मनमोहन सिंह ने संकट से निकलने के लिए मोदी सरकार को दिए 3 सुझाव

पूर्व प्रधानमंत्री डॉ. मनमोहन सिंह के मुताबिक़, कोरोनावायरस महामारी से हुए नुकसान से निबटने के लिए भारत को तत्काल तीन क़दम उठाने चाहिए।
बड़े तौर पर भारत में आर्थिक सुधार कार्यक्रम का श्रेय डॉ. सिंह को दिया जाता है। मनमोहन सिंह ने इस हफ़्ते बीबीसी से ईमेल के ज़रिए बातचीत की है। कोरोनावायरस के चलते आमने-सामने बैठकर चर्चा की गुंजाइश नहीं थी। हालांकि, डॉ. सिंह ने एक वीडियो कॉल के ज़रिए इंटरव्यू से इनकार कर दिया।
ईमेल के ज़रिए हुई बातचीत में मनमोहन सिंह ने कोरोनावायरस संकट को रोकने और आने वाले वर्षों में आर्थिक स्थितियां सामान्य करने के लिए ज़रूरी तीन क़दमों का ज़िक्र किया है।
क्या हैं डॉ. सिंह के सुझाए तीन क़दम?
वे कहते हैं, पहला क़दम यह है कि सरकार को "यह सुनिश्चित करना चाहिए कि लोगों की आजीविका सुरक्षित रहे और अच्छी-ख़ासी सीधे नक़दी मदद के ज़रिए उनके हाथ में खर्च लायक पैसा हो।"
दूसरा, सरकार को कारोबारों के लिए पर्याप्त पूंजी उपलब्ध करानी चाहिए। इसके लिए एक "सरकार समर्थित क्रेडिट गारंटी प्रोग्राम चलाया जाना चाहिए।"
तीसरा, सरकार को "सांस्थानिक स्वायत्तता और प्रक्रियाओं" के ज़रिए वित्तीय सेक्टर की समस्याओं को हल करना चाहिए।
महामारी शुरू होने से पहले से ही भारत की अर्थव्यवस्था सुस्ती की चपेट में थी। 2019-20 में देश की जीडीपी (ग्रॉस डोमेस्टिक प्रोडक्ट यानी सकल घरेलू उत्पाद) महज 4।2 फ़ीसदी की दर से बढ़ी है। यह बीते क़रीब एक दशक में इसकी सबसे कम ग्रोथ रेट है।
लंबे और मुश्किल भरे लॉकडाउन के बाद भारत ने अब अपनी अर्थव्यवस्था को धीरे-धीरे खोलना शुरू किया है। लेकिन, संक्रमितों की संख्या लगातार बढ़ रही है और ऐसे में भविष्य अनिश्चित जान पड़ रहा है। गुरुवार को कोविड-19 केसों के लिहाज से भारत 20 लाख का आँकड़ा पार करने वाला तीसरा देश बन गया।

गहरी और लंबी चलने वाली आर्थिक सुस्ती
अर्थशास्त्री तब से ही चेतावनी दे रहे हैं कि वित्तीय वर्ष 2020-21 के लिए भारत की जीडीपी ग्रोथ में गिरावट आ सकती है और इसके चलते 1970 के दशक के बाद की सबसे बुरी मंदी देखने को मिल सकती है।
डॉ. सिंह कहते हैं, "मैं 'डिप्रेशन' जैसे शब्द का इस्तेमाल नहीं करना चाहता, लेकिन एक गहरी और लंबी चलने वाली आर्थिक सुस्ती तय है।"
वे कहते हैं, "मानवीय संकट की वजह से यह आर्थिक सुस्ती आई है। इसे महज़ आर्थिक आँकड़ों और तरीक़ों की बजाय हमारे समाज की भावना के नज़रिए से देखने की ज़रूरत है।"
डॉ. सिंह कहते हैं कि अर्थशास्त्रियों के बीच में भारत में आर्थिक संकुचन (इकनॉमिक कॉन्ट्रैक्शन यानी आर्थिक गतिविधियों का सुस्त हो जाना) को लेकर सहमति बन रही है। वे कहते हैं, "अगर ऐसा होता है तो आज़ादी के बाद भारत में ऐसा पहली बार होगा।"
वे कहते हैं, "मैं आशा करता हूं कि यह सहमति ग़लत साबित हो।"
बिना विचार किए लागू किया गया लॉकडाउन
भारत ने मार्च के अंत में ही लॉकडाउन लागू कर दिया था ताकि कोरोना वायरस को फैलने से रोका जा सके। कई लोगों का मानना है कि लॉकडाउन को हड़बड़ाहट में लागू कर दिया गया और इसमें इस बात का अंदाज़ा नहीं लगाया गया कि लाखों प्रवासी मज़दूर बड़े शहरों को छोड़कर अपने गाँव-कस्बों के लिए चल पड़ेंगे।
