, ईथोपिया एवं इजिप्ट, पाकिस्तान एवं बांग्लादेश के लोग अधिक हैं। ईरान एवं सोमालिया के लोग सालों से हैं, जो ड्राइवर एवं सफाई करने वाले हैं।

स्वीडन में बुजुर्ग ज्यादा : शशांक बताते हैं कि यहां पर बुजुर्ग ज्यादा हैं। यही कारण है कि यहां पर कोरोना संक्रमण का रिकवरी रेट बहुत कम है। यहां 50 से ज्यादा उम्र के लोगों की सख्या बहुत अधिक है। बुजुर्ग ज्यादातर बाहर भी नहीं निकलते हैं। एक अनुमान के मुताबिक स्वीडन की कुल आबादी का करीब 40 प्रतिशत बुजुर्ग हैं। यहां 78 हजार से ज्यादा संक्रमण के केस सामने आए हैं, जबकि साढ़े 5 हजार से ज्यादा लोगों की यहां मौत हो चुकी है।
इसके साथ ही यहां लोग मानसिक रूप से अधिक बीमार रहते हैं। मानसिक रोगियों के लिए यहां सरकार बहुत सी सुविधाएं मुहैया करवाती है। यहां करीब 5 प्रतिशत लोग विकलांग हैं। विवाह का कल्चर यहां नहीं है, जोड़े लिव इन में रहना पसंद करते हैं। यदि किसी को पति या पत्नी के रूप में साथ रहना है तो वे छोटा ईवेंट कर साथ में रहना आरंभ कर देते हैं।
मिड समर फेस्टिवल रहा फीका : 19 जून को मिड फ्राइडे था। इस अवसर पर स्वीडन में हर साल सेलिब्रेशन किया जाता है। इसे मिड समर फेस्टिवल भी कहते हैं, जिसे स्वीडन निवासी धूमधाम से मनाते हैं। कोरोना के कहर के कारण इस बार यह फेस्टिवल फीका ही रहा है। स्वीडन खुल जाने के बाद भी इस अवसर पर लोग घरों से बाहर कम दिखाई दिए। सरकार ने यहां पर मॉल, बस स्टॉप, फुटपाथ पर सभी जगह कोरोना से बचने के लिए स्टीकर चिपकाए हुए हैं। राजधानी स्टॉकहोम में कोरोना ज्यादा फैला है। भीड़ ज्यादा होने के कारण यहां आरंभ से ही स्थिति ज्यादा गंभीर थी। बावजूद इसके सरकार ने यहां पर लोगों को घरों में रहकर सेल्फ क्वारंटाइन के लिए कहा।
इंटरनेट महंगा : स्वीडन में वाट्सएप का उपयोग लोग नहीं के बराबर करते हैं। यहां बिना आईकार्ड के सिम मिल जाता है। यहां इंटरनेट मंहगा होने से वाट्सएप एवं फेसबुक का लोग कम उपयोग करते हैं। इसलिए यहां ज्यादातर लोग मैसेज से ही चैट करते हैं। सोशल मीडिया के जरिए अफवाह नहीं फैलने का एक कारण यह भी है। गोथनबर्ग में स्थानीय स्तर पर एक दो ही मीडिया हाउस हैं, जो कि स्वीडिश भाषा में खबरों का प्रकाशन एवं प्रसारण करते हैं।

स्वीडन में किराया महंगा : यहां घर का किराया भी बहुत महंगा है। रेंट पर आसानी से घर नहीं मिलता है। एक अकेला व्यक्ति 55000 रुपए प्रतिमाह एक रूम का किराया दे रहा है अर्थात दो कमरे का किराया 110000 है, जिसमें दो लोग शेयर करते हैं। हालांकि स्वीडन में पॉल्यूशन कम है। हवा में ऑक्सीजन अधिक है। रिसाइक्लिंग प्रोसेस के जरिए कचरा भी यहां बिकता है। यदि कोई किसी भी प्रकार की पेय पदार्थ की बोतल का प्रयोग करता है तो उस खाली बोतल को भी एक निश्चित मूल्य में बेच देता है।

लेबर यूनियन की लोगों की मदद : स्वीडन में क्राइम कम है। यहां लोगों को नौकरी से कम ही निकाला गया है। यहां पर लेबर यूनियन ने लोगों की बहुत मदद की है। छोटे व्यवसायियों पर फर्क पड़ा है, लेकिन सरकार ने उन्हें भी आर्थिक सहायता दी है। पर्यटन पूरा बंद होने के कारण इससे जुड़े रोजगार पर असर जरूर पड़ा है। विज्ञापन एवं ब्रांडिग पर आंशिक प्रभाव रहा है। कोरोना को लेकर यहां पर कोई राजनीति नहीं हुई। सभी ने आपस में सहयोग किया है।
