पिछले कुछ दिनों से चल रही राजनीतिक गहमागहमी और बैठकों के दौर को देखते हुए यह बिल्कुल स्पष्ट हो गया है कि देश में विपक्षी दलों का एक साझा मोर्चा बनाने की कोशिश हो रही है।
हालाँकि अभी ये स्पष्ट नहीं है कि ममता बनर्जी या शरद पवार में से कौन विपक्ष के इस मोर्चे का नेतृत्व करेगा। लेकिन हाल की इस राजनीतिक गहमागहमी ने अटकलों के नए दौर की शुरुआत तो कर ही दी है।
ममता बनर्जी तीन दिन के हालिया दिल्ली दौरे के बाद कोलकाता लौट गई हैं। अपने दिल्ली प्रवास के दौरान उन्होंने कई नेताओं से मुलाक़ात की। इन नेताओं में प्रधानमंत्री नरेंद्र मोदी, नितिन गडकरी और सोनिया गांधी प्रमुख थे।
उन्होंने विपक्ष के दूसरे कई नेताओं के साथ भी बैठक की। हालाँकि ममता बनर्जी और शरद पवार की आपसी मुलाक़ात नहीं हो सकी। दोनों नेताओं से जुड़े सूत्रों ने बताया कि बहुत जल्द इनकी मुलाक़ात हो सकती है।
2024 लोकसभा चुनाव के पहले भाजपा विरोधी मोर्चे को एकजुट करने को लेकर बातचीत बीते कई दिनों से तेज़ हो गई है। पश्चिम बंगाल विधानसभा चुनाव में भाजपा की हार के बाद ऐसी कोशिशों को काफ़ी बल मिल गया है।
कोरोना की भयावह दूसरी लहर, महंगाई के बढ़ने और अर्थव्यवस्था के सामने गहरी चुनौतियों के आ खड़े होने से मोदी सरकार की लगातार जमकर आलोचना हो रही है।
इन सभी हालातों ने विपक्ष के प्रस्तावित नए मोर्चे को आकार देने की उर्वर भूमि मुहैया करा दी है। फ़िलहाल विपक्ष की इस संभावित मुहिम के केंद्र में दो नेता आ खड़े हुए हैं: एक शरद पवार और दूसरी ममता बनर्जी।
दोनों अपने-अपने राज्यों में अपनी राजनीतिक कुशलता और रणनीति से भाजपा को सत्ता में आने से रोकने में कामयाब रहे हैं। शरद पवार ने भाजपा को सत्ता से दूर रखने के लिए जहाँ 'समावेशी राजनीति' का सहारा लिया और एनसीपी-शिवसेना-कांग्रेस को साथ लाकर अपना मकसद पूरा करने में कामयाब रहे।
वहीं ममता बनर्जी ने अपना लक्ष्य पाने के लिए पुरानी आक्रामक बांग्ला राजनीति का सहारा लिया। ऐसा करके वह तीसरी बार अपने दम पर मुख्यमंत्री बनने में कामयाब रही हैं।
नरेंद्र मोदी और राहुल गांधी के व्यक्तित्व की लड़ाई में लगभग हर बार मोदी ही कामयाब हुए हैं। ऐसे में विपक्ष का नया चेहरा कौन बनेगा, यह सवाल बहुत महत्वपूर्ण हो गया है। ऐसे हालात में शरद पवार और ममता बनर्जी की राजनीतिक सक्रियता लोगों का काफ़ी ध्यान अपनी ओर खींच रही है।
राष्ट्र मंच नाम के नए राजनीतिक मंच को बनाने के लिए पवार ने हाल में कई विपक्षी नेताओं और दूसरे महत्वपूर्ण व्यक्तियों से दिल्ली में मुलाक़ात की है। वहीं अपने दिल्ली दौरे में ममता बनर्जी भी ऐसी कोशिश कर चुकी हैं।
पश्चिम बंगाल विधानसभा चुनाव में ममता बनर्जी के रणनीतिकार की भूमिका निभा चुके प्रशांत किशोर पिछले कुछ हफ़्तों में कई बार शरद पवार से मिल चुके हैं। ऐसे में सवाल यह पैदा होता है कि ममता बनर्जी और शरद पवार में से कौन राष्ट्रीय स्तर पर विपक्ष का नेतृत्व करेंगे?

