घड़ियों, चीज और चॉकलेट के लिए मशहूर स्विट्जरलैंड की गिनती दुनिया के सबसे खूबसूरत देशों में होती है। कोरोना वायरस (Corona Virus) की मार से यह देश भी अछूता नहीं है। 9 मई तक यहां संक्रमित लोगों की संख्या 30 हजार से ज्यादा हो चुकी है, जबकि 1800 से ज्यादा लोग काल के गाल में समा चुके हैं। इसके बावजूद यहां सख्त लॉकडाउन नहीं है।
इस बीच, यहां स्कूल-कॉलेज खोलने की तैयारी चल रही है। यहां बाहर निकलने पर पाबंदी नहीं है, लेकिन सार्वजनिक स्थानों पर 5 से ज्यादा लोग इकट्ठे नहीं हो सकते। रेस्टोरेंट खुले हैं, लेकिन वहां बैठकर खाना नहीं खा सकते। आखिर लॉकडाउन के बाद स्विट्जरलैंड में लोगों की जीवन शैली में क्या बदलाव आया है, यही बता रहे स्विट्जरलैंड की नारमेट कंपनी में सीनियर वाइस प्रेसीडेंट एवं कंस्ट्रकशन केमिकल्स में बिजनेस लाइन के ग्लोबल हैड भारतीय मूल के प्रवासी हिमांशु कपाड़िया।
हिमांशु ने वेबदुनिया को बताया कि वे ऑफिस के जरूरी काम ईमेल एवं अन्य टेक्नोलॉजी के माध्यम से घर से ही कर रहे हैं। लॉकडाउन में उन्होंने घर का काम सीखा है। हालांकि रोजमर्रा के जीवन में बहुत ज्यादा असुविधा नहीं हुई है। उन्होंने बताया कि यहां पर बाहर जाने की अनुमति है। दुकानें बंद हैं, लेकिन ऑफिस में जरूरी काम है तो वहां आ-जा सकते हैं। बाहर निकलने पर पाबंदी नहीं है। इमरजेंसी सेवाएं खुली हुई हैं। चार महीने के लॉकडाउन में पहले खाद्य पदार्थ, दवाइयां से संबंधी सभी प्रतिष्ठान खुले हुए थे। इस हफ्ते से और दुकानें शुरू हो गई हैं। इनमें हेयर ड्रेसर, जिम आदि शामिल हैं। प्राइवेट क्लीनिक भी चालू हो गए हैं। सभी डॉक्टर काम पर लौट आए हैं।
कपाड़िया ने बताया कि लॉकडाउन के दौरान घर पर ही पत्नी की मदद करते हैं साथ ही घर के काम भी सीख रहे हैं। फिटनेस के लिए व्यायाम करते हैं। ऑफिस के काम के साथ ही टीवी देखना भी उनकी रोजमर्रा की जिंदगी में शामिल हो गया है।
कपाड़िया 28 देशों में कंपनी के बिजनेस रिलेशन का काम देख रहे हैं। उन्होंने बताया कि ऑस्ट्रेलिया में संपूर्ण लॉकडाउन नहीं है, हालांकि कुछ प्रतिबंध जरूर हैं। वहां माइनिंग एवं इन्फ्रास्ट्रक्चर, कंस्ट्रक्शन को जरूरी सेवाओं में शुमार किया जाता है। अत: वहां पर कारोबार पूरी तरह चालू है। वहां सरकार एवं आमजन ने पूर्ण सावधानी बरती हुई है।

यूके में स्लोडाउन है पूर्ण बंद नहीं है। स्वीडन में लॉकडाउन नहीं है, लेकिन कुछ प्रतिबंध है। इंडोनेशिया में 70 प्रतिशत काम चालू है। हांगकांग में काम पूरा चालू है। सिंगापुर 2 जून तक पूर्ण बंद है। सिंगापुर में लोकल लोग संक्रमित नहीं है। वहां बाहर की लेबर के संक्रमित होने के कारण लॉकडाउन 2 जून तक किया गया है। लेटिन अमेरिका में कोई-कोई देश बंद है। इनमें मैक्सिको एवं पेरू बंद हैं। चिली, कोलंबिया में स्लोडाउन है अर्थात कुछ सेवाएं चालू हैं एवं कुछ बंद है।
सभी यात्राएं रद्द : कपाड़िया ने बताया कि लॉकडाउन के दौरान उन्हें अन्य देशों का बिजनेस ट्रेवल प्लान कैंसिल करना पड़ा। ऐसा 30 साल के करियर में पहली बार हुआ है जब इतने लंबे समय तक कोई यात्रा नहीं की। इसके कारण कोई फायनेंशियल नुकसान नहीं उठाना पड़ा। एयर लांइस टिकट के मामने में यहां फ्लेक्सीबल हैं। लॉकडाउन के कारण आपने यूके, स्वीडन आदि के टिकट केंसल कर अपनी पूर्व निर्धारित यात्राओं को रद्द कर दिया।
न कालाबाजारी है, न ही किसी चीज की कमी : उन्होंने बताया कि स्विट्जरलैंड में ऑनलाइन शॉपिंग चालू है। जिन वस्तुओं की दुकानें बंद हैं, वह वस्तुएं ऑनलाइन खरीदी जा सकती हैं। यहां की सेवाओं की तारीफ करते हुए उन्होंने कहा कि लॉकडाउन के ही दौरान घर की वॉशिंग मशीन खराब हो गई थी, रिप्लेस करवाने में उन्हें कोई दिक्कत नहीं हुई।