डॉ. सिंह का मानना है कि भारत ने वही किया जो कि दूसरे देश कर रहे थे और "शायद उस वक़्त लॉकडाउन के अलावा कोई दूसरा विकल्प नहीं था।"
वे कहते हैं, "लेकिन, सरकार के इस बड़े लॉकडाउन को अचानक लागू करने से लोगों को असहनीय पीड़ा उठानी पड़ी है। लॉकडाउन के अचानक किए गए ऐलान और इसकी सख़्ती के पीछे कोई विचार नहीं था और यह असंवेदनशील था।"
डॉ. सिंह के मुताबिक़, "कोरोना वायरस जैसी सार्वजनिक स्वास्थ्य आपात स्थितियों से सबसे अच्छी तरह से स्थानीय प्रशासन और स्वास्थ्य अफसरों के ज़रिए निबटा जा सकता है। इसके लिए व्यापक गाइडलाइंस केंद्र की ओर से जारी की जातीं। शायद हमें कोविड-19 की जंग राज्यों और स्थानीय प्रशासन को कहीं पहले सौंप देनी चाहिए थी।"
90 के दशक के आर्थिक सुधारों के अगुवा रहे डॉ. सिंह एक बैलेंस ऑफ पेमेंट्स (बीओपी यानी किसी एक तय वक़्त में देश में बाहर से आने वाली कुल पूंजी और देश से बाहर जाने वाली पूंजी के बीच का अंतर) संकट के चलते भारत के तकरीबन दिवालिया होने की कगार पर पहुंचने के बाद बतौर वित्त मंत्री डॉ। सिंह ने 1991 में एक महत्वाकांक्षी आर्थिक सुधार कार्यक्रम की अगुआई की थी।
वो कहते हैं कि 1991 का संकट वैश्विक फैक्टर्स के चलते पैदा हुआ एक घरेलू संकट था। डॉ. सिंह के मुताबिक़, "लेकिन, मौजूदा आर्थिक हालात अपनी व्यापकता, पैमाने और गहराई के चलते असाधारण हैं।"
वे कहते हैं कि यहां तक कि दूसरे विश्व युद्ध में भी "पूरी दुनिया इस तरह से एकसाथ बंद नहीं हुई थी जैसी कि आज है।"
सरकार पैसों की कमी कैसे पूरी करेगी?
अप्रैल में नरेंद्र मोदी की बीजेपी की अगुवाई वाली सरकार ने 266 अरब डॉलर के राहत पैकेज का ऐलान किया। इसमें नकदी बढ़ाने के उपायों और अर्थव्यवस्था में जान फूंकने के लिए सुधार के क़दमों का ऐलान किया गया था।
भारत के केंद्रीय बैंक रिज़र्व बैंक ऑफ इंडिया यानी आरबीआई ने भी ब्याज दरों में कटौती और लोन की किस्तें चुकाने में छूट देने जैसे क़दम उठाए हैं।
सरकार को मिलने वाले टैक्स में गिरावट आने के साथ अर्थशास्त्री इस बात पर बहस कर रहे हैं कि नक़दी की कमी से जूझ रही सरकार किस तरह से डायरेक्ट ट्रांसफर के लिए पैसे जुटाएगी, बीमारू बैंकों को पूंजी देगी और कारोबारियों को क़र्ज़ मुहैया कराएगी।
क़र्ज़ लेना ग़लत नहीं
डॉ. सिंह इसका जवाब उधारी को बताते हैं। वे कहते हैं, "ज़्यादा उधारी (बौरोइंग) तय है। यहां तक कि अगर हमें मिलिटरी, हेल्थ और आर्थिक चुनौतियों से निबटने के लिए जीडीपी का अतिरिक्त 10 फ़ीसदी भी खर्च करना हो तो भी इससे पीछे नहीं हटना चाहिए।"
वे मानते हैं कि इससे भारत का डेट टू जीडीपी रेशियो (यानी जीडीपी और क़र्ज़ का अनुपात) बढ़ जाएगा, लेकिन अगर उधारी लेने से "ज़िंदगियां, देश की सीमाएं बच सकती हैं, लोगों की आजीविकाएं बहाल हो सकती हैं और आर्थिक ग्रोथ बढ़ सकती है तो ऐसा करने में कोई गुरेज नहीं होना चाहिए।"
वे कहते हैं, "हमें उधार लेने में शर्माना नहीं चाहिए, लेकिन हमें इस बात को लेकर समझदार होना चाहिए कि हम इस उधारी को कैसे खर्च करने जा रहे हैं।"
डॉ. सिंह कहते हैं, "गुज़रे वक़्त में आईएमएफ और वर्ल्ड बैंक जैसे बहुराष्ट्रीय संस्थानों से क़र्ज़ लेने को भारतीय अर्थव्यवस्था की कमज़ोरी माना जाता था, लेकिन अब भारत दूसरे विकासशील देशों के मुक़ाबले कहीं ज़्यादा मज़बूत हैसियत के साथ लोन ले सकता है।"
