'मोदीराज' में भूखा रहा भारत...श्रीलंका, नेपाल और बांग्लादेश से भी बुरी है स्थिति

नई दिल्ली। मोदी सरकार चाहे लाख विकास के दावे कर रही हो और 2019 में एक बार फिर से केंद्र में सत्ता पर काबिज होने के सपने देख रही हो, लेकिन ग्लोबल हंगर इंडेक्स (GHI) 2018 की जो ताजा रिपोर्ट सामने आई है, वह बेहद चौंकाने वाली है। दुनिया में भुखमरी को खत्म करने वाले 119 देशों की सूची में भारत का नंबर 103 है। उसकी स्‍थिति तो श्रीलंका, नेपाल और बांग्लादेश से भी बुरी है।

वैश्विक महाशक्ति बनने की राह का खोखला दावा : वैश्विक महाशक्ति बनने की राह पर आगे बढ़ने का दावा करने वाले भारत की हालत तो चीन (25वें) श्रीलंका (67वें), म्यांमार (68वें), नेपाल (72वें) और बांग्लादेश से भी बदतर है, जो 86वें स्थान पर है। हां, भारत इस पर थोड़ा गुमान कर सकता है कि हमारी हालत पाकिस्तान से बेहतर है़, जो ग्लोबल हंगर इंडेक्स में 106 स्थान पर है।

‘भूख’ गंभीर समस्या : दुनिया में भारत को कृषि प्रधान देश माना जाता है। राज्यों की सरकार रिकॉर्ड कृषि उत्पादन का दावा करती है। मोदी सरकार तो यह भी दावा करती है कि वह गरीबों की सरकार है और उन्हें बहुत सस्ते मूल्य पर अनाज मुहैया कराया जाता है। फिर ऐसा क्या है कि ग्लोबल हंगर इंडेक्स में भारत में भुखमरी, कुपोषण का आंकड़ा साल दर साल बढ़ता ही जा रहा है।

अमीर और अमीर, गरीब और गरीब होता जा रहा है : आए दिन फोर्ब्स की सूची में भारत के धनवान लोगों के नाम आते हैं, जिसे देखकर लगता है कि भारत में पूंजीपतियों की संख्या में इजाफा होता जा रहा है। आंकड़े अपनी जगह सही हो सकते हैं, लेकिन सच्चाई तो यह है कि भारत में अमीर और अधिक अमीर होता जा रहा है, जबकि गरीब और गरीब। 

पोषण आहार अभियान के दावे भी खोखले : सरकार द्वारा चलाए जा रहे पोषण आहार अभियान के दावे भी खोखले साबित होते दिखाई दे रहे हैं, क्योंकि ग्लोबल हंगर इंडेक्स की रैंकिंग में भारत का साल दर साल इजाफा ही हो रहा है। साफ जाहिर है कि देश के लोगों को दो वक्त का भोजन भी नहीं मिल पा रहा है। भूख से बिलबिलाते बच्चों, महिलाओं और गरीब लोगों तक जो आहार पहुंचना चाहिए, वह पहुंच ही नहीं पा रहा है।

4 साल में 55 से सीधे 103वें स्थान पर : ग्लोबल हंगर इंडेक्स 2018 की ताजा रिपोर्ट सीधे-सीधे मोदी सरकार को कठघरे में खड़ा करती है। गरीबों के मसीहा बने नरेन्द्र मोदी के भाषणों से गरीब का पेट नहीं भरता, उसे चाहिए रोटी, जो यह सरकार देने में नाकाम होती दिख रही है। 2014 में भारत ग्लोबल हंगर इंडेक्स में 55वें स्थान पर था जबकि 2018 में वह 103 पर पहुंच गया है। 

मोदी सरकार की नाकामी के गवाह हैं आंकड़े : साफ जाहिर है कि दुनिया को तरक्की का लॉलीपाप दिखाने वाली मोदी सरकार देश में भुखमरी के मोर्चे पर पूरी तरह नाकाम होती दिखाई दे रही है। सवाल ये है कि बीते 4 सालों में ऐसा क्या आसमान टूट पड़ा कि अन्नदाता कही जाने वाली जमीन ने देश के करोड़ों लोगों की रोटी छीन ली? हंगर इंडेक्स की रिपोर्ट के मुताबिक, 2014 में भारत 55वें, 2015 में 80वें, 2016 में 97वें, 2017 में 100वें और 2018 में 103वें स्थान पर पहुंचना इस बात का सूचक है कि सरकार के दावे पूरी तरह बरगलाने और बहलाने वाले हैं।

क्या है ग्लोबल हंगर इंडेक्स : ग्लोबल हंगर इंडेक्स (GHI) को जानना भी जरूरी है कि आखिर है क्या यह। 

ग्लोबल हंगर इंडेक्स दुनिया के देशों में भुखमरी को मापने का एक पैमाना है। यह वैश्विक, राष्ट्रीय और क्षेत्रीय स्तर पर भुखमरी को प्रदर्शित करता है। अंतरराष्ट्रीय खाद्य नीति अनुसंधान (International Food Policy Research Institute) द्वारा हर साल अक्टूबर के महीने में इसकी रिपोर्ट आती है। इसमें लोगों को मिल रहे खाद्य पदार्थ, उसकी गुणवत्ता और कमियों का अध्ययन किया जाता है।

साल 2006 में हुई ग्लोबल हंगर इंडेक्स की शुरुआत : अंतरराष्ट्रीय खाद्य नीति अनुसंधान द्वारा वर्ष 2006 में सबसे पहले ‘वेल्ट हंगर लाइफ’ नाम के एक जर्मन स्वयंसेवी संगठन ने ग्लोबल हंगर इंडेक्स जारी किए थे। तब से लगातार अंतरराष्ट्रीय खाद्य नीति अनुसंधान द्वारा ये आंकड़े जारी किए जाते हैं, ताकि देश यह जान सकें कि उनके यहां अन्य समस्याओं के अलावा भुखमरी किस कगार पर है।

इंडेक्स में शामिल नहीं हैं ये देश : ग्लोबल हंगर इंडेक्स में उन देशों को शामिल नहीं किया जाता है जो विकास के एक ऐसे स्तर तक पहुंच गए हैं और जहां भुखमरी नगण्य मात्रा में है। पश्चिमी यूरोप के अधिकांश देश, अमेरिका, कनाडा को ग्लोबल हंगर इंडेक्स से बाहर रखा गया है। 

इंडेक्स में भुखमरी के अलावा यह भी देखा जाता है : ग्लोबल हंगर इंडेक्स में ये भी देखा जाता है कि देश की कितनी जनसंख्या को पर्याप्त मात्रा में भोजन नहीं मिल रहा है यानी देश के कितने लोग कुपोषण के शिकार हैं। इसमें ये भी देखा जाता है कि 5 साल के नीचे के कितने बच्चों की लंबाई और वजन उनके उम्र के हिसाब से कम है। इसके साथ ही इसमें बाल मृत्यु दर की गणना को भी शामिल किया जाता है।
