राघवेंद्र राव (बीबीसी संवाददाता, दिल्ली)
एक तरफ एक क्षेत्रीय राजनीतिक दल, जो 10 साल से सत्ता में है और दूसरी ओर एक राष्ट्रीय दावेदार, जो अपने पिछले लोकसभा चुनावों के प्रदर्शन के बल पर सत्तारूढ़ पार्टी को उखाड़ फेंकने की कोशिश में है। तृणमूल कांग्रेस और भारतीय जनता पार्टी के बीच चल रही चुनावी जंग ने पश्चिम बंगाल विधानसभा चुनाव को एक घमासान में तब्दील कर दिया है।
जहां एक तरफ़ प्रधानमंत्री नरेंद्र मोदी और गृहमंत्री अमित शाह की अगुवाई में बीजेपी अपनी पूरी ताक़त इन चुनावों में झोंक रही है, वहीं दूसरी ओर मुख्यमंत्री ममता बनर्जी भी अपनी सत्ता बरकरार रखने में कोई कसर नहीं छोड़ रही हैं। असम और त्रिपुरा में सरकारें बनाने के बाद, बीजेपी का अगला लक्ष्य पश्चिम बंगाल को फ़तह करना है। 294 सीट वाली पश्चिम बंगाल विधानसभा में इस समय तृणमूल कांग्रेस के 211 विधायक हैं। जबकि बीजेपी के पास सिर्फ़ 3 विधायक हैं।
याद रहे, 2016 के विधानसभा चुनावों में बीजेपी ने 291 सीट पर चुनाव लड़ा था जिनमें से 263 सीट पर उसके उम्मीदवारों की ज़मानत ज़ब्त हो गई थी। इसी चुनाव में कांग्रेस ने 44 और सीपीएम ने 26 सीटें जीती थीं।
क्यों बीजेपी बंगाल में जीत की उम्मीद कर रही है?
इसका सीधा जवाब 2019 के लोकसभा चुनावों से जुड़ा हुआ है। बीजेपी जिसकी 2014 लोकसभा चुनावों में कुल 42 में से केवल 2 सीटें आई थीं, 2019 के लोकसभा चुनावों में 18 सीटें जीतने में कामयाब रही। महत्वपूर्ण बात यह भी रही कि इन 18 सीटों को जीतने में बीजेपी ने अपना वोट शेयर 2014 के 17.02 प्रतिशत से बढ़ाकर 2019 में 40.64 प्रतिशत कर लिया।
ये वोट शेयर तृणमूल कांग्रेस के 43.69 प्रतिशत के बहुत नज़दीक था। तृणमूल कांग्रेस 42 में से 22 सीटें भले ही जीत गई, लेकिन 2014 की तुलना में उसे 12 सीटों का नुक़सान हुआ। कांग्रेस जिसने 2014 लोकसभा चुनाव में चार सीटें जीती थीं, 2019 में दो सीटों पर सिमट गई और सीपीएम जिसने 2014 में दो सीटें जीती थीं, 2019 में अपना खाता भी नहीं खोल पाई।
क्या वामपंथी दल इस चुनाव से लापता हैं?
सीपीएम की वरिष्ठ नेता बृंदा करात कहती हैं कि वाम दल लापता नहीं हैं। वो कहती हैं, 'ज़मीन पर हम हैं, लेकिन हो सकता है मीडिया में हम नहीं हैं। यह एक परसेप्शन बनाने का प्रयास हो रहा है कि यह बीजेपी और टीएमसी के बीच संघर्ष है, जबकि हक़ीक़त यह है कि यह त्रिकोणीय मुक़ाबला हो चुका है।'
करात कहती हैं कि बीजेपी और टीएमसी के बीच मुद्दों पर आधारित बात नहीं हो रही। उन्होंने कहा, 'हो यह रहा है कि कौन सबसे बढ़िया मीम बना सकता है या गाली दे सकता है। लेफ़्ट के जो मुद्दे हैं, बंगाल के चुनाव में जनवाद की रक्षा, धर्म निरपेक्षता की रक्षा, जनता के हितों की रक्षा, बेरोज़गारी का सवाल, औद्योगीकरण का सवाल, किसानों के सवाल, उस पर हमीं लोग बात कर रहे हैं। हम ताक़तवर तरीक़े से लड़ रहे हैं।'
तृणमूल कांग्रेस के लोकसभा सांसद सौगत राय कहते हैं, 'वामपंथ अब अप्रासंगिक हो चुका है। अब उनकी कोई अहमियत नहीं बची है।' राय का मानना है कि लेफ़्ट और कांग्रेस तीसरे और चौथे स्थान के लिए लड़ रहे हैं। उनका कहना है कि तृणमूल का सीधा मुक़ाबला बीजेपी से ही है।
कांग्रेस के पश्चिम बंगाल से राज्यसभा सांसद पी भट्टाचार्य यह मानते हैं कि कांग्रेस की सीटें लगभग पिछली बार जितनी ही आएंगी, लेकिन उन्हें उम्मीद है कि लेफ़्ट का प्रदर्शन इन चुनावों में पिछली बार की तुलना में बेहतर रहेगा।

बंगाल में बीजेपी के उत्थान की क्या वजहें हैं?
