'अपने घर' का सपना दिखाने वाली देश की नामी रीयल एस्टेट कंपनी 'पार्श्वनाथ डेवलपर्स' वादाखिलाफी का सबसे बड़ा उदाहरण है। यूं तो यह कंपनी के देश के प्रमुख शहरों में टाउनशिप डेवलप करने का दावा करती है और घर या प्लॉट खरीदने वालों सपने भी दिखाती है, लेकिन हकीकत में यह 'नाम बड़े दर्शन खोटे' वाली कहावत को ही चरितार्थ करती है। इस कंपनी के चेयरमैन प्रदीप जैन हैं, जबकि डायरेक्टर संजीव जैन हैं।
मध्यप्रदेश की आर्थिक राजधानी इंदौर के बायपास इलाके में पार्श्वनाथ डेवलेपर्स ने जुलाई 2007 में भूखंडों की बुकिंग शुरू की थी, जबकि प्रोजेक्टर की विधिवत शुरुआत 30 अक्टूबर 2007 को हुई थी। कंपनी के नियमानुसार भूखंड चाहने वालों ने 2008 तक 85 फीसदी राशि का भुगतान कंपनी को कर दिया था। साथ ही कंपनी ने 24 माह के भीतर प्लॉट का कब्जा देने का वादा भी किया था। लेकिन, 10 साल बीत जाने के बाद भी लोगों को भूखंड नहीं मिले हैं, लोग खुद को ठगा हुआ महसूस कर रहे हैं।
पार्श्वनाथ डेवलपर्स ने भूखंड की बुकिंग के समय आकर्षक घोषणाएं भी की थीं। उस समय कंपनी ने अपने ब्रोशर में पार्श्वनाथ सिटी में सेज़, शॉपिंग मॉल, स्कूल, अस्पताल, क्लब, स्वीमिंग पूल, जिम, गार्डन, खेल का मैदान आदि सुविधाएं उपलब्ध करवाने का वादा किया था। लेकिन, 10 साल बाद भी जब लोग साइट पर जाकर देखते हैं तो उन्हें अपने घर का सपना टूटता हुआ दिखाई देता है।
पार्श्वनाथ सिटी में प्लॉट खरीदने वाले गिरीश लाड़ ने बताया कि शहर से 20 किलोमीटर दूर इस कॉलोनी में लोगों ने आकर्षक सुविधाओं के चलते हुए पैसा लगाया था, लेकिन 10 साल बाद भी वहां डेपलपमेंट के नाम पर कुछ भी नहीं हुआ है। जब भी इंदौर ऑफिस में संपर्क किया गया तो वहां सिर्फ यही जवाब मिला कि जल्द ही हम डेवलपमेंट शुरू करने वाले हैं और छह माह के भीतर आपको रजिस्ट्री भी करवा देंगे, लेकिन एक दशक की लंबी अवधि के बाद भी लोगों का इंतजार खत्म नहीं हुआ।

लाड़ के मुताबिक जब उन्होंने कंपनी के दिल्ली कार्यालय में फोन पर संपर्क किया तो कंपनी के कर्मचारियों ने सीधे मुंह बात नहीं की साथ ही दुर्व्यवहार भी किया। इस संबंध में जब उन्होंने रजिस्टर्ड डाक से पत्र भी भेजा तो कोई जवाब नहीं मिला। उन्होंने कहा कि रेरा की सुनवाई के दौरान इंदौर में एक व्यक्ति ने शिकायत की थी दिल्ली दफ्तर में उसके साथ बदसलूकी की गई थी। उसे धक्के मारकर ऑफिस से निकाल दिया गया था।
गिरीश के मुताबिक इस कंपनी से लोग सिर्फ इंदौर में ही त्रस्त नहीं हैं बल्कि देश के अन्य शहरों से भी इसी तरह की शिकायतें हैं। कई लोगों ने तो कोर्ट में भी मुकदमे लगा रखे हैं। उनका कहना है कि 10 साल काफी लंबा समय होता है और आगे भी उम्मीद कम ही नजर आ रही है। ऐसे हम तो सिर्फ यह चाहते हैं कि हमारा पैसा ब्याज सहित लौटा दिया जाए।
...और अब रेरा का फेरा : गिरीश लाड़ बताते हैं रेरा आने के बाद भूखंडधारकों को न्याय की उम्मीद बंधी थी, लेकिन कंपनी ने रेरा से 2020 तक का समय ले लिया है। कंपनी ने हाल ही में रेरा में रजिस्ट्रेशन करवाया है, जिसका नंबर P-SWR-17-1021 है। लेकिन खरीदारों की सूची, शिकायतें और मुकदमों के बारे में कोई जानकारी उपलब्ध नहीं है।
लाड़ के मुताबिक 60 से 70 लोगों ने कंपनी के खिलाफ रेरा में शिकायत की है। तीन माह पहले जिन लोगों ने शिकायत की थी, उनकी अब सुनवाई हो रही है। उन्होंने बताया कि एग्रीमेंट के मुताबिक यदि भूखंडधारक भुगतान में देरी करता है तो उसे 24 फीसदी की दर से ब्याज चुकाना होगा, जबकि कंपनी लेटलतीफी करती है तो उसे जमा राशि पर दो फीसदी वार्षिक की दर से भुगतान करना होगा।
क्या कहना है पार्श्वनाथ का : कंपनी के दिल्ली स्थित कार्यालय में जब 01143686600 नंबर पर इस संबंध में जानकारी के लिए फोन लगाया गया तो कहा गया कि इस बारे में नीतल मैडम ही आपको जानकारी दे सकती हैं, मगर वे छुट्टी पर हैं।
