अनुमानित नक्क्षा
पाकिस्तान ने अपने कब्जे वाले जम्मू और कश्मीर को 3 हिस्सों में बांटा जिनमें एक आजाद कश्मीर, दूसरा गिलगिट-बाल्टिस्तान और तीसरा चाइना को गिफ्ट किया गया एरिया, जहां चाइना ने सड़कें और रेल लाइन बना ली हैं। एक चौथा हिस्सा ऐसा है जिसे चीन ने हथिया लिया। आओ जानते हैं इस समूचे क्षेत्र में कैसे रची पाकिस्तान ने चीन के साथ मिलकर साजिश?
इतिहास के उतार-चढ़ाव
भारत के विभाजन और पाकिस्तान के अलग देश बनने के पहले जम्मू और कश्मीर डोगरा रियासत थी और इसके महाराजा हरिसिंह थे। अगस्त 1947 में पाकिस्तान बना और करीब 2 महीने बाद करीब 2.06 लाख वर्ग किलोमीटर में फैली जम्मू और कश्मीर की रियासत भी बंट गई। कहा यह जाता रहा है कि महाराजा हरिसिंह के देरी से लिए गए निर्णय और जवाहरलाल नेहरू के यूएन में जाने से जम्मू और कश्मीर बंट गया। हालांकि इसकी और भी वजहें हो सकती हैं।
-हम जिसे जम्मू और कश्मीर कहते हैं उसे हमें जम्मू, कश्मीर और लद्दाख कहना चाहिए था। यह संपूर्ण क्षेत्र महाराजा हरिसिंह की रियासत का हिस्सा था। इसी में गिलगित-बाल्टिस्तान का एक बहुत बड़ा हिस्सा है। 1947 में विभाजन के समय यह क्षेत्र जम्मू एवं कश्मीर की तरह न तो भारत का हिस्सा था और न ही पाकिस्तान का। 1935 में ब्रिटेन ने इस हिस्से को गिलगित एजेंसी को 60 साल के लिए लीज पर दिया था, लेकिन इस लीज को 1 अगस्त 1947 को रद्द करके क्षेत्र को जम्मू एवं कश्मीर के महाराजा हरिसिंह को लौटा दिया गया।
-कहते हैं कि गिलगित-बाल्टिस्तान मिलने के बाद महाराजा हरिसिंह को स्थानीय कमांडर कर्नल मिर्जा हसन खान के विद्रोह का सामना करना पड़ा। खान ने 2 नवंबर 1947 को गिलगित-बाल्टिस्तान की आजादी का ऐलान कर दिया। हालांकि इससे 2 दिन पहले 31 अक्टूबर को हरिसिंह ने रियासत के भारत में विलय को मंजूरी दे दी थी। इसके साथ ही यह भारत का अभिन्न हिस्सा बन गया था।
इसके 21 दिन बाद पाकिस्तान की सेना ने कबाइलियों के साथ मिलकर हमला किया और इस क्षेत्र पर कब्जा कर लिया। कब्जे में गिलगित-बाल्टिस्तान के अलावा जम्मू का हिस्सा भी शामिल था। इस संपूर्ण भू-भाग को पाकिस्तान 'आजाद कश्मीर' कहने लगा जबकि भारत इसे 'गुलाम कश्मीर' मानता है। इसे सिर्फ 'कश्मीर' कहना ठीक नहीं है, क्योंकि इसमें जम्मू के भी हिस्से हैं।
इस तरह पाकिस्तान ने किए पीओके के टुकड़े-टुकड़े
-फिर 1962 में भारत का जब चाइना से युद्ध हुआ तो चाइना ने लद्दाख के कुछ हिस्से पर अपना कब्जा कर लिया जिसे आज अक्साई चिन कहते हैं। हालांकि कुछ इसे गिलगित-बाल्टिस्तान का ही हिस्सा मानते हैं। फिर मार्च 1963 में पाकिस्तान ने पीओके के गिलगित-बाल्टिस्तान वाले हिस्से में से एक इलाका चाइना को गिफ्ट कर दिया। ये करीब 1,900 वर्ग मील से कुछ ज्यादा था।
-चाइना को गिफ्ट देने के बाद पाकिस्तान ने 2009 में बचे हुए पीओके के 2 टुकड़े कर दिए। एक का नाम गिलगित-बाल्टिस्तान रहा, तो दूसरे का नाम 'आजाद कश्मीर'। यह 'आजाद कश्मीर' दरअसल जम्मू का ही एक हिस्सा है। गिफ्टेड चाइना, अक्साई चिन, गिलगित-बाल्टिस्तान और भारत प्रशासित कश्मीर के बीच एक हिस्सा है, जिसे सियाचिन ग्लेशियर कहते हैं, उस पर भारत का ही अधिकार है। वह भी कश्मीर का ही एक हिस्सा है।
