किसे मिलेगा यूपी चुनाव में डिजिटल प्रचार का फायदा...
यूपी समेत पांच राज्यों में चुनावों की घोषणा और 15 जनवरी तक रैलियों पर रोक के बाद राजनीतिक दल वर्चुअल रैलियों में जोर आजमाइश कर रहे हैं लेकिन बीजेपी के अलावा अन्य सभी पार्टियां इसके लिए खुद को सहज नहीं पा रही हैं।
ये चुनाव ऐसे माहौल में हो रहे हैं जब भारत समेत पूरी दुनिया में कोरोना संक्रमण के तीसरे लहर की भयावहता दस्तक दे रही है और भारत में भी कोरोना के नए वेरिएंट ओमिक्रॉन संक्रमण के मामलों में लगातार बढ़ोत्तरी हो रही है।
भारत में हर दिन एक लाख से ज्यादा कोरोना के मामले सामने आ रहे हैं। ऐसे कयास लगाए जा रहे थे कि शायद चुनाव आयोग चुनाव की तिथियों को कुछ समय तक के लिए टाल दे लेकिन आयोग ने एहतियाती कदमों के साथ चुनाव कराने का फैसला लिया और राजनीतिक दलों पर भी कई तरह की पाबंदियां लगा दी हैं। इन पाबंदियों में चुनावी रैलियों को 15 जनवरी तक स्थगित करने जैसे कई बड़ी पाबंदियां लागू की गई हैं। चुनाव आयोग ने तब तक के लिए राजनीतिक दलों को सिर्फ वर्चुअल रैलियों की इजाजत दी है।
समाजवादी पार्टी ने डिजिटल रैलियों पर सवाल उठाते हुए कहा है कि बीजेपी के लोग सारे डिजिटल प्लेटफॉर्म पर कब्जा जमाए हुए हैं और अन्य पार्टियों के लिए इतने खर्चीले माध्यम से प्रचार करना संभव नहीं है। अखिलेश यादव ने चुनाव आयोग से राजनीतिक दलों को डिजिटल प्रचार के लिए संसाधन उपलब्ध कराने की भी मांग की है।

बीजेपी पहले से तैयार
बीजेपी का कहना है कि वो इसके लिए पूरी तरह से तैयार है। अभी पिछले दिनों यूपी की यात्रा पर आए केंद्रीय मंत्री गजेंद्र सिंह शेखावत ने कहा था कि बीजेपी वर्चुअल रैली के लिए पूरी तरह से तैयार है। वैसे भी बीजेपी के लिए यह पहला अनुभव नहीं है बल्कि पश्चिम बंगाल चुनाव में वर्चुअल रैली के जरिए वो प्रचार कर चुकी है।
कोविड संक्रमण के दौरान जब दूसरी राजनीतिक पार्टियां निष्क्रिय थीं, उस दौरान भी बीजेपी के कार्यकर्ता डिजिटल प्लेटफॉर्म्स पर प्रचार अभियान में लगे थे। यूपी में हुए पंचायत चुनाव में भी बीजेपी प्रचार कार्य में सब पर हावी रही। जहां तक यूपी और अन्य राज्यों में होने वाले विधानसभा चुनाव की बात है तो डिजिटल स्तर पर प्रचार कार्य में बीजेपी अन्य पार्टियों की तुलना में कहीं आगे दिख रही है। वर्चुअल रैलियों के लिए भी सबसे ज्यादा संसाधन उसी के पास हैं।
फिलहाल बीजेपी वर्चुअल रैलियों के लिए 3 डी तकनीक का इस्तेमाल करने की योजना बना रही है, वहीं समाजवादी पार्टी और कांग्रेस पार्टी आम लोगों तक पहुंचने के लिए सोशल मीडिया का सहारा ले रहे हैं। जहां तक बीजेपी का सवाल है तो वो चुनाव घोषणा से पहले ही कई बड़ी रैलियां कर चुकी है।
उत्तर प्रदेश में प्रधानमंत्री नरेंद्र मोदी 17 दौरे कर चुके हैं और इस दौरान उन्होंने राज्य के हर हिस्से में कई बड़ी रैलियों को संबोधित किया। मुख्यमंत्री आदित्यनाथ भी लगभग हर जिले का दौरा कर चुके हैं और प्रधानमंत्री के साथ भी उन्होंने रैलियों को संबोधित किया है। इनके अलावा केंद्रीय गृहमंत्री अमित शाह, रक्षा मंत्री राजनाथ सिंह, बीजेपी के राष्ट्रीय अध्यक्ष जेपी नड्डा जैसे नेताओं के भी कई दौरे हो चुके हैं।

