केरल में बाढ़ से हाहाकार, प्रधानमं‍त्री ने किया 500 करोड़ की मदद का ऐलान

केरल में बारिश और बाढ़ से अब तक 324 लोगों की मौत हो चुकी है। बदतर हालात का जायजा लेने के लिए प्रधानमंत्री नरेंद्र मोदी केरल पहुंच चुके हैं। प्रधानमंत्री कार्यालय ने कहा कि केरल के लोगों के दुख-दर्द पर पिछले कुछ दिनों से प्रधानमंत्री का ध्यान है। केरल मानसूनी वर्षा से बेहद प्रभावित हुआ है। राज्य का बड़ा हिस्सा जलमग्न है। प्रधानमं‍त्री ने बाढ़ग्रस्‍त केरल के लिए 500 करोड़ रुपए की मदद का ऐलान किया है।

* एनडीआरएफ कर्मियों के अलावा सेना, नौसेना, वायुसेना के कर्मियों ने बाढ़ से बुरी तरह प्रभावित इलाकों में अपने-अपने घरों की छतों, ऊंचे स्थानों पर फंसे लोगों को निकालने का कार्य शुरू किया गया है। ऊंचाई वाले इलाकों में पहाड़ों के दरकने के कारण चट्टानों के टूटकर नीचे सड़क पर गिरने से सड़कें अवरुद्ध हो गईं।

* महिलाओं, बच्चों और बुजुर्गों समेत सैकड़ों लोग ऐसी जगहों पर फंसे हैं, जहां नौका से पहुंच पाना मुश्किल है। उन लोगों को रक्षा मंत्रालय के हेलीकॉप्टर की मदद से निकाला गया और सुरक्षित स्थानों पर पहुंचाया गया।

* केरल में मानसूनी बारिश और बाढ़ के कारण एक ही दिन में 106 लोगों की मौत के बीच राज्य में ऑक्सीजन की कमी और ईंधन स्टेशनों में ईंधन नहीं होने के कारण संकट और गहरा हो गया। केरल में बारिश और बाढ़ से अब तक 324 लोगों की मौत हो चुकी है।

* बीते आठ अगस्त से अब तक केरल में जल प्रलय ने 173 लोगों की जान ले ली है। बाढ़ के कारण खूबसूरत राज्य को गहरा धक्का लगा है और पर्यटन उद्योग बहुत प्रभावित हुआ है। हजारों एकड़ खेत में खड़ी फसलें बर्बाद हो गई हैं। बुनियादी ढांचे को बड़ा नुकसान पहुंचा है।

* अलग-अलग जगहों पर फंसे 80000 से ज्यादा लोगों को आज सुरक्षित जगहों पर ले जाया गया। इनमें 71000 से ज्यादा लोग बाढ़ से सबसे ज्यादा प्रभावित एर्नाकुलम जिले के अलुवा क्षेत्र से थे।

* तीनों सेनाओं के अलावा राष्ट्रीय आपदा मोचन बल (एनडीआरएफ) के जवानों ने छतों और ऊंची जगहों पर फंसे लोगों को सुरक्षित जगहों पर ले जाने का दुरुह काम फिर से शुरू किया। पहाड़ी इलाकों में पहाड़ के हिस्से जमीन पर गिरने से सड़क जाम हो रहे हैं, जिससे बाकी जगहों से उनका संपर्क टूट जा रहा है। द्वीप की शक्ल ले चुके कई गांवों में फंसे लोगों को निकालने का अभियान भी जारी है।

* टीवी चैनलों ने प्रसव पीड़ा से कराह रही एक महिला को नौसेना के हेलीकॉप्टर से फेंकी गई रस्सी की मदद से खींचे जाने का परेशान करने वाला वीडियो प्रसारित किया। इस महिला को बाद में नौसेना के एक अस्पताल में भर्ती कराया गया जहां उसने एक लड़के को जन्म दिया।

* ऑस्ट्रेलिया, अमेरिका और ब्रिटेन में रह रहे केरल मूल के लोगों ने टीवी चैनलों के जरिए अधिकारियों से अपील की है कि वे उनके प्रियजन की मदद करें। ऑस्ट्रेलिया में रह रही सौम्या ने कहा कि उनके माता और कुछ रिश्तेदार बीते दो दिनों से अलुवा में फंसे हुए हैं। एक अन्य ने कहा कि उनकी बुजुर्ग रिश्तेदार मैरी वर्गीज को ऑक्सीजन सिलेंडर की सख्त जरूरत है और उनकी हालत लगातार बिगड़ रही है।

* कुछ जगहों पर बारिश में थोड़ी कमी आई, लेकिन चार जिलों (पथनमथिट्टा, अलफुजा, एर्नाकुलम और त्रिचूर) में मानसून का कहर जारी है। एर्नाकुलम जिले के कई निजी अस्पतालों में ऑक्सीजन की कमी हो गई है। इस कारण मरीजों को निकट के अस्पतालों में भेजा गया है।

* अधिकारियों ने प्रत्‍येक ईंधन स्टेशन से कहा है कि वे 3000 लीटर डीजल और 1000 लीटर पेट्रोल का भंडार सुरक्षित रखें, ताकि राहत अभियानों में इनका इस्तेमाल किया जा सके। स्थानीय मछुआरों को राहत मिशन में शामिल देखा जा रहा है। वे अपनी नौकाओं के जरिए अलुवा, कलाडी, पेरुम्बवूर, मुवत्तूफुजा और चलाकुडी जैसी जगहों पर लोगों की मदद कर रहे हैं।

* पर्वतीय जिले इडुक्की में भूस्खलनों के कारण कई सड़कों को बड़े पैमाने पर नुकसान पहुंचा है। बाढ़ से सबसे ज्यादा प्रभावित जगहों में शामिल वायनाड केरल के बाकी हिस्सों से कट चुका है। रनवे पर बाढ़ के कारण कोच्चि हवाई अड्डे को बंद कर दिया गया है। कई ट्रेनें या तो रद्द कर दी गई हैं या उनके समय में फेरबदल किया गया है।

* मौसम विभाग ने राज्य के विभिन्न हिस्सों में भारी बारिश और तेज हवाएं चलने का पूर्वानुमान किया है। पथनमथिट्टा, तिरुवनंतपुरम, कोल्लम, अलफुजा, कोट्टायम, इडुक्की, एर्नाकुलम, त्रिचूर, पालक्कड़, मलप्पुरम, कोझिकोड और वायनाड जिलों में 60 किलोमीटर प्रति घंटे की रफ्तार से हवाएं चलने का पूर्वानुमान है।

* केरल की बाढ़ को लेकर संयुक्त राष्ट्र ने भी चिंता जताते हुए कहा, वह इस पूरी आपदा पर नजर रखे हुए है। संयुक्त राष्ट्र ने कहा, भारत इस बड़ी आपदा से निपटने में खुद सक्षम है।

* मौसम विभाग के अनुसार, अगले कुछ दिनों में केरल में मूसलाधार बारिश होने के कारण बाढ़ प्रभावित 13 ज़िलों में स्थिति और भी चुनौतीपूर्ण हो सकती है। बाढ़ की वजह से जो इलाक़े सबसे ज़्यादा प्रभावित हुए हैं, वो पश्चिमी घाट के 'इकोलॉजिकल सेंसिटिव ज़ोन' के अंतर्गत आते हैं।