-मतलब यह कि पीओके और गिलगित-बाल्टिस्तान 2 क्षेत्र हो गए। पाकिस्तान अधिकृत कश्मीर (पीओके) के पास अनुमानित 5,134 वर्ग मील यानी करीब 13 हजार 296 वर्ग किलोमीटर इलाका है। मुजफ्फराबाद इसकी राजधानी है और इसमें 10 जिले हैं, वहीं गिलगित बाल्टिस्तान में 28 हजार 174 वर्ग मील यानी करीब 72 हजार 970 वर्ग किलोमीटर इलाका है। गिलगित-बाल्टिस्तान में भी 10 जिले हैं। इसकी राजधानी गिलगित है। इन दोनों इलाकों की कुल आबादी 60 लाख के करीब बताई जाती है। मतलब यह कि गिलगित-बाल्टिस्तान पाक अधिकृत जम्मू और कश्मीर का 85 प्रतिशत इलाका है।

अनुमानित नक्क्षा
गिलगित-बाल्टिस्तान को पाकिस्तानी प्रांत बनाने की साजिश
-गिलगित-बाल्टिस्तान को 2009 से पहले नॉर्दर्न एरिया कहा जाता था, लेकिन अब दोनों क्षेत्रों की अपनी-अपनी विधानसभाएं हैं और तकनीकी रूप से पाकिस्तान संघ का हिस्सा नहीं हैं। लेकिन हकीकत यह है कि दोनों क्षेत्रों में पाक सरकार और आर्मी का ही शासन चलता है जिससे लोग तंग आ चुके हैं। ऐसा कहा जाता है कि PoK या आजाद कश्मीर सुन्नी बहुल है जबकि गिलगित-बाल्टिस्तान की आबादी शिया बाहुल्य है।
-2009 के आदेश के बाद पाकिस्तान गिलगित-बाल्टिस्तान आदेश, 2018 लेकर आया जिसके तहत पाकिस्तान के प्रधानमंत्री शाहिद खाकन अब्बासी ने 21 मई को एक आदेश जारी कर इलाके की स्थानीय परिषद के अहम अधिकारों को खत्म कर दिया है। इन अधिकारों से परिषद स्थानीय मामलों पर फैसला लेती थी। इस फैसले को पाक सरकार की ओर से गिलगित-बाल्टिस्तान को 5वां प्रांत बनाने की दिशा में अहम कदम माना गया जिसका भारत ने विरोध किया था।
-फिर 2009 गिलगित बाल्टिस्तान को पाकिस्तान ने अलग स्टेटस दिया। वहां पर शुरू में जम्हूरियत नहीं थी। 2009 में उन्हें पहला सेटअप देकर कहा कि इसे हम सूबाई हैसियत देते हैं। जब इसे पाक अधिकृत कश्मीर से अलग किया गया था तो भारत में इसको लेकर को हो-हल्ला नहीं हुआ जिस तरह कि पाकिस्तान में लद्दाख को अलग किए जाने का हो-हल्ला हो रहा है। पाकिस्तान ने इस गिलगित-बाल्टिस्तान को अपना 5वां प्रांत घोषित कर दिया है, लेकिन भारत में इसको लेकर कोई विरोध नहीं देखा गया।
पाकिस्तान ने कर रखा है अवैध कब्जा
-यूएन 2 रेगुलेशन 1948 और 1949 के अनुसार इस एरिये पर किसी का अधिकार तब तक साबित नहीं होता, जब तक कि वहां पर से पाकिस्तानी सेना हटती नहीं है और वहां पर जनमत संग्रह नहीं होता है। हालांकि अब वहां जनमत संग्रह का कोई मतलब नहीं, क्योंकि 1947 के बाद से पाकिस्तान ने वहां की डेमोग्राफी बदल दी है। दूसरा 1972 के शिमला का भी पाकिस्तान ने यहां उल्लंघन करके उसे पाकिस्तान का एक अलग प्रांत बनाने का कार्य किया।
-अप्रैल 1949 तक गिलगित-बाल्टिस्तान पाकिस्तान के कब्जे वाले कश्मीर का हिस्सा माना जाता रहा है, लेकिन 28 अप्रैल 1949 को पाकिस्तान के कब्जे वाले कश्मीर की सरकार के साथ एक समझौता हुआ जिसके तहत गिलगित के मामलों को सीधे पाकिस्तान की संघीय सरकार के मातहत कर दिया गया।
