'साड़ी में लड़कियाँ, साइकिल पर सवार हो कर स्कूल जा रही हैं।' शिक्षा के माध्यम से छात्रों का सशक्तिकरण सरकार कैसे कर रही है, इसी थीम पर 26 जनवरी 2021 की परेड में पश्चिम बंगाल की झांकी बनाई गई थी।
थीम का नाम दिया गया था - 'सौबूज साथी'। बांग्ला में 'सौबूज' का मतलब होता है, हरा रंग। ममता बनर्जी की पार्टी टीएमसी का रंग हरा ही है।
झांकी से ये बताने की कोशिश की जा रही थी कि ममता सरकार बंगाल की जनता की ऐसी साथी है जो साइकिल देकर शिक्षित करने का प्रयास कर रही है और इससे छात्र-छात्राएँ सशक्त हो रहे हैं।
ज़ाहिर है जिस साल राज्य में विधानसभा के चुनाव हों, वहाँ सरकार अपने हर कद़म के ज़रिए 'पॉलिटिकल मैसेजिंग' करने की कोशिश करती है। थीम में दुर्गा, टैगोर, सुभाष चंद्र बोस भी हो सकते थे। लेकिन ममता सरकार ने इनमें से कुछ भी नहीं चुना।
दिल्ली की अशोका यूनिवर्सिटी में राजनीति विज्ञान के प्रोफ़ेसर नीलाजन सिरकार कहते हैं, "इस थीम के चयन के पीछे की वजह तो केवल ममता सरकार ही बता सकती है। लेकिन निश्चित तौर पर ये थीम एक तरह से राज्य सरकार का राजनैतिक विज्ञापन था। इसे 'इत्तेफ़ाक़' से लिया गया फ़ैसला क़त्तई नहीं कहा जा सकता।"
बिहार की तरह ही पश्चिम बंगाल सरकार की छात्रों के लिए साइकिल योजना वहाँ बहुत कामयाब रही है। अब तक एक करोड़ से ज़्यादा साइकिल इस योजना के तहत दिए जा चुके हैं।
मोदी सरकार की कल्याणकारी योजनाओं को उनकी जीत के पीछे एक अहम कारण माना जाता है। लेकिन अब ममता सरकार भी बंगाल में वही रणनीति अपना रही है। ऐसे में क्या बंगाल में बीजेपी की राह मुश्किल हो जाएगी?

लोकसभा चुनाव से शुरू हुई विधानसभा चुनाव की रणनीति
बीजेपी इस बार बंगाल में 'पोरिबोर्तोन' यानी परिवर्तन का दावा कर रही है। इसी नाम से पाँच रैलियाँ भी बीजेपी ने निकाली। केंद्र के बड़े-बड़े नेता इन रैलियों को हरी झंडी दिखाने पहुँचे।
लेकिन जिस पार्टी को साल 2016 के विधानसभा चुनाव में कुल 294 सीटों में से मात्र तीन सीटें मिली थीं, वो किस बिना पर इतना बड़ा दावा कर रही है।
दरअसल इसके पीछे का गणित 2019 में हुए लोकसभा चुनाव में छिपा है। इस चुनाव में बीजेपी को 18 सीटें और ममता बनर्जी को 22 सीटों पर जीत मिली थी।
लेकिन विधानसभा के लिहाज़ से देखें तो 121 विधानसभा सीटों पर बीजेपी को बढ़त थी और 164 सीटों पर टीएमसी को बढ़त थी। बीजेपी को 40 फ़ीसद वोट मिला था तो दूसरी तरफ़ टीएमसी को 43 फ़ीसद। यानी दोनों के बीच केवल तीन फ़ीसद वोट का अंतर था।
