सिकंदर किरमानी (कराची)
पाकिस्तान की एक स्थानीय मस्जिद की सीसीटीवी तस्वीरों में दिखता है कि 30 साल के नईम हैदर को हथकड़ी लगाकर दर्जनभर बंदूकधारी लोग ले जा रहे हैं। इनमें से कई लोगों के चेहरे ढके हैं तो कुछ पुलिस की वर्दी में हैं। ये 16 नवंबर 2016 की रात थी। इसके बाद हैदर कभी दिखाई नहीं दिए।
सीसीटीवी की तस्वीरों के बावजूद पुलिस और ख़ुफ़िया एजेंसियां कोर्ट में इस बात को ख़ारिज करती रही हैं कि वो उनकी हिरासत में हैं। शिया समुदाय के कार्यकर्ताओं का कहना है कि बीते दो सालों में 140 पाकिस्तानी शिया कथित तौर पर ग़ायब हुए हैं जिनमें से हैदर भी एक हैं। उनके परिवार का मानना है कि उन्हें ख़ुफ़िया एजेंसियों ने हिरासत में लिया था। हैदर समेत ग़ायब हुए 25 लोग पाकिस्तान के सबसे बड़े शहर कराची से थे।
एक तरीक़े से सबको उठाया गया
हैदर के परिवार का कहना है कि ग़ायब होने के दो दिन पहले ही वो अपनी गर्भवती पत्नी के साथ करबला (इराक़) की धार्मिक यात्रा से लौटे थे। इसके बाद उनकी पत्नी उज़्मा हैदर ने एक बच्चे को जन्म दिया जिसने आज तक अपने पिता को नहीं देखा है।
उज़्मा बीबीसी से कहती हैं, "मेरे बच्चे हमेशा मुझसे पूछते हैं कि उनके पिता घर कब वापस आएंगे?" वो कहती हैं, "मैं उन्हें क्या जवाब दे सकती हूं? कोई भी हमें ये नहीं बताता कि वो कहां हैं या कैसे हैं। कम से कम हमें यही बता दें कि उन पर क्या आरोप हैं।"
'ग़ायब' हुए और दूसरे शिया लड़कों के परिवारों की भी ऐसी ही कहानी है। उन्हें भी सुरक्षाबलों द्वारा रात में उनके घर से उठा लिया गया था।

शिया लड़कों पर आरोप
कराची के एक शिया इलाक़े के एक घर में बिलखती हुई महिलाओं ने मुझसे कहा कि प्रशासन ने उनको कभी भी कोई सूचना नहीं दी कि उनके परिजन कहां हैं और उन पर क्या आरोप हैं। हालांकि, शिया समुदाय के नेताओं का कहना है कि उन्हें बताया गया था कि उन लड़कों के कथित तौर पर सीरिया के गुप्त मिलिशिया संगठन 'ज़ैनबियून ब्रिगेड' से संबंध थे।
माना जाता है कि 1,000 पाकिस्तानी शियाओं के साथ मिलकर यह संगठन बना था जो राष्ट्रपति बशर अल असद शासन की ओर से लड़ रहा है। इस ब्रिगेड का नाम पैग़ंबर मोहम्मद की नातिन के नाम पर रखा गया है जिनका शिया इस्लाम में काफ़ी बड़ा स्थान है। ज़ैनब बिंत अली की मज़ार सीरिया की राजधानी दमिश्क में है।
आंदोलनों का नेतृत्व
कहा जाता है कि इस ब्रिगेड का मक़सद मज़ार को इस्लामिक स्टेट जैसे सुन्नी चरमपंथी समूहों के नुक़सान से बचाना था क्योंकि उनका मानना है कि ये धर्म विरोधी है। असल में ये भी माना जाता है कि ज़ैनबियून ने अलेप्पो समेत सीरिया में कई महत्वपूर्ण लड़ाइयां लड़ीं। हालांकि, पाकिस्तानी गृह मंत्रालय की ब्लैक लिस्ट में इस संगठन का नाम नहीं हैं और न ही 'ग़ायब' हुए इन लोगों पर किसी अपराध का मामला दर्ज किया गया।
कराची में 'शिया लापता व्यक्ति समिति' के प्रमुख राशिद रिज़वी हैं। लोगों को रिहा करने या अदालत में पेश करने को लेकर उन्होंने शहर में कई आंदोलनों का नेतृत्व किया है। वो कहते हैं कि जिन लोगों को हिरासत में लिया गया था उनमें से अधिकतर मध्य-पूर्व की धार्मिक यात्रा से लौटे थे।