2014 में केंद्र में सत्ता में आने के बाद से ही बीजेपी ने मोदी लहर के चलते कई राज्यों में चुनाव जीते और सरकार बनाई। इनमें से कई चुनाव केवल प्रधानमंत्री नरेंद्र मोदी के नाम और उनकी सरकार के प्रदर्शन पर लड़े गए। इन चुनावी विजयों से उत्साहित हो बीजेपी ने उन राज्यों की तरफ़ देखना शुरू किया, जहां उसकी कोई ख़ास उपस्थिति नहीं थी।
असम और त्रिपुरा में जीत हासिल करने के बाद, बीजेपी ने बंगाल के गढ़ को भेदने की तैयारी शुरू की और 2019 के लोकसभा चुनाव ने उसे यह भरोसा दिला दिया कि 2021 के विधानसभा चुनाव में वो अच्छा प्रदर्शन कर सकती है। 10 साल लगातार सत्ता में रहने के कारण ममता बनर्जी कुछ हद तक 'एंटी-इंकम्बेंसी' का सामना भी कर रही हैं।
करात का मानना है कि अगर बंगाल की राजनीतिक शक्तियों के संतुलन का विश्लेषण किया जाए, तो यह बात स्पष्ट है कि बीजेपी को पिछले 10-11 सालों में पश्चिम बंगाल में जो स्थान मिला है, वो केवल और केवल टीएमसी के कारण है।
टीएमसी के सौगत राय इस आरोप को ग़लत बताते हैं। उनके अनुसार 2019 के लोकसभा चुनाव में बीजेपी ने थोड़ा अच्छा प्रदर्शन किया, इसलिए उनकी उम्मीदें बढ़ गई हैं।
वो कहते हैं, 'लेकिन 2019 के चुनाव के बाद जो हमारी छोटी-मोटी कमी थी, उसे हमने सुधार लिया और लोगों के लिए अच्छा काम किया।'
पिछले कुछ महीनों में तृणमूल से कई बड़े नेता पार्टी छोड़ कर चले गए। इनमें से अधिकतर बीजेपी में शामिल हुए। दिनेश त्रिवेदी, मुकुल रॉय, शुवेन्दु अधिकारी और सिसिर अधिकारी सहित कई वरिष्ठ नेता टीएमसी से बीजेपी में जा चुके हैं।
करात कहती हैं, 'आज अगर बीजेपी ने दुकान में जा कर ख़रीद फ़रोख़्त शुरू कर दी है, तो यह टीएमसी का पूरा सैद्धांतिक दिवालियापन है कि उनके विधायक और सांसद बिक रहे हैं और बीजेपी उनको ख़रीद रही है।'
वो कहती हैं, 'मोदी जी का एक स्पेशल वॉशिंग मशीन हो गया है कि जितने भ्रष्ट हों जितने बेकार हों जितने मामलों में शामिल हों, मोदी जी की वॉशिंग मशीन में चले जाओ और दूध के धुले हुए निकलोगे और वो भी शुद्ध दूध और वो भी देसी गाय का दूध।'
दिनेश त्रिवेदी, जो कई वर्ष टीएमसी में रहने के बाद हाल ही में बीजेपी में शामिल हो गए हैं। वो कहते हैं, 'हमने तृणमूल की स्थापना की, अगर सब निकल जाते हैं, तो कहीं न कहीं कुछ तो गड़बड़ है पार्टी में। जो पार्टी के मूल आदर्श थे, वही चले गए। पार्टी शायद ममता जी के नेतृत्व में नहीं रही और आजकल कहीं और चली गई है।'
तृणमूल से जो लोग बीजेपी में चले गए हैं, उस पर सौगत राय कहते हैं, 'कुछ लोग चले गए हैं। गद्दारी की है उन्होंने पार्टी से। उससे कोई फ़र्क नही पड़ा। उनके जाने से तो बीजेपी की समस्या बढ़ गई है। क्योंकि बीजेपी में अब पुराने और नए बीजेपी के बीच लड़ाई है। तो इससे तो बीजेपी को नुक़सान ही पहुंचेगा।'
