कौन होगा मोदी के मंत्रिमंडल में, किसे मिलेगी तरक्की?

केन्द्र में नरेन्द्र मोदी की वापसी के बाद यह भी चर्चाएं शुरू हो गई हैं कि ‍आखिर मोदी मंत्रिमंडल में किन चेहरों को स्थान मिलेगा। क्या पुराने चेहरे रिपीट होंगे या फिर कुछ नए चेहरों को स्थान मिलेगा। ऐसा भी संभव है कि पुराने चेहरों में से कुछ की प्रमोशन के साथ वापसी हो।

हालांकि नरेन्द्र मोदी स्पष्ट कर चुके हैं कि उनके मंत्रिमंडल में 50 फीसदी चेहरे नए होंगे। अर्थात वर्तमान मंत्रियों में से कई की छुट्‍टी होना तय माना जा रहा है।

ऐसा माना जा रहा है कि स्वास्थ्य कारणों से वित्तमंत्री अरुण जेटली नए मंत्रिमंडल में शायद ही दिखाई दें। उनके स्थान पर पीयूष गोयल को वित्तमंत्री बनाया जा सकता है क्योंकि उन्होंने जेटली की अनुपस्थिति में वित्त मंत्रालय का काम संभाला था। वर्तमान में पीयूष रेल मंत्रालय की जिम्मेदारी संभाल रहे हैं। रेल मंत्रालय बंगाल या बिहार से किसी नेता को दिया जा सकता है। 

मोदी मंत्रिमंडल में इस बार अमित शाह को बड़ा पद दिया जा सकता है। उन्हें रक्षा या वित्त मंत्रालय जैसा महत्वपूर्ण पद दिया जा सकता है। फिलहाल शाह को अध्यक्ष के रूप में एक साल का एक्सटेंशन मिला हुआ। उनका कार्यकाल जनवरी 2020 में खत्म होगा।

यह भी संभव है कि उन्हें अध्यक्ष पद से हटने के बाद मंत्रिमंडल में शामिल किया जाए। अटकलें तो यह भी हैं कि उन्हें गृहमंत्री बनाया जाएगा। लेकिन, इसकी संभावनाएं कम ही हैं, क्योंकि मोदी और शाह दोनों ही गुजरात से आते हैं, ऐसे में दोनों ही महत्वपूर्ण पद एक राज्य से हों, यह मुश्किल ही लगता है।

चूंकि सुषमा स्वराज ने इस बार चुनाव नहीं लड़ा है, इसलिए उनका मंत्रिमंडल में शामिल होना भी मुश्किल है। ऐसे में उनके सहयोगी मंत्री वीके सिंह को प्रमोट करके कैबिनेट मंत्री बनाया जा सकता है। विदेश राज्यमंत्री के रूप में सिंह के कामों से मोदी खुश भी हैं।

ऐसा भी संभव है कि विदेश मंत्री के रूप में देशभर में सराहना पा चुकीं सुषमा स्वराज को राज्यसभा से लाकर फिर से यह पद दे दिया जाए। सूचना प्रसारण और खेल एवं युवा राज्यमंत्री (स्वतंत्र प्रभार) राज्यवर्धनसिंह राठौड़ को भी कैबिनेट मंत्री बनाया जा सकता है। 

दूसरी ओर मध्यप्रदेश से राज्यसभा सदस्य एवं मानव संसाधन विकास राज्य मंत्री प्रकाश जावड़ेकर को भी पदोन्नत करके कैबिनेट मंत्री बनाया जा सकता है। मध्यप्रदेश से ही वरिष्ठ सांसद प्रह्लाद पटेल और राकेशसिंह को भी मंत्रिमंडल में स्थान मिल सकता है। मप्र से नरेन्द्रसिंह तोमर की मंत्रालय से छुट्‍टी हो सकती है। छत्तीसगढ़ से भी नए चेहरों को मौका दिया जा सकता है। 

राजनाथसिंह की फिर से गृहमंत्री के रूप में वापसी हो सकती है, वहीं कानून मंत्री रविशंकर प्रसाद पुन: इस पद की शोभा बढ़ा सकते हैं। कानून के जानकार होने के साथ ही प्रसाद ने शत्रुघ्न सिन्हा जैसे दिग्गज को पटखनी दी है।

