सिर्फ असमंजस और भय का माहौल है कश्मीर में

जम्मू। कश्मीर असमंजस, अफरातफरी, भय और दहशत के दौर से गुजर रहा है। इन सबके लिए जिम्मेदार कौन है, कोई नहीं जानता और न ही कोई जिम्मेदारी लेने को तैयार है। पर तेजी से बदलते घटनाक्रमों की व्याख्या अपने-अपने ढंग और अपने अपने स्तर पर करने का परिणाम है कि अफरा-तफरी के माहौल में बाजारों में भीड़ एकत्र हो चुकी है। खासकर राशन की दुकानों पर ताकि आपात स्थिति के लिए कुछ अनाज एकत्र कर लिया जाए।

यह माहौल पिछले सप्ताह ही उस समय बनना आरंभ हुआ था, जब कश्मीर में सुरक्षा व्यवस्था की मजबूरियों की खातिर 10 हजार अतिरिक्त सुरक्षाकर्मियों की तैनाती आरंभ हुई थी। पहले भी ऐसी तैनातियां होती रही हैं पर इस बार की तैनाती की खास बात यह थी कि सोशल मीडिया के युग में प्रत्येक ने अपने अपने तरीके से इसमें मिर्च-मसाले का जो तड़का लगाया, उससे घबरा कर रेलवे अधिकारियों ने भी एक फरमान जारी कर अपने कर्मचारियों को चार महीने का राशन एकत्र करने के निर्देश दे डाले।

अभी 10 हजार सुरक्षाकर्मियों को तैनात करने की प्रक्रिया में कश्मीर उलझा ही था कि 28 हजार अतिरिक्त केरिपुब जवानों की तैनाती, सेना व वायुसेना को ऑपरेशनल अलर्ट पर रखने का निर्देश सभी के लिए चौंकाने वाला था। नतीजा सामने था। कुछ बड़ा होने की आशंका से ग्रस्त कश्मीर ही नहीं बल्कि जम्मू संभाग के लोगों में भी अफरातफरी का जो माहौल पैदा हुआ उसने लोगों को अगले कुछ महीनों के लिए राशन एकत्र करने के लिए मजबूर कर दिया।

यह सब सोशल मीडिसा पर फैली अफवाहों का ही कमाल था। पर इतना जरूर था कि इन अफवाहों ने कश्मीर में एक नए राजनीतिक समीकरण को जन्म दे दिया था। धारा 35-ए को हटाने की चर्चाओं और सुगबुगाहट के चलते सभी कश्मीरी राजनीतिक दल एक मंच पर आ गए हैं। यही नहीं भाजपा सरकार में मंत्री रहे सज्जाद गनी लोन भी 35-ए के मुद्दे पर भाजपा से दूरी बनाने लगे थे और ऐलान करते थे कि धारा 370 तथा 35-ए के साथ कोई छेड़खानी नहीं करने दी जाएगी।

आखिर होने क्या वाला है कि चर्चाओं और आशंकाओं ने सभी को परेशान कर दिया है। चर्चाओं में सबसे ऊपर भारतीय संविधान की उस धारा 35-ए को हटाने की प्रक्रिया है, जो अन्य भारतीयों को जम्मू-कश्मीर में सरकारी नौकरी करने तथा जमीन जायदाद खरीदने से वंचित करता है। हालांकि राज्यपाल सत्यपाल मलिक बार-बार कह रहे हैं कि उनके स्तर पर ऐसा कुछ नहीं होने जा रहा है। तो क्या यह सब उनके स्तर से ऊपर होने वाला है? वे जवाब देने से कतरा गए।

दरअसल, भाजपा पिछले कई सालों से कश्मीर से धारा 370 को हटाने की वकालत करते हुए उसे भुना रही है। अब उसने राजनीतिक फायदे के लिए इसमें धारा 35-ए को भी शामिल कर इस बार जम्मू-कश्मीर में भाजपा सरकार बनाने का लक्ष्य लेकर इस मुद्दे को भुनाने की पूरी तैयारी कर ली है।

सिर्फ 35-ए ही नहीं इतनी संख्या में सुरक्षाबलों की तैनाती को आतंकियों के विरुद्ध फाइनल असॉल्ट या फिर एलओसी पार आतंकियों के ठिकानों पर एक बार फिर अंतिम प्रहार करने की योजनाओं से भी जोड़ा जा रहा है। ऐसी चर्चा इसलिए भी बल पकड़ चुकी है क्योंकि 28 हजार अतिरिक्त सुरक्षाकर्मियों की तैनाती के साथ ही भारतीय वायुसेना तथा भारतीय सेना को ऑपरेशनल अलर्ट में रहने के लिए कहा गया है।

एक रक्षाधिकारी के बकौल, ऑपरेशन अलर्ट सिर्फ युद्ध या फिर दुश्मन देश के हमले की स्थिति में ही रखा जाता है। 

तो सच में क्या पाकिस्तान के साथ युद्ध होगा? या फिर उस पार आतंकी ठिकानों पर एक बार फिर हमले होंगें? ऐसी चर्चाओं को भी बल इसलिए मिलने लगा था क्योंकि राष्ट्रीय सुरक्षा सलाहकार डोभाल के कश्मीर दौरे के बाद सेनाध्यक्ष जनरल विपिन रावत कश्मीर में डेरा डाले हुए हैं। वे लगातार राज्यपाल से सलाह मशवरा भी कर रहे हैं।

क्या होने जा रहा है या क्या होगा की मझधार में चिंता वाली बात यह भी है कि कश्मीर में अतिरिक्त सुरक्षाबलों की तैनाती के साथ ही स्थानीय कश्मीर पुलिस को अधिकतर स्थानों से हटा लिया गया है। मात्र नाकों पर मजबूरी की वजह से उनको तैनात किया गया है। इस पर कश्मीर पुलिस के वरिष्ठ अधिकारी खामोशी जरूर अख्तियार किए हुए हैं।

ऐसा भी नहीं है कि केंद्रीय गृह मंत्रालय की उन बातों पर विश्वास कर लिया जाए, जिसमें कहा गया है कि तैनाती सामान्य प्रक्रिया है क्योंकि ऐसी सामान्य प्रक्रिया में एयरफोर्स तथा सेना को ऑपरेशनल अलर्ट क्यों जारी किया गया, क्यों स्थानीय पुलिस को हटाया जा रहा है और क्यों अमरनाथ यात्रा को खराब मौसम का हवाला देकर पूरी तरह से रोक दिया गया है, जबकि मौसम विभाग ने ऐसी कोई घोषणा ही नहीं की है।

फिलहाल अफरातफरी के माहौल में सबसे अधिक लाभ राजनीतिक दलों को ही हो रहा था। जिन्होंने जम्मू तथा कश्मीर संभागों को पूरी तरह से बांटकर रख दिया था। ऐसा भी नहीं है कि पूरा जम्मू संभाग धारा 35-ए तथा धारा 370 को हटाए जाने के पक्ष है, बल्कि वे ही लोग इसके पक्ष में खड़े नजर आते थे जो भाजपा या फिर आरएसएस की विचारधारा से प्रभावित हैं और जिन्हें यह खुशफहमी है कि इन दोनों को हटा दिए जाने के बाद जम्मू तथा लद्दाख संभागों का विकास हो जाएगा।
