चूंकि नागालैंड भी हमारा अभिन्न अंग है और नागालैंड से अलग झंडे और अलग संविधान की मांग उठ रही है तो हमने सोचा चलो नागालैंड के मुख्यमंत्री नेफ्यू रियो से मिलते हैं और मिलकर पूछते हैं कि क्या तकलीफ है? हम छुट्टी वाले दिन नागालैंड की राजधानी कोहिमा पहुंचे। सीएम के बंगले पर भी गए, लेकिन वे कोहिमा में नहीं थे। खैर उनका नसीब।
नागालैंड पहुंचने से पहले हमें मालूम पड़ा की नागालैंड जाने के लिए इनर लाइन परमिट यानी एक तरह का वीजा लेना पड़ता है। कंफर्म किया तो मालूम पड़ा की नागालैंड भारत में ही है और नागालैंड जाने के लिए इनर लाइन परमिट की व्यवस्था अंग्रेजों के जमाने की है।
यह भी मालूम पड़ा कि अरुणाचल, मेघालय, लेह-लद्दाख के लिए भी इनर परमिट लगता है। धारा 371 के कई खंडों और उपखंडों के तहत यहां भी लोग प्लाट नहीं खरीद सकते। सुनकर अफसोस हुआ और सरकार को यह राय देने की इच्छा हुई कि कश्मीर के अलावा यहां भी ध्यान देना जरूरी है।
खैर, दीमापुर में एक दिन और 3000 रुपयों का चूरा हुआ। कलेक्टर ऑफिस में तो रिश्वत सहित दो लोगों के इनर लाइन परमिट के 600 रुपए ही लगे मगर नित्य क्रियाओं के लिए होटल लेना पड़ा और सुस्ताने के लिए भी।
दीमापुर ने हमें बताया कि नागालैंड का अपना अलग ही एनआरसी है। यहां पर कोई बाहरी आदमी बिना स्थानीय संगठनों को गैरकानूनी टेक्स दिए मजदूरी भी नहीं कर सकता।
नागालैंड में बहुत सारे अलगाववादी, उग्रवादी टाइप के ग्रुप हैं जो बाहरी लोगों से काम करने का या व्यापार करने का अपना-अलग टैक्स लेते हैं और तो और रसीद भी देते हैं ताकि आपके पास सबूत रहे और कोई दूसरा संगठन मांगे तो दिखा सकें।

बिहारी, उत्तर प्रदेशी, मध्यप्रदेशी, राजस्थानी लोगों को नागालैंड में रहने का टेक्स 300 रुपया साल देना पड़ता है। अगर वे रिक्शा चलाते हैं तो 500 रिक्शा का टैक्स अलग।
नाबालिग बच्चे का टैक्स नहीं है, लेकिन अगर वह काम करने लगे तो उसके भी 300 लगेंगे। सरकार जो टैक्स लेती है वह अपनी जगह है लेकिन यह टैक्स देना ही पड़ता है और कोई भी इससे बच नहीं सकता। बचने की कोशिश की तो मार दिया जाता है। पुलिस कुछ नहीं करती। हर व्यापारी को दुकान लगाने का हजारों रुपया देना पड़ता है।
दीमापुर में सात अलग-अलग संगठन अलग-अलग इलाकों पर काबिज है। नागालैंड में शराबबंदी है, लेकिन राजधानी कोहिमा में चौराहे पर शराब की दुकानें लगी होती हैं और पुलिस लेती है 5000, उग्रवादी संगठन लेता 5000 और बिहारी लोग आराम से शराब बेचते हैं। कोई चोरी-छुपे नहीं खुले आम। हर मामले में नागा को टैक्स कम है।
कोई नागा मजदूरी नहीं करता। सारे मजदूर बाहर के हैं और नागा उन्हें नौकर रखकर खुद अच्छा काम करते हैं या वसूली करते हैं। नागालैंड में तैनात हर सरकारी कर्मचारी को भी अपने वेतन में से कुछ हिस्सा इन संगठनों को देना पड़ता है। पुलिस वाले खुद अपने वेतन में से इन संगठनों को कुछ देते हैं।
बिहारी-बंगाली लोग इन संगठनों को एक ही नाम से बुलाते हैं और वह नाम है 'भीतर पार्टी' यानी अंडर ग्राउंड ग्रुप। इनके नाम इस तरह है एनएससीएनआईएम जिसे लोग सिर्फ आईएम ही कहते हैं। फुल फॉर्म होगा - नेशनल सोशलिस्ट काउंसिल ऑफ नागालैंड। एक पार्टी है एनएससीएन। एक है एनएनसी - नागा नेशनल काउंसिल। एक है एनएनसी एकार्ड। कोहिमा में तीन दल वसूली करते हैं।
नागा लोग बाहर के लोगों को 'प्लेन' और खुद को नागा कहते हैं। नागा साधुओं का कोई संबंध नागालैंड से नहीं है। यहां ईसाई धर्म चलता है और चर्च जाने वाले दिन यानी रविवार को पूरा नागालैंड ऐसे बंद रहता है जैसे काबुल या इस्लामाबाद में जुमे को बंद रहता है।
मणिपुर का रास्ता भी नागालैंड से होकर जाता है इसलिए इन नागा संगठनों की वसूली मणिपुर तक चलती है।
मणिपुर में हर होटल के दो मेनू कार्ड होते हैं। एक मेनू कार्ड सामान्य दिनों के लिए और दूसरा उन दिनों के लिए जब यह नागा संगठन आना-जाना रोक देते हैं और ट्रक वालों से ज्यादा पैसों की मांग करते हैं। कई बार माल सहित ट्रक जला देते हैं। तब 20 रुपए किलो का आलू 80 का हो जाता है और पेट्रोल 500 रुपए लीटर बिकने लगता है।
मुख्यधारा के मीडिया को हिंदू मुसलमान से फुर्सत नहीं है और उसकी सोच कश्मीर से आगे नहीं जाती जबकि इन राज्यों में सबसे ज्यादा पिसने वाले लोग शेष भारत के लोग हैं, जो यहां काम कर रहे हैं, व्यापार कर रहे हैं। ये सब भी हिन्दू ही तो हैं।