बाकी पार्टियों का संघर्ष
समाजवादी पार्टी और कांग्रेस पार्टी ने भी इस दौरान कई रोड शो और सभाएं की हैं। अखिलेश यादव और प्रियंका गांधी की सभाओं में काफी भीड़ भी देखी गई। वर्चुअल रैली के जरिए ये दोनों पार्टियां इतनी बड़ी संख्या में लोगों तक पहुंच पाएंगी, ऐसी उम्मीद कम ही है।
बीजेपी आईटी सेल से जुड़े एक नेता बताते हैं कि डिजिटल प्लेटफॉर्म पर चुनावी युद्ध जीतने के लिए बीजेपी कमर कस चुकी है और उसकी तैयारी काफी मजबूत है। उनके मुताबिक, "3 डी स्टूडियो के जरिए दो अलग-अलग जगहों पर बैठे नेताओं को पोडियम पर दिखाया जा सकता है। इसके अलावा पार्टी की योजनाओं से जुड़े संदेश लाखों वाट्सऐप ग्रुप्स में प्रसारित किए जा रहे हैं। हजारों ट्विटर हैंडल बने हुए हैं और फेसबुक पेज भी। इन सबका उपयोग वर्चुअल रैलियों की सूचना के लिए भी किया जा सकता है।”
हालांकि ये तकनीक अन्य पार्टियां भी इस्तेमाल कर रही हैं और सोशल मीडिया ग्रुप्स कांग्रेस, समाजवादी पार्टी, आम आदमी पार्टी और बहुजन समाज पार्टी के भी बने हुए हैं लेकिन सबसे मजबूत सोशल मीडिया तंत्र बीजेपी का ही है, इसमें संदेह नहीं।
हालांकि बीजेपी सिर्फ इसी पर निर्भर नहीं है बल्कि उसके कार्यकर्ता 4-5 लोगों के समूह में घर-घर जाने और पार्टी की नीतियों का प्रसार करने के अभियान में लग गए हैं। बीजेपी के पास स्थानीय स्तर पर प्रचार के लिए वॉर रूम भी हैं जहां बैठी टीमें सोशल मीडिया प्लेटफॉर्म्स की मदद से जनता का समर्थन जुटा रही हैं।
इंटरनेट ना होने की चुनौती
समाजवादी पार्टी भी अपने कार्यकर्ताओं को डिजिटल रूप से प्रशिक्षण दे रही और साल 2017 के विधानसभा चुनाव के दौरान भी पार्टी का सोशल मीडिया वॉर रूम सक्रिय था। रैलियों के लिए कार्यकर्ताओं के पास यूट्यूब के लिंक भेजने का प्रयोग सपा और कांग्रेस भी करती हैं। बीएसपी और आम आदमी पार्टी भी अपने नेताओं के कार्यक्रमों से कार्यकर्ताओं को डिजिटली जोड़ने का हरसंभव प्रयत्न करते हैं।
लेकिन गांवों में इंटरनेट की सीमित मौजूदगी और गुणवत्ता राजनीतिक दलों के डिजिटल प्रचार कार्यक्रमों में आड़े आ रही है। यही नहीं, यूपी के कुल मतदाताओं में 45 फीसदी हिस्सेदारी महिला मतदाताओं की है जिनमें बहुत सी महिलाएं उत्तर प्रदेश के ग्रामीण क्षेत्रों से ही आती हैं। यहां महिलाएं फोन का सीमित उपयोग करती हैं और उतनी शिक्षित भी नहीं हैं।
जहां तक डिजिटल प्रचार के जरिए राजनीतिक लाभ और नुकसान की बात है तो जानकारों का कहना है कि इसका मतदाताओं के वोटिंग पैटर्न पर कोई खास असर नहीं होने वाला है। वरिष्ठ पत्रकार सिद्धार्थ कलहंस कहते हैं, "वर्चुअल रैलियों का भी वही महत्व है जो वास्तविक रैलियों का है।
रैली में जितने लोग आते हैं वो सभी उसी पार्टी को वोट तो देते नहीं हैं। इसलिए ऐसा नहीं है कि जो पार्टी मतदाताओं तक सबसे ज्यादा पहुंचेगी, उसे ही सबसे ज्यादा वोट मिलेगा। हां, यह बात जरूर है कि वो ज्यादा मतदाताओं तक अपनी बात पहुंचा सकेगी। लेकिन मतदाताओं का रुख वोटिंग के लिए पहले से ही तय होता है। जो पार्टियां यदि अपने मतदाताओं के अलावा दूसरी पार्टियों के मतदाताओं को अपनी ओर करने में सफल हुईं, डिजिटल प्रचार माध्यम का असली लाभ वही उठा पाएंगी।”