'अतीत में यह काम मैं कई बार कर चुका हूँ'
शरद पवार पिछले कई सालों से प्रधानमंत्री के दावेदारों की सूची में शामिल रहे हैं। चाहे वे जब कांग्रेस में रहे हों या कांग्रेस छोड़ने के बाद भी। यहाँ तक कि नरेंद्र मोदी के नेतृत्व में भाजपा के दो बार पूर्ण बहुमत से सरकार बना लेने के बाद भी शरद पवार का नाम हमेशा चर्चा में बना रहा है।
जब कभी कांग्रेस और भाजपा के इतर तीसरे मोर्चे की बात चली, तब सबसे आगे पवार का नाम ही सामने आया है। ऐसे में, जब शरद पवार ने पिछले कुछ महीनों में लोगों से मुलाक़ात करनी शुरू की, तब यह पूछा जाने लगा कि क्या वे नए मोर्चे की योजना बना रहे हैं।
हालाँकि ख़ुद पवार ने कभी इस बारे में किए जा रहे प्रयास को स्वीकार नहीं किया है। राष्ट्र मंच की बैठक के बाद संवाददाता सम्मेलन के दौरान उन्होंने कहा कि वह अतीत में इस तरह की चीज़ें कई बार कर चुके हैं और फिर से ऐसा करने को लेकर वे अब इच्छुक नहीं हैं।
हालाँकि, पवार की पार्टी एनसीपी के नेता नवाब मलिक ने कहा कि शरद पवार देश में भाजपा विरोधी मोर्चे को आकार देने के लिए कई लोगों से बात कर रहे हैं।
अगर हम देश के मौजूदा राजनीतिक हालात का आकलन करें, तो शरद पवार उन चुनिंदा नेताओं में से हैं, जिनके पास भाजपा-विरोधी ताक़तों को एकजुट करने की क्षमता दिखती है। उनके पास न केवल राजनीतिक और प्रशासनिक अनुभव है, बल्कि वे गठबंधन की राजनीति से भी बखूबी अवगत हैं।
शरद पवार के क़रीब-क़रीब सभी दलों और उनके नेताओं से अच्छे संबंध हैं। वे चाहे सत्ता में रहें या न रहें। उनके नरेंद्र मोदी और सोनिया गांधी दोनों से संवाद क़ायम रहे हैं।
गठबंधन की राजनीति की मांग होती है कि इसके नेता के पास सबको साथ लेकर चलने की क्षमता हो। पवार के अंदर ऐसी दक्षता पहले से रही है। हालत यह है कि महाराष्ट्र में पिछले दो दशक से भी ज़्यादा समय से उनकी पार्टी एनसीपी की प्रतिद्वंद्वी रही शिवसेना को लेकर उन्होंने 'सर्वसमावेशी राजनीति' का कार्ड खेला।
ऐसा करके वे न केवल अपनी पार्टी को सरकार में शामिल करवाने में सफल रहे बल्कि भाजपा को सरकार बनाने से रोक दिया। ऐसे में पवार के बारे में माना जाता है कि वे राष्ट्रीय स्तर पर भी नए दोस्त बनाने और अपने दोस्तों को साथ लेकर चलने में कामयाब हो सकते हैं।
शरद पवार हमेशा सक्रिय रहते हैं। चाहे चुनाव अभियान हो या विधानसभा सत्र। हालाँकि उनकी उम्र विपक्ष की अगुआई करने की उनकी कोशिश के रास्ते आ सकती है। साथ ही बतौर राजनेता अप्रत्याशित फ़ैसला लेने वाली उनकी छवि उनके लिए बड़ी बाधा बन सकती है।
यह भी अटकलें लगाई जा रही है कि वे शायद 2022 के राष्ट्रपति चुनाव में विपक्षी खेमे के प्रत्याशी बनें। बताया जा रहा है कि अगले राष्ट्रपति चुनाव में काँटे का मुक़ाबला देखने को मिल सकता है। सवाल यह भी पैदा होता है कि 2024 के लिए बनने वाला विपक्षी गठबंधन क्या 2022 में ही आकार ले लेगा?