चुनाव आँकड़ों का विश्लेषण करने वाले और सेंटर फ़ॉर द स्टडी ऑफ़ डेवेलपिंग सोसाइटीज में प्रोफ़ेसर संजय कुमार कहते हैं, "जब जीतने और हारने वाली पार्टियों के बीच वोट प्रतिशत का अंतर इतना कम होता है, तो ये नहीं कहा जा सकता कि बीजेपी किसी सीट पर बहुत आगे है और किसी सीट पर बहुत पीछे है। ऐसा हो सकता है कि मुस्लिम इलाक़ों में बीजेपी का वोट प्रतिशत थोड़ा कम हो और हिंदू इलाक़ों में थोड़ा ज़्यादा हो, लेकिन कमोबेश हर इलाक़े में वोट का पैटर्न एक सा ही होता है।" ये बीजेपी के जीत के दावे की सबसे बड़ी वजह है।
हिंदू वोट की राजनीति
लेकिन ये भी सच है कि अमूमन पार्टी का वोट शेयर विधानसभा और लोकसभा चुनाव में बराबर नहीं रहता है। ये ज़्यादातर बराबर तब रहते हैं जब लोकसभा और विधानसभा चुनाव छह महीने के अंतराल में हो। विधानसभा चुनाव में वोटों का बंटवारा भी लोकसभा के चुनाव के मुक़ाबले कम होता है। इसलिए विधानसभा चुनाव में पार्टी के वोट प्रतिशत में गिरावट देखने को मिलता है।
प्रोफ़ेसर संजय कुमार आगे कहते हैं, "साल 2019 के चुनाव में बंगाल में बीजेपी को दलित वोट 59 फ़ीसद मिला जबकि ममता को 30 फ़ीसद ही मिला। पश्चिम बंगाल की कुल आबादी में 17 फ़ीसद दलित हैं। इसके अलावा बीजेपी को अपर कास्ट, ओबीसी, और दूसरे सभी समुदाय में तृणमूल के मुक़ाबले थोड़ा वोट ज़्यादा मिला है। ममता के साथ मुसलमान सबसे ज़्यादा जुड़े और उनका एकतरफ़ा वोट तृणमूल को मिला। यही ममता के जीत के पीछे की बड़ी वजह भी बने।"
पश्चिम बंगाल में 30 फ़ीसदी मुसलमान हैं। इसलिए बीजेपी बाक़ी बचे 70 फ़ीसद वोटरों पर दांव लगाए बैठी है। ये उनके जीत के दावे की दूसरी सबसे बड़ी वजह है।
लेकिन संजय कुमार कहते हैं, "बचे हुए 70 फ़ीसद वोटर एकतरफ़ा वोट नहीं करते। इसमें आदिवासी, दलित, ओबीसी सब आते हैं। वोट करने के पीछे उनकी अपनी विचारधारा, दिक्क़तें और वजहें होती हैं। लेकिन बचे हुए 70 फ़ीसद हिंदू आबादी में से अगर बीजेपी 65-70 फ़ीसद को अपनी तरफ़ कर ले, तो बंगाल में उनकी राह आसान हो सकती है।"
इसी अंक गणित पर बीजेपी काम भी कर रही है।
यही वजह है कि पश्चिम बंगाल में जब गृहमंत्री अमित शाह जाते हैं तो 'जय श्रीराम' के नारे ख़ुद भी लगाते हैं और जनता से लगवाते भी हैं। और ममता बनर्जी इसी नारे के काट में 'दुर्गा' का सहारा ले रही हैं।
टीएमसी की सांसद महुआ मोइत्रा ने बीबीसी को दिए इंटरव्यू में कहा था, "हमें 'जय श्रीराम' से दिक़्क़त नहीं है। लेकिन हम क्या बोलेंगे और कैसे अपने धर्म को फ़ॉलो करेंगें, ये हमारा निजी मामला है। हमें आपका (बीजेपी का) स्लोगन नहीं बोलना है। हम अपना स्लोगन कहेंगे।"
महिला वोटरों का सहारा
लेकिन पूरे मामले को ममता द्वारा 'राम' बनाम 'दुर्गा' नैरेटिव बनाने का एक और कारण भी है। वो है ख़ुद को महिलाओं का मसीहा बना कर पेश करना। बंगाल में महिलाओं के बीच उनकी लोकप्रियता भी काफ़ी है।
