नई दिल्ली। वित्त मंत्री अरुण जेटली वर्ष 2019 में होने वाले आम चुनाव से पहले अपना अंतिम पूर्ण बजट पेश करने की तैयारी कर रहे हैं जिसमें उन पर अर्थव्यवस्था को गति देने के उपायों के साथ ही राजनीतिक जरूरतों के मद्देनजर आम लोगों को खुश करने का दबाव भी होगा।
नोटबंदी के बाद अर्थव्यवस्था में आई सुस्ती पर वस्तु एवं सेवा कर (जीएसटी) के लागू होने से भी दबाव बना है। सरकार ने जीएसटी दरों को लगातार तर्कसंगत बनाकर विनिर्माण क्षेत्र पर बने दबाव को काफी हद तक कम करने की कोशिश की है। इससे आर्थिक गतिविधियों के संकेतक पहले की तुलना में सुधरने लगे हैं।
आम चुनाव से पहले के इस पूर्ण बजट में मतदाताओं विशेषकर आम लोगों और नौकरीपेशा लोगों को खुश करने पर विशेष ध्यान दिया जा सकता है।
वेतनभोगियों के लिए कर मुक्त आय की सीमा ढाई लाख रुपए से बढ़ाकर साढ़े तीन लाख रुपए तक किए जाने का अनुमान है। इसके साथ ही आयकर कानून की धारा 80सी के तहत मिल रही छूट की सीमा को बढ़ाए जाने की संभावना जताई जा रही है क्योंकि पिछले कुछ वर्षों में सार्थक बढ़ोतरी नहीं हुई है। इसके साथ ही कई संगठनों ने भी सरकार से इस छूट को डेढ़ लाख रुपए से बढ़ाकर दो लाख रुपए करने की मांग की है।
इसके अतिरिक्त वित्त मंत्री धारा 80डी के तहत भी छूट की सीमा को 80 हजार रुपए से बढ़ाकर एक लाख रुपए कर सकते हैं क्योंकि बीमा कंपनियों ने देश में चिकित्सा बीमा कवरेज को बढ़ाने के लिए यह मांग की है। अभी इस धारा के तहत एक व्यक्ति को अधिकतम 55 हजार रुपए की छूट मिल सकती है जिसमें 25 हजार रुपए स्वयं के लिए और 30 हजार रुपए वृद्ध माता-पिता के चिकित्सा बीमा के लिए है।
इसी तरह से वरिष्ठ नागरिक यदि स्वयं का चिकित्सा बीमा कराते हैं तो उन्हें यह 60 हजार रुपए तक छूट मिल सकती है। तीस हजार रुपए स्वयं के लिए और 30 हजार रुपए माता-पिता के बीमा के लिए। वर्तमान प्रावधानों के तहत अभी प्रति वर्ष 15 हजार रुपए चिकित्सा भुगतान कर मुक्त है। यह सीमा कई वर्ष पहले तय की गई थी और तब से चिकित्सा सेवाएं काफी महंगी हो चुकी है। इसके मद्देजनर इस वर्ष इस छूट को बढ़ाकर 25 हजार रुपए किए जाने का अनुमान है।

कर विश्लेषकों का कहना है कि प्रधानमंत्री नरेन्द्र मोदी के पूंजी बाजार से अर्जित लाभ में से कुछ राशि राष्ट्र निर्माण में लगाए जाने का बयान दिए जाने के मद्देनजर यह अनुमान लगाया जा रहा है कि वर्ष 2018-19 के बजट में आयकर कानून की धारा 10 (38) के तहत शेयरों की खरीद-बिक्री पर दीर्घकालिक पूंजीगत लाभ पर कर से मिल रही छूट समाप्त की जा सकती है। यदि इसे नहीं समाप्त किया जाता है तो पूंजीगत लाभ पर कर मुक्त निवेश की सीमा एक साल से बढ़ाकर दो साल की जा सकती है।
वर्तमान प्रावधानों के तहत कंपनियों को लाभांश वितरण पर कर का भुगतान करना पड़ता है। अगले बजट में इसमें भी बदलाव किया जा सकता है और लाभांश पर कर का बोझ प्राप्तकर्ता पड़ डाला जा सकता है।
जीएसटी लागू होने के साथ ही बजट से वस्तुओं के सस्ता महंगा होने की कहानी भी समाप्त हो गई है क्योंकि किस वस्तु पर कर की दर तय करने का काम जीएसटी परिषद के जिम्मे चला गया है। वित्त मंत्री इस परिषद् के अध्यक्ष हैं और देश के सभी राज्यों तथा केन्द्र शासित प्रदेशों के वित्त मंत्री इसके सदस्य हैं।
आयातित वस्तुओं पर लगने वाला सीमा शुल्क सरकार तय कर रही है। इन पर सीमा शुल्क में घटबढ़ होने पर ये वस्तुयें महंगी या सस्ती हो सकती हैं।
सरकार वर्ष 2022 तक किसानों की आय दोगुनी करने के साथ ही सभी लोगों को घर देने के महत्वाकांक्षी लक्ष्य के साथ काम कर रही है। इस वर्ष के बजट में इनके लिए भी कुछ राहत की उम्मीद की जा रही है क्योंकि कृषि गतिविधियों से ग्रामीण क्षेत्रों में मांग घटती बढ़ती है। वृहद अर्थव्यवस्था को गति देने के लिए ग्रामीण अर्थव्यवस्था में तेजी लानी जरूरी है। इसके मद्देनजर वित्त मंत्री इस पर कुछ विशेष ध्यान दे सकते हैं क्योंकि आम चुनाव से पहले यह उनका अंतिम पूर्ण बजट है। इसके साथ ही गरीबों के लिए भी कुछ लोकलुभावन घोषणाएं हो सकती हैं।
इसी तरह से वर्ष 2022 तक सबको घर देने के लक्ष्य को ध्यान में रखते हुए घर खरीदने वालों को आवास ऋण ब्याज पर मिल रही छूट बढ़ सकती है ताकि अधिक से अधिक लोग मकान खरीदने के लिए आकर्षित हो सकें। इससे न सिर्फ सबको घर दिलाने का लक्ष्य हासिल करने में मदद मिलेगी बल्कि रियलटी उद्योग में तेजी आने से सीमेंट तथा स्टील के साथ ही कई अन्य उद्योगों को भी गति मिलेगी। अंतत: अर्थव्यवस्था को गति देने और रोजगार के अवसर सृजित करने में मदद मिलेगी।
विश्लेषकों का कहना है कि वित्त मंत्री आम लोगों को खुश करने के लिए बजट में क्या करते हैं यह देखने वाला होगा क्योंकि मोदी सरकार स्वयं को गरीबों की सरकार कहती है और आम चुनाव से पहले उनके लिए सरकारी खजाना खोला जाना कोई नई बात नहीं है। आम चुनाव से पहले सरकार कर रियायतों के साथ ही कई तरह की घोषणाएं करती है और इस वर्ष के बजट में भी इसी तरह की घोषणाओं की उम्मीद की जा रही है। (वार्ता)