बंगाल के बाद अब राष्ट्रीय स्तर पर 'खेला होबे' की तैयारी
शरद पवार की तरह, ममता बनर्जी भी राष्ट्रीय स्तर पर विपक्षी दलों का मोर्चा बनाने का प्रयास कर रही हैं। दिल्ली दौरे के बाद उन्होंने कहा कि अब राष्ट्रीय स्तर पर 'खेला होबे' करने का समय आ गया है। उन्होंने यह भी ऐलान किया कि आगे से वे हर कुछ महीने के बाद दिल्ली का दौरा करेंगी।
ममता बनर्जी दिल्ली की राजनीति के लिए नई नहीं हैं। ऐसे में, बंगाल जीतने के बाद क्या वे आसानी से विपक्ष का चेहरा बनने में कामयाब हो जाएँगी? कई चीज़ें ममता बनर्जी के पक्ष में जाती हैं। शरद पवार के बाद ममता बनर्जी ने ही दिखाया कि भाजपा को सत्ता में आने से सफलतापूर्वक रोका जा सकता है।
उन्होंने यह भी दिखाया कि भाजपा की तरह दूसरी पार्टियाँ भी चुनावी अखाड़े में आक्रामक रुख़ अपना सकती हैं। पवार की तरह उन्होंने यह भी दिखाया कि चुनाव तब भी जीते जा सकते हैं जब पार्टी के लोग उनका साथ छोड़कर भाजपा का दामन थाम लें।
ममता के चुनाव अभियान और उनकी जीत ने उनकी लोकप्रियता को पूरे देश में फैला दिया है। इतना ही नहीं, मौजूदा हालात में महिला होना भी उनके पक्ष में जाता है।
ममता बनर्जी एनडीए और यूपीए दोनों की केंद्रीय सरकारों में मंत्री की भूमिका निभा चुकी हैं। ऐसे में गठबंधन की राजनीति से वे भी परिचित हैं। माना जाता है कि ममता बनर्जी के भी सभी दलों में क़रीबी लोग हैं। सोनिया गांधी से भी उनके बेहतर संबंध रहे हैं।
हालाँकि ममता बनर्जी का आक्रामक व्यक्तित्व समावेशी किस्म की राजनीति के रास्ते में बाधा बन सकता है। वे अपने तुनक-मिजाज स्वभाव के लिए जानी जाती हैं। उनका यह व्यवहार पहले के गठबंधनों के दौरान कई बार बाधा खड़ी कर चुका है।
ऐसे में, यह देखना अभी बाक़ी है कि विपक्षी दलों का मोर्चा बनाने के दौरान ममता बनर्जी क्या शरद पवार की तरह ज़रूरी राजनीतिक धैर्य दिखा सकती हैं या नहीं?
