गांव और छोटे शहरों के रास्ते ही निकलेगा अर्थव्यवस्था को पटरी पर लाने का रास्ता

कोरोना काल में करोड़ों की संख्या में बेरोजगार हुए प्रवासी मजदूर अब राज्य सरकारों के सामने बड़ी चुनौती बनते जा रहे है। लॉकडाउन के दौरान सालों से शहरों में अपना जमा जमाया कारोबार और नौकरी छोड़कर गांव लौटे प्रवासी मजदूरों के सामने अब रोजी रोटी का संकट खड़ा हो गया है।

जैसे-जैसे कोरोना संक्रमण बढ़ता जा रहा है,प्रवासी मजदूरों का बेरोजगारी संकट बढ़ता जा रहा है। मुंबई में सिक्योरिटी गार्ड की नौकरी छोड़कर छतरपुर में अपने गांव पहुंचने वाले पंकज त्रिवदी और गुजरात में केबल बनाने वाली कंपनी में ऑपरेटर का काम करने वाले पुष्पेंद्र त्रिवेदी,जयप्रकाश पटेल, द्ददूपाल ऐसे प्रवासी मजदूरों के नाम है जो लॉक़डाउन के चलते अपने गांव लौटने को मजबूर हुए है और अब गांव में रोजगार की तलाश कर रहे है। .

वेबदुनिया से बातचीत में जयप्रकाश कहते हैं कि अभी घर का खर्च जैसे तैसे बचाए हुए पैसों से चल रहा है लेकिन गांव में कोई काम नहीं मिल रहा है। मध्यप्रदेश सरकार की रोजगार सेतु पोर्टल जैसी बहुप्रचारित योजना से भी वह अंजान है। वेबदुनिया से जब प्रवासी मजदूरों की नब्ज टटोली तो अधिकांश अब शहर की ओर न जाकर गांव या आस-पास के शहरों में नौकरी करने के इच्छुक है, वहीं दिल्ली में ई रिक्शा चलाने वाले बबूल जोशी जो लॉकडाउन में भी रोजी-रोटी के लिए अकेले दिल्ली में रहे अब कोरोना संक्रमण बढ़ने के बाद वापसी की राह पर है।

रोजगार के लिए सरकार का प्लान – प्रवासी मजदूरों को रोजगार देने के लिए मध्यप्रदेश और उत्तर प्रदेश सरकार ने कार्ययोजना पर काम शुरु कर दिया है। बुधवार को मध्यप्रदेश में शिवराज सरकार ने ‘रोजगार सेतु’ पोर्टल लॉन्च कर प्रवासी मजदूरों को नौकरी दिलाने का काम शुरु किया है। पहले दिन 79 प्रवासी मजदूरों को पोर्टल के माध्यम से नौकरी मिलने का दावा भी सरकार की ओर से किया गया। इस तरह उत्तर प्रदेश में योगी सरकार ‘सेवा मित्र’ एप के जरिए प्रवासी मजदूरों को रोजगार देने की कोशिश कर रही है।

सुप्रीम कोर्ट ने भी जताई चिंता - देश की सर्वोच्च अदालत ने भी प्रवासी मजदूरों के रोजगार उपलब्ध कराने के लिए केंद्र और राज्य सरकार को सभी प्रवासी मजदूरों की पहचान करने के लिए डाटा तैयार करने और स्किल मैंपिग कराने की बात कही है जिससे हर किसी को उसकी योग्यता के मुताबिक रोजगार मिल सके। इसके साथ सुप्रीम कोर्ट ने गांव में काउंसलिंग सेंटर खोलने और वहां रोजगार संबंधी जानकारी देने की बात कही है।

एक्सपर्ट का नजरिया - कोरोना संकट से निपटने और अर्थव्यवस्था को पटरी पर लाने की सरकारों की कोशिश पर लुघ और कुटीर उद्योगों पर कई आर्टिकल लिख चुके बीबीसी के पूर्व उत्तर प्रदेश प्रमुख और वरिष्ठ पत्रकार रामदत्त त्रिपाठी कहते हैं कि सरकार को अपनी कुछ प्राथमिकताएं तय करनी होगी इसके आधार पर वह आगे का रोडमैप बनाकर देश को एक बार फिर पटरी पर ला सके।

कोरोना संकट इतना जल्दी खत्म होने वाला नहीं है इसलिए अब कुटीर और छोटे -छोटे उद्योगों को खड़ा करने की जरूरत है। बड़े पैमाने पर बेरोज़गारी को रोकने के लिए खेती, बाग़वानी, पशुपालन और कुटीर और लघु उद्योगों का जाल बिछाना होगा।

वह कहते हैं कि नई शुरुआत करने में समय लगेगा कि सरकार को चाहिए कि वो सबसे पहले स्थानीय उद्योगों को प्रमोट करे जिससे छोटे शहरों में वापस लौटे प्रवासी मजदूरों को स्थानीय स्तर पर काम मिल सके। उदहारण के तौर पर उत्तर प्रदेश जैसे राज्य में सरकार को अपना फोकस कानपुर के होजरी उद्योग, आगरा के चमड़ा उद्योग, टांडा के पॉवरलूम उद्योग, मेरठ के स्पोटर्स समान की अंर्तराष्ट्रीय स्तर पर ब्रांडिग और इनकी मूल समस्याओं को खत्म करने पर ध्यान देना चाहिए। आज स्थानीय उद्योग कच्चे मॉल के अभाव में दम तोड़ रहे है जैसे टांडा का पॉवरलूम उद्योग को सूती धागा ही नहीं मिल पा रहा है।

स्थानीय उत्पाद ई-कॉर्मेस से जुड़े - कोरोना संकट के बाद प्रधानमंत्री नरेंद्र मोदी ने जो आत्मनिर्भर भारत का मंत्र दिया है उसके लिए जरूरी है कि स्थानीय पंरपरागत उद्योगों को आधुनिक टेक्नॉलाजी के अनुरूप बदला जाए इसके साथ उनको रॉ मेटेरियल के साथ मार्केट उपल्ध कराना जरूरी होगा। आत्मनिर्भर भारत के लिए जरूरी है कि स्थानीय उत्पादों को ई- कॉर्मेस से जोड़ा जाए और इनके एक्सपोर्ट पर जोर देना चाहिए। इसके लिए IIT और IIM जैसे संस्थानों की मदद लेकर एक विस्तृत रोड मैप तैयार करना चाहिए।

इसके साथ शिक्षा प्रणाली में बदलाव के साथ लोगों को उत्पादन और तरह – तरह के हुनर सिखाने पर जोर देना होगा। इसको बस इससे समझा जा सकता है कि कोरोनासंकट काल में उत्तर प्रदेश में सैनिटाइज़र का रिकार्ड़ उत्पादन हुआ है, बुनकर गमछे बना रहे हैं, घर घर महिलाएँ मास्क बना रही हैं बस इसको एक विजन के साथ आगे बढ़ाने की जरूरत है।