प्रोफ़ेसर नीलांजन सिरकार कहते हैं, "ममता राम बनाम दुर्गा नैरेटिव के ज़रिए ये भी दिखाना चाहती हैं कि उत्तर भारतीयों की पुरुष प्रधान मानसिकता बंगाल में नहीं चलेगी। बंगाल में महिलाओं को बराबरी का दर्जा है। ममता 'धर्म' के साथ-साथ "महिला-पुरुष' नैरेटिव को भी 'दुर्गा' नैरेटिव के साथ साधना चाहती हैं।"
पश्चिम बंगाल में महिला वोटरों की तादाद तक़रीबन 49 फ़ीसद है। महिलाओं के लिए ममता ने भी काम किया है और केंद्र की मोदी सरकार ने भी।
उज्जवला योजना, प्रधानमंत्री आवास योजना, जन धन योजनाओं के ज़रिए केंद्र सरकार ने हर राज्य के महिला वोटरों में अपनी पैठ बनाई है। जानकार मानते हैं कि बीजेपी को बिहार में भी महिला वोटरों का बहुत साथ इन्हीं योजनाओं की वजह से मिला है। उनकी नज़र पश्चिम बंगाल में भी इस वोट बैंक पर है। बुआ-दीदी का नैरेटिव और बंगाल में पूरी महिला ब्रिगेड को उतार कर बीजेपी जीत की नैया महिलाओं के सहारे पार करने की कोशिश कर रही है।
दूसरी तरफ़ ममता ने साइकिल योजना और स्वास्थ्य योजना के ज़रिए महिलाओं में अपने दबदबे को बरक़रार रखने की कोशिश की है। देश में आज वो अकेली महिला मुख्यमंत्री हैं। और सीधे मोदी-शाह को चुनौती देने जा रही हैं। लोकसभा चुनाव में भी उन्होंने 40 फ़ीसद महिला उम्मीदवारों को टिकट दिया था। इस विधानसभा में भी उन्होंने 294 सीट पर 50 महिलाओं को टिकट दिया है।
पश्चिम बंगाल में बीजेपी के जीत के दावे के पीछे महिला वोटर तीसरी बड़ी वजह है।
मतुआ, राजबंशी और बिहार-झारखंड की जनता के बीच पैठ
इसके अलावा पश्चिम बंगाल की राजनीति में मतुआ संप्रदाय काफ़ी अहम है और बीजेपी आदिवासी और अनुसूचित जाति-जनजाति समुदाय के लोगों पर फोकस कर अपना मिशन-200 पूरा करना चाहती है।
साल 2011 की जनगणना के अनुसार पश्चिम बंगाल में अनुसूचित जाति की आबादी क़रीब 1.84 करोड़ है और इसमें 50 फ़ीसदी मतुआ संप्रदाय के लोग हैं। इसके अलावा कूचबिहार में अमित शाह ने राजबंशियों को अपने साथ जोड़ने के लिए कई घोषणाएँ भी की हैं।
प्रोफ़ेसर निलांजन सिरकार कहते हैं, "बीजेपी इन समुदायों की अलग पहचान बनाकर इनको वोट बैंक के तौर पर विकसित कर अपने पाले में करने की कोशिश कर रही। वो जनता को जातियों के आधार पर बांट कर, चुनाव मैदान में उतरना चाहती है। ममता को अगर बीजेपी से जीतना है तो इस 'आइडेंटिटी पॉलिटिक्स' का काट खोजना होगा"
हाल के दिनों में आरजेडी नेता तेजस्वी यादव और ममता बनर्जी की तस्वीरें सोशल मीडिया पर ख़ूब सुर्ख़ियां बटोर रही थीं। आरजेडी ने इस चुनाव में टीएमसी को सपोर्ट करने का फ़ैसला किया है। कई जानकार इस समर्थन को बहुत गंभीरता से ले रहे हैं।