ममता बनर्जी से दिल्ली में जब पूछा गया कि क्या वे विपक्षी गठबंधन का नेतृत्व करने जा रही हैं, तो उन्होंने कोई सीधा उत्तर नहीं दिया। हालाँकि उनकी सक्रियता इसका उत्तर ज़्यादा बेहतर ढंग से दे रही थी।

'कोई एक चेहरा नहीं बल्कि सामूहिक नेतृत्व सामने आएगा'
राजनीतिक विश्लेषक अभय देशपांडे का मानना है कि शरद पवार और ममता बनर्जी की सक्रियता के बावजूद, मौजूदा राजनीतिक हालात को देखते हुए विपक्षी खेमे का एक चेहरा या उनके बीच गठबंधन की संभावना बहुत कम है।
वे कहते हैं, ''अगर किसी के सामने आने की ज़रूरत पड़ी भी तो उद्धव ठाकरे यह काम क्यों नहीं कर सकते? संजय राउत ने एक बार कहा भी था कि उद्धव ठाकरे के अंदर राष्ट्रीय स्तर पर नेतृत्व करने की योग्यता है। अन्य संभावित नामों में अखिलेश यादव और मायावती भी हैं। लेकिन ये नेता संसद में केवल सदन के प्रबंधन की भूमिका निभा सकते हैं। वे विपक्ष का चेहरा नहीं बन सकते।''
देशपांडे बताते हैं, ''कांग्रेस अब इतनी कमज़ोर हो चुकी है कि यूपीए की कोई केंद्रीय ताक़त नहीं बची है। इसके अलावा, दूसरी क्षेत्रीय पार्टियाँ कांग्रेस की भी उतनी ही विरोधी हैं, जितनी भाजपा की। इसलिए विपक्षी मोर्चे को आकार लेने में अभी वक़्त लगेगा। हाल की गतिविधियाँ केवल संसद में विपक्ष का एक ढाँचा बना सकती है। विपक्ष का यह रूप अगर आगे भी बना रहा, तो एक नया गठबंधन बन सकता है। और शरद पवार इसके संयोजक बन सकते हैं। हमें अभी देखना होगा कि अगले तीन सालों में क्या होने वाला है?''
वहीं दिव्य मराठी के संपादक संजय अवाटे का मानना है कि ममता बनर्जी और शरद पवार दोनों मिलकर विपक्ष का नेतृत्व कर सकते हैं। लेकिन वे राष्ट्रीय स्तर पर विपक्ष के 'पोस्टर बॉय' नहीं बन सकते।
अवाटे ने कहा, ''ममता ने दिखाया है कि कैसे मोदी को चुनाव मैदान में परास्त किया जा सकता है। वहीं शरद पवार ने बताया कि कैसे रणनीति बनाने के मामले में मोदी को शिकस्त दी जा सकती है। ऐसे में यह ज़रूरी होगा कि ममता और पवार दोनों नेता हाथ मिलाएँ। 2019 में ज़बरदस्त जीत के बाद भाजपा को सबसे पहले महाराष्ट्र में हार मिली। महाराष्ट्र ने जो नींव डाली थी, उसे बंगाल ने क्लाइमेक्स पर पहुँचा दिया है।''
उनके अनुसार, ''हालाँकि, हमें यह समझना होगा कि क्षेत्रीय नेताओं के लिए पूरे देश का चेहरा बन पाना काफ़ी कठिन होता है। महाराष्ट्र या बंगाल की जीत से आप राष्ट्रीय चेहरा नहीं बन सकते। इस जीत की अपनी सीमाएँ होती हैं। वहीं 'पोस्टर बॉय' कोई एक ही होता है। उदाहरण के लिए, राहुल गांधी भले ही जीत न पाएँ हों, लेकिन हर कोई इस पर सहमत है कि वे राष्ट्रीय नेता हैं। ममता और पवार भले एक गठबंधन के लिए साथ आ जाएँ, फिर भी उन्हें एक राष्ट्रीय चेहरे की ज़रूरत तो होगी ही।''
वैसे सभी संभावित समीकरणों के लिए उत्तर प्रदेश और राष्ट्रपति के चुनाव कसौटी साबित होंगे। इन चुनावों में शरद पवार और ममता बनर्जी की भूमिका आगे की राजनीति की तमाम संभावनाओं की दशा-दिशा तय करेगी।