वे कहते हैं, "उधार लेने वाले देश के तौर पर भारत का शानदार ट्रैक रिकॉर्ड है। इन बहुराष्ट्रीय संस्थानों से क़र्ज़ लेना कोई कमज़ोरी की निशानी नहीं है।"
पैसे छापने से बचना होगा
कई देशों ने मौजूदा आर्थिक संकट से उबरने के लिए पैसे छापने का फैसला किया है ताकि सरकारी खर्च के लिए पैसे जुटाए जा सकें। कुछ अहम देशों ने यही चीज़ भारत को भी सुझाई है। कुछ अन्य देशों ने इसे लेकर चिंता जताई है कि इससे महंगाई बढ़ने का ख़तरा पैदा हो जाएगा।
1990 के दशक के मध्य तक फिस्कल डेफिसिट (वित्तीय घाटा) की भरपाई सीधे तौर पर आरबीआई करता था और यह एक आम बात थी।
डॉ. सिंह कहते हैं कि भारत "वित्तीय अनुशासन, सरकार और रिज़र्व बैंक के बीच संस्थागत स्वतंत्रता लाने और मुक्त पूंजी पर लगाम लगाने" के साथ अब कहीं आगे बढ़ चुका है।
वे कहते हैं, "मुझे पता है कि सिस्टम में ज़्यादा पैसे आने से ऊंची महंगाई का पारंपरिक डर शायद विकसित देशों में अब नहीं है। लेकिन, भारत जैसे देशों के लिए आरबीआई की स्वायत्तता को चोट के साथ ही, बेलगाम तरीक़े से पैसे छापने का असर करेंसी, ट्रेड और महंगाई के तौर पर भी दिखाई दे सकता है।"
डॉ. सिंह कहते हैं कि वे घाटे की भरपाई करने के लिए पैसे छापने को ख़ारिज नहीं कर रहे हैं बल्कि वे "महज़ यह सुझाव दे रहे हैं कि इसके लिए अवरोध का स्तर बेहद ऊंचा होना चाहिए और इसे केवल अंतिम चारे के तौर पर तब इस्तेमाल करना चाहिए जब बाक़ी सभी विकल्पों का इस्तेमाल हो चुका हो।"
संरक्षणवाद से बचे भारत
वे भारत को दूसरे देशों की तर्ज़ पर ज़्यादा संरक्षणवादी (आयात पर ऊंचे टैक्स लगाने जैसे व्यापार अवरोध लगाना) बनने से आगाह करते हैं।
वे कहते हैं, "गुजरे तीन दशकों में भारत की ट्रेड पॉलिसी से देश के हर तबके को बड़ा फ़ायदा हुआ है।"
एशिया की तीसरी सबसे बड़ी अर्थव्यवस्था के तौर पर आज भारत 1990 के दशक की शुरुआत के मुक़ाबले कहीं बेहतर स्थिति में है।
डॉ. सिंह कहते हैं, "भारत की वास्तविक जीडीपी 1990 के मुक़ाबले आज 10 गुना ज़्यादा मज़बूत है। तब से भारत ने अब तक 30 करोड़ से ज्यादा लोगों को ग़रीबी से बाहर निकाला है।"
लेकिन, इस ग्रोथ का एक अहम हिस्सा भारत का दूसरे देशों के साथ व्यापार रहा है। भारत की जीडीपी में ग्लोबल ट्रेड की हिस्सेदारी इस अवधि में क़रीब पाँच गुना बढ़ी है।
इस संकट ने सबको सकते में डाला
डॉ. सिंह कहते हैं, "भारत आज दुनिया के साथ कहीं ज़्यादा घुलमिल गया है। ऐसे में दुनिया की अर्थव्यवस्था में घटने वाली कोई भी चीज़ भारत पर भी असर डालती है। इस महामारी में वैश्विक अर्थव्यवस्था पर बुरी चोट लगी है और यह भारत के लिए भी एक चिंता की बात है।"
फ़िलहाल किसी को भी यह नहीं पता कि कोरोना वायरस महामारी का पूरा आर्थिक असर क्या है। न ही किसी को यह पता कि देशों को इससे उबरने में कितना वक़्त लगेगा। लेकिन, एक बात स्पष्ट है कि इसने डॉ. सिंह जैसे पुराने अर्थशास्त्रियों के अनुभव को भी मात दे दी है।
वे कहते हैं, "पिछले संकट मैक्रोइकनॉमिक संकट थे जिनके लिए आजमाए हुए आर्थिक टूल मौजूद हैं। अब अहम एक महामारी से पैदा हुए आर्थिक संकट का सामना कर रहे हैं जिसने समाज में अनिश्चितता और डर भर दिया है। इस संकट से निबटने के लिए मौद्रिक नीति को हथियार के तौर पर इस्तेमाल करना कारगर साबित नहीं हो रहा है।"