'गुमशुदा लोगों' का मुद्दा
राशिद रिज़वी ने बीबीसी को बताया, "राष्ट्रीय संस्थाओं के कुछ प्रतिनिधि मुझसे मिलने आए थे। उन्होंने हमें प्रदर्शन समाप्त करने के लिए सहमत करने की कोशिश की।" "मैंने उनसे पूछा था कि उन्होंने उन लड़कों को क्यों उठाया? उन्होंने कहा था कि उन्हें लगता था कि वे सीरिया में दाएश (आईएस) और अलक़ायदा के ख़िलाफ़ लड़ने गए हैं।"
रिज़वी आगे बताते हैं, "मैंने उनसे कहा कि अगर ये मामला है तो उनका मामला क्यों नहीं शुरू करते हैं। वरना जजों और कोर्ट के होने का क्या तुक है?" इस पर टिप्पणी करने के लिए बीबीसी ने जब पाकिस्तानी सुरक्षाबलों से संपर्क किया तो उन्होंने इसका जवाब नहीं दिया। पाकिस्तान में 'गुमशुदा लोगों' का मुद्दा कई संवेदनशील मुद्दों में से एक है।
'बुरी तरह से प्रताड़ित किया जाता था'
आधिकारिक आंकड़ों के अनुसार, देश में कथित तौर पर जबरन ग़ायब किए गए 1,500 से अधिक मामले अनसुलझे हैं। जो दूसरे लोग हिरासत में लिए गए थे, उसमें संदिग्ध सुन्नी जिहादी, जातीय राष्ट्रवादी कार्यकर्ता और पाकिस्तानी सेना के धर्मनिरपेक्ष आलोचक हैं।
पाकिस्तान अक्सर कहता रहा है कि गुमशुदा लोगों के लिए ग़लत तरीक़े से सुरक्षा एजेंसियों को दोषी ठहराया जाता रहा है और ग़ायब लोगों की संख्या बढ़ाकर बताई गई है।
हिरासत में लिए गए और फिर छूटकर आए एक शख़्स ने पहचान न ज़ाहिर करने की शर्त पर बीबीसी को बताया कि उसे एक 'छोटे से और बिना रोशनी के सेल' में रखा गया था जहां उसे ख़ुफ़िया एजेंसियों द्वारा बिजली के झटकों समेत 'बुरी तरह से प्रताड़ित' किया जाता था। उस नौजवान का कहना था कि वह उससे 'ज़ैनबियून' को लेकर सवाल करते थे कि वो उस ब्रिगेड में किसे जानता है और इसकी फ़ंडिंग कहां से आती है।
अब्बास का मामला
एक दूसरे सामाजिक कार्यकर्ता समर अब्बास को इस्लामाबाद में जनवरी 2017 को हिरासत में लिया गया था। ये वही समय था जब पाकिस्तानी सेना के ख़िलाफ़ लिखने वाले कई ब्लॉगर्स को हिरासत में लिया गया था। सार्वजनिक विरोध के कारण कुछ सप्ताह बाद उन्हें रिहा कर दिया गया था। लेकिन मार्च 2018 तक अब्बास हिरासत में रहे।
उनके एक रिश्तेदार को भी हिरासत में लिया गया था जो अभी भी 'ग़ायब' हैं। बंधक बनाने वालों ने अब्बास से कहा कि उन्होंने कुछ ग़लत नहीं किया था इसलिए उन्हें रिहा किया जा रहा है।

इसमें अधिकतर के पाकिस्तान के उत्तर-पश्चिमी अर्ध-स्वायत्त आदिवासी क्षेत्र के शहर पाराचिनार से संबंध होने की आशंका है। पाराचिनार में काफ़ी शिया आबादी है और वह लगातार सुन्नी जिहादियों के निशाने पर रहती है। शोधकर्ताओं का मानना है कि सीरिया में 100 से अधिक पाकिस्तानी लड़ाके मारे गए हैं और उनके परिवारों को ईरान की ओर से आर्थिक सहायता मिली है।
सुन्नी बहुल देश में सांप्रदायिक तनाव
शिया समुदाय के नेताओं ने बीबीसी से कहा कि उन्हें लगता है कि पाकिस्तान की ख़ुफ़िया एजेंसियों में ज़ैनबियून सदस्यों की वापसी का डर है। उनको लगता है कि वह ईरान के आदेश पर काम करेंगे और सुन्नी बहुल देश में सांप्रदायिक तनाव बढ़ सकता है।
'गुमशुदा' हुए लोगों के परिवारों का कहना है कि उनके परिजन किसी भी सशस्त्र समूह में शामिल नहीं थे और उनकी मांगें साधारण हैं। 65 साल की शमीम आरा हुसैन कहती हैं, "ख़ुदा के लिए मुझे बता दो कि मेरा बच्चा कहां है।"
सुरक्षाबलों द्वारा जब उनके छोटे बेटे आरिफ़ हुसैन को ले जाया गया तो वह उस वक़्त को याद करके रो पड़ती हैं। "उन्होंने मुझसे कहा कि हम इन्हें कुछ सवाल पूछने के लिए ले जा रहे हैं और इन्हें छोड़ देंगे। अब डेढ़ साल हो चुके हैं और हमारे पास उसकी कोई ख़बर नहीं है।"
"अगर उन्होंने उसे मार दिया है या वो ज़िंदा है तो वह मुझे कुछ तो बताएं। मैंने उसे पूरे शहर में खोजने की कोशिश की। रोते-रोते थक गई हूं। दुआएं मांगते-मांगते थक गई हूं।"