इतना ही नहीं, ऑनलाइन शॉपिंग में डिलेवरी चार्ज को सरकार ने फ्री कर दिया है। पोस्ट से कोई भी समान लेने पर डिलिवरी का खर्च नहीं लगता है। लॉकडाउन के दौरान यहां कोई कालाबाजारी नहीं हुई है। किसी चीज की कमी नहीं है। आवश्यकता की हर चीज आसानी से उपलब्ध है।
हिदायत भी है और रियायत भी : सरकार ने घर पर ही रहने की हिदायद दी है एवं बहुत जरूरी काम होने पर ही घर से निकलने को कहा है। पब्लिक प्लेस में मिलना प्रतिबंधित है। लॉकडाउन के नियमों को यहां के निवासी बखूबी पालन कर रहे हैं। कोई नियमों को नहीं तोड़ता है।
यही कारण रहा कि नियम तोड़ने के लिए सरकार को एक्शन लेने का कोई मौका ही नहीं मिला। कोरोना संक्रमण को लेकर सरकार की पूरी निगरानी है। यहां के निवासी सरकार को पूरा सपोर्ट कर रहे हैं। जब लॉकडाउन हुआ तब आरंभ में जरूर पुलिस को सार्वजनिक स्थानों पर तैनात किया गया था। बाद में सब ठीक हो गया।
उन्होंने बताया कि सरकार की गाइड लाइन के अनुसार खाद्य पदार्थों की दुकानों में ज्यादा लोग नहीं जुटते। निश्चित संख्या में ही लोगों को सामान खरीदने के लिए आने दिया जाता है। दुकानदार स्वयं भी इसका विशेष ध्यान रखते हैं।

स्थानीय मीडिया की बात करें तो मीडिया में यहां पर लॉकडाउन संबंधी जानकारी बराबर समाचारों के माध्यम से दी जा रही है।समाचार पत्र पूरे पेजों की संख्या के साथ छप रहे हैं एवं बिक रहे हैं। विज्ञापन भी अखबारों में पूर्व की तरह ही दिखाई दे रहे हैं। फेक न्यूज का यहा कोई फंडा नहीं है। सबसे अच्छी बात यह है कि यहां लोग व्हाट्सएप के जरिए अफवाहें नहीं फैलाते।
दूसरे देशों से लगी सीमाएं बंद हैं। दूसरे देशों से आने वाला सड़क मार्ग भी बंद है। जरूरी काम वाले पास बनाकर स्विट्जरलैंड में बाईरोड आ-जा सकते हैं, इसमें कोई रोक नहीं है। यहां की व्यवस्था बहुत अलग है। यूरोप में तो सबसे ज्यादा स्पेन एवं इटली पर असर पड़ा है।
20 प्रतिशत वेतन दे रही है सरकार : स्विट्जरलैंड में सरकार ने सभी कंपनियों से कर्मचारियों को काम से नहीं निकालने को कहा है। बीस प्रतिशत सरकार सैलरी दे रही है, जो कि कंपनी के खाते में सीधे जाकर कर्मचारी को मिलती है। यहां पर बेरोजगारी बिलकुल भी नहीं है। यहां किसी का रोजगार नहीं गया है। छोटे बिजनेस वाले हैं उनको सरकार रियायत के रूप में कैश देकर मदद करेगी।
कपाड़िया ने कहा कि अभी स्विट्जरलैंड को पहले जैसे कार्य करने में वक्त लगेगा। इसका किसी को पता नहीं है कि इसमें कितना समय लगेगा। हालांकि सरकार की जून तक सब कुछ सामान्य करने की योजना है। 11 मई सोमवार से यहां स्कूल भी खुल जाएंगे। 8 जून से यूनिवर्सिटी एवं कॉलेज भी आरंभ हो जाएंगे।
यहां पर सरकार कोई भी गाइड लाइन लगाने से पहले अनाउंसमेंट करती है। सरकार पहले से ही बता देती है कि आगे क्या रणनीति होगी। यहां सरकार पूरी प्लानिंग के साथ काम कर रही है। यहां रेस्टोरेंट चालू हैं। खाने का सामान लेकर घर जा सकते हैं पर वहां बैठकर खाने की अनुमति नहीं है। मॉल एवं सिनेमा हॉल बंद हैं। यह भी 11 मई से चालू हो जाएंगे।
स्विट्जरलैंड में अभी मास्क लगाना अनिवार्य नहीं है। जब हाई क्वालिटी के मास्क पूरे देश के नागरिकों के लिए सरकार के पास होंगे तब हर नागरिक को मास्क लगाने के बारे में सरकार की ओर से जानकारी दी जाएगी। यहां सार्वजनिक स्थानों पर 5 व्यक्तियों से अधिक इकट्ठे नहीं हो सकते। यूरोप में लॉकडाउन की वजह से संक्रमण कम हो रहा है।
