सीमापार से आतंकियों की घुसपैठ बढ़ी, बढ़ सकते हैं हमले
श्रीनगर। सीमाओं पर घुसपैठ में आने वाली तेजी के कारण कश्मीर आतंकवाद के मोर्चे पर हॉट होता जा रहा है। सेना आप मानने लगी है कि बीसियों आतंकवादी ताजा घुसपैठ की कोशिशों में कामयाब हो चुके हैं। हालांकि कुछेक को कश्मीर सीमा पर मार गिराया जा चुका है बाकी की तलाश जारी है जबकि जम्मू सीमा से घुसने वाले अभी तक हाथ नहीं आए हैं।
इतना जरूर है कि कश्मीर में आतंकी हिंसा में अचानक आई तेजी से सेना और अन्य सुरक्षाबल चौंक नहीं रहे हैं। वे इस सच्चाई से वाकिफ हैं कि कश्मीर में नागरिक सचिवालय के खुलने के साथ ही आतंकी हिंसा में तेजी इसलिए भी आ जाती है, क्योंकि सीमांत पहाड़ों से बर्फ पिघलने का परिणाम घुसपैठ के रूप में ही सामने आता है। पर इस बार उन्हें चिंता इस बात की भी है कि घुसपैठ रुकने का नाम नहीं ले रही है। सेना प्रवक्ता मानते थे कि मुकाबला इस बार कड़ा हो रहा है।
हालांकि वे इसके प्रति कुछ नहीं बोलते थे कि क्या ताजा घुसने वाले आतंकी अल कायदा या तालिबान से संबंधित हैं, पर वे इतना जरूर कहते थे कि सेना के लिए आतंकी, आतंकी ही होता है और उसे नेस्तनाबूद करना ही उनका फर्ज है। पर पुलिस कुछ अधिक चिंतित है। वे नागरिक सचिवालय के श्रीनगर में खुलने के बाद आतंकी हमलों में तेजी आने की चेतावनी दे रहे थे, जो अब सच हो रही है। यूं तो वह श्रीनगर शहर में करीब 35 हजार जवानों को सुरक्षा के लिए झोंककर फूलप्रूफ सुरक्षा इंतजाम करने का दावा कर रही है, पर खुद ही यह कहकर सभी को दहशतजदा कर रही है कि आतंकी अभी भी जहां चाहे, मार करने की क्षमता रखते हैं।
पिछले 5 महीनों के भीतर करीब 81 आतंकियों को राज्यभर में ढेर किया जा चुका है। इस कामयाबी के लिए 32 सुरक्षाकर्मियों को अपनी शहादत देनी पड़ी है जिसमें सेना के 2 वरिष्ठ अधिकारी भी शामिल थे। सेना को पहुंची क्षति के लिए आतंकियों की ताजा खेप को जिम्मेदार ठहराया जा रहा है, जो अतिप्रशिक्षित माने जा रहे हैं। 'इसके साफ मायने हैं कि उस पार से घुसपैठ जारी है। इक्का-दुक्का आतंकियों को रोकने में तारबंदी नाकाम हो रही है', एक सेनाधिकारी ने नाम न छापने की शर्त पर बात करते हुए कहा था।
वैसे भी सेना अभी भी एलओसी पर उन क्षेत्रों में तारबंदी की मरम्मत नहीं कर पाई है, जो बर्फबारी के कारण क्षतिग्रस्त हो गई थी और इन्हीं इलाकों का इस्तेमाल घुसपैठ के लिए आतंकियों द्वारा किया जा रहा है। ऐसे में गर्मियों के हाट होने की चिंता सभी को खाए जा रही है। यह चिंता उस पार से बढ़ती घुसपैठ के कारण भी जायज ठहराई जा रही है। गुप्तचर सूत्र दावा करते हैं कि घुसपैठियों की संख्या लगातार बढ़ती जा रही है। सेना पिछले 6 माह से राज्यभर में करीब 800 आतंकियों के सक्रिय होने का दावा लगातार किए जा रही है जबकि इस अवधि के दौरान 81 के करीब आतंकी ढेर भी किए जा चुके हैं।