बिहार से ही गिरिराजसिंह की वापसी हो सकती है, जबकि राधामोहनसिंह को फिर से मौका मिलना ‍मुश्किल है। पासवान के स्थान पर उनके युवा बेटे चिराग को मंत्री बनाया जा सकता है। जदयू कोटे से भी मंत्री बनाए जा सकते हैं। 

हालांकि राजनाथसिंह के बारे में यह भी कहा जा रहा है कि यदि अमित शाह को अध्यक्ष पद से हटाकर मंत्रिमंडल में शामिल किया जाएगा तो उनके स्थान पर राजनाथ को अध्यक्ष बनाया जा सकता है। राजनाथसिंह को लोकसभा अध्यक्ष भी बनाया जा सकता है। वरिष्ठ होने के साथ ही राजनाथ का सभी लोग सम्मान भी करते हैं। अन्य दलों के नेताओं में भी उनकी स्वीकार्यता है। ऐसे में सदन चलाने के लिए वे सबसे उपयुक्त व्यक्ति हो सकते हैं। 

उत्तर प्रदेश की अमेठी सीट से कांग्रेस अध्यक्ष राहुल गांधी को शिकस्त देने वालीं स्मृति ईरानी को अच्छा मंत्रालय मिल सकता है। वैसे वर्तमान में भी उनके पास कैबिनेट मंत्री का दर्जा है। संभव है उन्हें कपड़ा मंत्रालय के स्थान पर कोई और महत्वपूर्ण मंत्रालय दे दिया जाए। यूपी से ही सांसद महेश शर्मा की मंत्रिमंडल से विदाई हो सकती है। चूंकि मथुरा से सांसद हेमा मालिनी घोषणा कर चुकी हैं कि उनका यह आखिरी चुनाव है, अत: उन्हें विदाई पुरस्कार के रूप में मंत्री बनाया जा सकता है।

यूपी से ही मेनका गांधी और वरुण में से किसी एक को मंत्री बनाया जा सकता है। हरियाणा से राव इंद्रजीतसिंह को कृषि मंत्रालय दिया जा सकता है। पंजाब से हरसिमरत कौर और सुखबीर सिंह बादल में से किसी एक को मंत्री बनाया जा सकता है। प्रोटेम स्पीकर के लिए तो मेनका नाम तेजी से चल रहा है। 

आगामी चुनाव के मद्देनजर महाराष्ट्र और पश्चिम बंगाल से ज्यादा चेहरों को मंत्रिमंडल में स्थान मिलने की संभावना है। बाबुल सुप्रीयो को फिर से मंत्री बनाया जा सकता है। गडकरी की मंत्रिमंडल में वापसी के साथ ही शिवसेना कोटे से भी सांसदों को मंत्रिमंडल में स्थान मिल सकता है।

राजस्थान से दलित चेहरे अर्जुनराम मेघवाल की वापसी हो सकती है। जोधपुर की सरदारपुरा सीट पर मुख्‍यमंत्री अशोक गहलोत के बेटे वैभव को हराने वाले केन्द्रीय मंत्री गजेन्द्रसिंह शेखावत फिर मंत्रिमंडल में जगह मिल सकती है। 

दिल्ली से मनोज तिवारी और हिमाचल से अनुराग ठाकुर मंत्रिमंडल में शामिल हो सकते हैं। किरण रिजिजू अपनी लोकप्रियता की बदौलत फिर से मंत्रिमंडल में जगह पा सकते हैं। कर्नाटक से युवा चेहरे और तेजतर्रार 28 वर्षीय तेजस्वी सूर्या को भी मंत्रिमंडल में स्थान मिल सकता है।

कर्नाटक में ही पूर्व प्रधानमंत्री एचडी देवेगौड़ा (तुमकुर) को हराने वाले जीएस बासवराज और गुलबर्गा से कांग्रेस के दिग्गज मल्लिकार्जुन खड़गे को शिकस्त देने वाले डॉ. उमेश जाधव को भी मंत्री पद से नवाजा जा सकता है। जम्मू कश्मीर से डॉ. जितेन्द्रसिंह का भी मंत्री बनना तय माना जा रहा है। तमिलनाडु, केरल, आंध्रप्रदेश, तेलंगाना को मंत्रिमंडल में प्रतिनिधित्व देने का दबाव रहेगा, ऐसे में तेलंगाना के 4 सांसदों में से किसी एक को मंत्री बनाया जा सकता है।