त्रिवेदी का मानना है कि ममता बनर्जी ने बहुत संघर्ष किया है। वो कहते हैं, 'हमने साथ मिलकर संघर्ष किया है। तब सत्ता नहीं थी, लेकिन जनता साथ थी। और जनता सीपीएम की हिंसा और भ्रष्टाचार से ऊब गई थी और डरी और सहमी हुई थी। उनको एक ऐसा नेतृत्व चाहिए था जिसके पास हिम्मत हो। आज शायद पैसे बहुत हो गए होंगे, लेकिन जनता साथ नहीं है।'
दूसरी ओर वृंदा करात का मानना है कि बंगाल में जो बीजेपी का मौजूदा रूप है, उसमें टीएमसी सरकार उनकी मददगार शक्ति है इस समय। क्योंकि वो जो भी कहें, पिछले 11 साल में उनका कोई केंद्र का सैद्धांतिक तौर पर विरोध नहीं दिखा।
क्या बंगाल में वामपंथ और कांग्रेस की कोई प्रासंगिकता बची है?
बंगाल में 2011 और 2016 के विधानसभा चुनाव में कांग्रेस का प्रदर्शन लगभग एक सा रहा। इस बार भी पार्टी उम्मीद कर रही है कि वो अपनी सीटों को बरकरार रखने में कामयाब हो। लेकिन सीपीएम के लिए चिंता का विषय यह है कि जहां उसने 2011 में 40 सीटें जीतीं, वहीं 2016 में वो मात्र 26 सीट ही जीत पाई।
कांग्रेस और वाम दल चुनाव साथ लड़ रहे हैं, लेकिन दोनों ही पार्टियां ख़ुद को सिमटा हुआ पा रही हैं। तो यह सवाल लाज़मी है कि क्या इन दोनों विचारधाराओं की पश्चिम बंगाल चुनाव में कोई प्रासंगिकता बची है?
करात कहती हैं कि लेफ़्ट की प्रासंगिकता वैकल्पिक नीतियों की है। वो कहती हैं, 'हमारी प्रासंगिकता इस बात की है कि जब आठ करोड़ टन अनाज सड़ रहा है गोदामों में, हमारी प्राथमिकता यह है हम उस अनाज को जनता तक पहुंचाएं, जो हम कर रहे हैं केरल में। जब नौजवान बेकार है, तो प्राइवेट सेक्टर पर निर्भर न होकर सरकार को स्वयं पहला इनवेस्टमेंट करके रोज़गार के अवसर को बढ़ाना चाहिए। हम 2.5 लाख करोड़ रुपए टैक्स की चोरी लोगों की जेब से करना और 11 लाख करोड़ रुपए के बड़े औद्योगिक घरानों को छूट देने जैसे काम नहीं करते।'
धर्म के नाम पर हो रही राजनीति की भी करात आलोचना करती हैं। उनका कहना है कि वाम दल धर्म को एक राजनीतिक हथियार के रूप में नहीं देखते। करात कहती हैं, 'हम धर्म को एक राजनीतिक हथियार के रूप में नही देखते हैं। धर्म आपका निजी मामला है। मैं स्वयं नास्तिक हूं, लेकिन आज कम्युनिस्ट हैं, जो आपके संवैधानिक निजी धर्म के अधिकार की रक्षा अपने ख़ून की आख़िरी बूंद तक करेंगे।'
लेकिन तृणमूल नेता सौगत राय कहते हैं, 'यह तो सीधी लड़ाई है बीजेपी के साथ और ये सारे हिंदुस्तान में जो लड़ाई है, धर्मनिरपेक्षता के पक्ष में, लोकतंत्र के पक्ष में, उसी लड़ाई का अंश है। बीजेपी अगर यहां जीत जाती है, तो सारे देश में सेक्युलर ताक़तों को धक्का लगेगा।'
राजनीतिक दलों के लिए क्या मुद्दे हैं इस चुनाव में?
बंगाल के चुनावी प्रचार के घमासान को बारीकी से देखें, तो लगेगा कि धर्म और राष्ट्रवाद के नाम पर वोट मांगे जा रहे हैं। लेकिन आम जनता से जुड़े हुए मुद्दों का क्या? क्या उस पर कोई बात हो रही है?