इस बाबत ब्रिटेन की कंजर्वेटिव पार्टी के सांसद बॉब ब्लैकमैन की ओर से ब्रिटिश संसद में पेश प्रस्ताव में कहा गया कि पाकिस्तान ने गिलगित-बाल्टिस्तान पर अवैध कब्जा कर रखा है। यह क्षेत्र उसका है ही नहीं। इससे पहले भारत भी कह चुका है कि पीओके और गिलगित-बाल्टिस्तान पर पाकिस्तान का कब्जा अवैध है और उसे खाली करना ही होगा।
गिलगित-बाल्टिस्तान की बदली डेमोग्राफी
-पाकिस्तान ने गिलगित-बाल्टिस्तान से कश्मीरियों को लगभग बाहर खदेड़ दिया है। गिलगित बाल्टिस्तान में 1947-48 में बहुसंख्यक आबादी कश्मीरी शिया थी। लेकिन धीरे-धीरे वहां पर उन्हें अल्पसंख्यक कर दिया गया। खासकर सूफी और शियाओं के लिए यह जगह अब नर्क बन गई है। ऐसा करके पाकिस्तान ने कश्मीर मुद्दे को हल करने के सारे रास्ते खुद ही बंद कर लिए हैं।
साथ ही उसने जो कश्मीरियों को 'आजाद कश्मीर' का सपना दिखाया था, वह भी अब झूठा साबित हुआ है। मतलब यह कि उसने पीओके और भारतीय कश्मीरियों की जिंदगी बर्बाद ही की है। गिलगित-बाल्तिस्तान की डेमोग्राफी में बदलाव की कोशिश को स्टेट ऑब्जेक्ट ऑर्डिनेंस का उल्लंघन माना गया लेकिन इस पर कोई एक्शन नहीं हुई।
चाइना की चाल और पाकिस्तानी दमन चक्र
गिलगित-बाल्टिस्तान का जो खेल खेला गया, उसके पीछे चाइना की चाल है। चाइना इस क्षेत्र में एक कॉरिडोर बना चुका है जिसे वह ग्वादर पोर्ट से जोड़ेगा। इसे चाइना-पाकिस्तान इकॉनोमिक कॉरिडोर (CPEC) कहा जाता है। इससे सिर्फ चाइना को ही फायदा होगा। चाइना नहीं चाहता था कि यह एक विवादित क्षेत्र में यह सीपेक बनाए इसलिए पाकिस्तान ने उसे अपना 5वां प्रांत बनाकर चाइना को खुश किया। पाकिस्तान अब चाइना के कर्ज में डूब गया है।
यहां पर जब भी लोग चीन की गतिविधियों का विरोध करते हैं तो पाकिस्तानी सेना उसे कुचल देती है। उन पर आतंकवादरोधी कानून लगाया जाता है। चाइना के प्रोजेक्ट को प्रोटेक्ट करने के लिए इस इलाके में चीन के 24 हजार सैनिकों की भी तैनाती है। बाल्टिस्तान में सितंबर 2009 से पाकिस्तान के साथ एक समझौते के तहत चीन एक बड़ी ऊर्जा परियोजना लगा रहा है, कॉरिडोर बना रहा है और बड़े पैमाने पर यहां के प्राकृतिक संसाधनों का उपभोग कर रहा है।
सुंदर और सामरिक महत्व का क्षेत्र
सिंधु नदी को अपने दामन में समेटे गिलगित-बाल्टिस्तान में बेहद खूबसूरत ऊंची पर्वत चोटियां हैं। गिलगित का एक बहुत सुंदर इलाका हैस्थान है। ये काराकोरम की छोटी-बड़ी पहाड़ियों से घिरा हुआ हैं। काराकोरम क्षेत्र में ही हिन्दूकुश और तिरिच मीर नाम के वाले 2 ऊंचे पर्वत भी हैं। गिलगित घाटी में सुंदर झरनों, फूलों की सुंदर घाटियां भी हैं।
इसके उत्तर में चीन और अफगानिस्तान, पश्चिम में पाकिस्तान का खैबर पख्तूनख्वा प्रांत और पूरब में भारत का कश्मीर है जिसमें दुनिया का सबसे ऊंचा युद्ध स्थल सियाचिन शामिल है। अपनी इसी भौगोलिक बनावट की वजह से यह इलाका भारत, चीन और पाकिस्तान, तीनों के लिए सामरिक दृष्टि से बेहद महत्वपूर्ण है।