इसके पीछे की वजह है पश्चिम बंगाल की भौगोलिक स्थिति। पश्चिम बंगाल बिहार और झारखंड से लगा हुआ है। यही वजह है कि दोनों पड़ोसी राज्यों के लोग भी बड़ी तादाद (लगभग 3 लाख) में वहाँ बसे हुए हैं। पिछले चुनाव में इस तबक़े ने बीजेपी के लिए वोट किया था।
यही वजह है कि बीजेपी कोलकाता के बाहर अपने चुनाव प्रचार पर ज़्यादा ज़ोर दे रही ताकि ठेठ बंगालियों के अलावा अपनी पैठ दूसरे इलाक़ों में मज़बूत कर सके। बीजेपी की जीत का ये चौथा दांव है 'आइडेंटिटी पॉलिटिक्स'।
ममता योजना बनाम मोदी योजना
लेकिन ममता बीजेपी की इस रणनीति को समझती हुई दिख रही हैं। पिछले साल दिसंबर में ममता बनर्जी 'दुआरे सरकार' यानी 'सरकार आपके द्वार' नाम की योजना लेकर आई हैं। इसमें स्थानीय स्तर पर सरकारी योजनाओं का लाभ लोगों तक पहुँचे इसके लिए मेले का आयोजन किया जाता है।
प्रोफ़ेसर नीलांजन सिरकार कहते हैं, "इससे एक साथ तीन शिकार कर रही है ममता सरकार। पहला सरकारी योजनाओं का प्रचार भी हो रहा है। दूसरा, उनकी कमियां भी हाथ के हाथ दूर हो रही है। और तीसरी सबसे महत्वपूर्ण बात ये कि पार्टी के कार्यकर्ता स्कीम के लाभार्थीयों के साथ जुड़ भी रहे हैं। लोकसभा चुनाव में कमोबेश मोदी सरकार ने यही रणनीति अपनाई थी।"
लेकिन प्रोफ़ेसर संजय कुमार को नहीं लगता कि बंगाल का चुनाव राज्य सरकार के कामकाज के आधार पर होने जा रहा है। उनके मुताबिक़ इन बातों से चुनाव कहीं आगे निकल गया है।
वो ये भी नहीं मानते कि बंगाल का चुनाव केवल हिंदुत्व के वोट पर लड़ा जा रहा है। उनके मुताबिक़ 'जय श्रीराम' का नारा हो या 'पोरिबोर्तन यात्रा' ये सब महज़ एक तरीक़ा है, लोगों को एकजुट करना का।
वो अपनी बात को विस्तार से समझाते हुए कहते हैं, "हिदुत्व पर वोट तब होता है जब हिंदू भावना से प्रेरित होकर लोग वोट करें। लेकिन जो लोग ममता को हटाने या उनके विरोध की बात करते हैं, केवल इसलिए नहीं करते कि ममता मुसलमानों का ध्यान रखती हैं। इस आधार पर 100 में से 18-20 फ़ीसद वोटर ही वोट करेंगे। बाक़ी 80 फ़ीसद वोटर राज्य की क़ानून व्यवस्था, गुंडागर्दी, पार्टी में केवल उनके क़रीबीयों को फ़ायदा, मोदी प्रेम जैसे अलग-अलग कारणों से वोट करेंगे।"
इसलिए प्रोफ़ेसर संजय कुमार को लगता है कि ये चुनाव बदलाव के नाम पर लड़ा जा रहा है। जिसमें आधार केवल 'ममता हटाओ' या 'ममता बचाओ' है। ये है पश्चिम बंगाल में बीजेपी के दांव की पाँचवीं बड़ी वजह।
लेकिन बंगाल में बीजेपी का मुक़ाबला टीएमसी के कार्डर से है, जो पिछले एक दशक से वहाँ मज़बूती से पैर जमाए बैठा है। उनके पास ममता जैसा प्रशासनिक अनुभव वाला मुख्यमंत्री पद का चेहरा भी नहीं। टीएमसी के पुराने चेहरों से वहाँ की बीजेपी हाल के दिनों में भर गई है। ऐसे में बीजेपी का गणित कितना काम करेगा, ये देखने वाली बात होगी।