टीएमसी के सौगात राय कहते हैं, 'हमारे मुख्यमंत्री ने जो काम किया है, इन चुनावों में उसी की परख होगी। उन्होंने जो मुफ़्त स्वास्थ्य सुविधाओं का इंतज़ाम किया है, मुफ़्त राशन का इंतज़ाम किया है, लड़कियों को साइकिल दी गई, इन सब बातों का क्या असर रहा है, उसी की परख है ये चुनाव।'
दूसरी ओर वाम नेता वृंदा करात कहती हैं कि 'अगर आज हिंदुस्तान हर संवैधानिक मूल्यों पर इतनी बड़ी चोट के बाद भी बचा है, तो वो इसलिए कि हमारे देश की जनता समझती है कि हमारा देश क्या है। उन लोगों को हमें हराना है, जो इन तमाम मूल्यों को सत्ता का इस्तेमाल करके चुनौती दे रहे हैं।'
लेकिन कांग्रेस के राज्यसभा सांसद पी भट्टाचार्य कहते हैं, 'हम किसी व्यक्तिगत एजेंडा के तहत नहीं लड़ रहे हैं, जो बीजेपी और तृणमूल कर रहे हैं। यह दोनों दल धर्म को लेकर लड़ रहे हैं। ममता जी नामांकन भरने के बाद 17 मंदिरों में गईं। वो अपने क्षेत्र के लोगों को यह दिखना चाहती थीं कि मैं बीजेपी वालों से ज़्यादा बड़ी हिंदू हूं।'
भट्टाचार्य कहते हैं कि बंगाल के लोगों के पास रोज़गार नहीं है, कारखाने बंद पड़े हैं, दो करोड़ से अधिक लोग बेरोज़गार हैं, महंगाई बढ़ती जा रही है, डीज़ल, पेट्रोल, रसोई गेस की क़ीमतें आसमान छू रही हैं। वो कहते हैं, 'हम बहुत ही गंभीर स्थिति में पहुंच गए हैं। अगर हम इस सिस्टम को नहीं बदलते, तो बंगाल के लोगों के लिए यह एक आपदा होगी।'
भट्टाचार्य कहते हैं, 'हमारी शक्ति हमारा संयुक्त मोर्चा है। पहले मुक़ाबला केवल तृणमूल और बीजेपी के बीच था, लेकिन अब ऐसा नहीं है।' वो कहते हैं कि गृहमंत्री ने स्वयं को बनिया कहा है तो बनियों के पास बहुत पैसा होता है, इसीलिए बीजेपी बहुत पैसा ख़र्च कर रही है। भट्टाचार्य कहते हैं कि तृणमूल भी पैसे का इस्तेमाल कर रही है और कांग्रेस और लेफ़्ट की स्थिति पैसे के मामले में बहुत अच्छी ना होते हुए भी वो मुकाबला कर रहे हैं।
लेकिन तृणमूल को छोड़कर हाल ही में बीजेपी में आए दिनेश त्रिवेदी का मानना है कि बंगाल की जनता टीएमसी से नाराज़ है, क्योंकि उस पार्टी के लोग ज़हरीले भाषण देते हैं जिनमें प्रधानमंत्री को गाली दी जाती है। त्रिवेदी कहते हैं कि बंगाल में लोगों ने बदलाव के लिए मन बना लिया है। वो कहते हैं कि 'आज अल्पसंख्यक नाराज़ हैं कि आपने मेरा इस्तेमाल किया। न तो हमको नौकरी दी, न हमको हिस्सेदारी दी निर्णय लेने में, न तो हमें इज़्ज़त दी। हमारी याद आपको सिर्फ़ चुनाव में आती है।'
त्रिवेदी कहते हैं, 'आम जनता नेता से प्रेम करती है, उस पर विश्वास करती है। लेकिन जैसे प्रेम कहानी में अगर किसी को लगता है मुझसे धोखाधड़ी की। जब विश्वास चला जाता है, तब सब कुछ चला जाता है।' इन दावों-प्रतिदावों के बीच पश्चिम बंगाल की सियासी लड़ाई दिनों-दिन रोचक होती जा रही है। अब देखना ये है कि तृणमूल और बीजेपी के साथ कांग्रेस और लेफ़्ट पार्टियां इन चुनावों में कितना असर डाल पाती हैं?
