जम्मू : तवी नदी में बहने से बाल-बाल बचे मछुआरों की कहानी

बिहार के सारण जिले में चेफुल गांव के रहने वाले जोधन प्रसाद पिछले 10 साल से भी ज्यादा समय से जम्मू में रहकर अपनी रोज़ी-रोटी कमाते हैं। वे पेशे से मछली पकड़ने का काम करते हैं। काम में कोई बाधा न पैदा हो इसलिए नियम-क़ानून का पालन करते हुए हर साल प्रदेश के मछली विभाग से लाइसेंस बनवाते हैं और तवी नदी में मछली पकड़ने जाते हैं।

जम्मू में उनके आस-पड़ोस में कम से कम 40-45 मछुआरे रहते हैं जो बिहार के ही रहने वाले हैं और तवी नदी में मछली पकड़कर उसे स्थानीय बाज़ार में बेचते हैं।

जोधन प्रसाद के गांव में उनकी बीवी और चार बच्चे रहते हैं। उनकी दो बेटियां और दो बेटे हैं। सबसे बड़ी बेटी लगभग 16 साल की होने वाली है। हर महीने उनकी देखभाल के लिए वो अपनी मेहनत की कमाई से घर खर्च के लिए पैसे भी भेजते हैं।

लेकिन सोमवार को उनके साथ अचानक एक दुर्घटना हो गई। इस दुर्घटना में उनकी दाहिनी बांह में गंभीर चोट लगी है। इसकी वजह से वो अगले कुछ दिन मछली पकड़ने नहीं जा सकते। इस दुर्घटना से पहले लाखों लोगों ने अपने अपने टीवी सेटों पर जम्मू में तवी नदी के बीचोबीच भारतीय वायुसेना द्वारा चलाए गए रेस्क्यू ऑपरेशन की तस्वीरें देखी होंगी।

इस बचाव अभियान में वायुसेना के कमांडो ने इन मछुआरों की जान बचाई और उन्हें सुरक्षित स्थान पर छोड़ा। लेकिन जोधन प्रसाद इतने किस्मत वाले नहीं थे।

मुश्किल बचाव अभियान
जब वायुसेना के कमांडो ने उन्हें पानी से बाहर निकालने के लिए सीढ़ी फेंकी वो उसका इस्तेमाल नहीं कर सके। सीढ़ी पर क़दम रखते ही वह बीच से टूट गई और जोधन प्रसाद तेज़ लहरों के बीच अपने दूसरे साथी के साथ पानी में गिर पड़े। अपनी जान बचाने के लिए वो अपने साथी मछुआरे के साथ जैसे-तैसे तैरकर किनारे आ गए।

उनका कहना था जब तक वो वहां पिलर पर बैठे हुए थे, वो सुरक्षित थे। पानी में गिरने के बाद उनकी जान ख़तरे में पड़ गई थी। जोधन इस समय जम्मू में अकेले ही त्रिकुटा नगर इलाके में रेलवे लाइन के पास एक ख़ाली प्लॉट पर बने 10X10 फ़ुट के कच्चे कमरे में रह रहे हैं।

ज़ख़्मी हालात में भी उनकी देखभाल करने वाला कोई दूसरा नहीं है। अपने कच्चे कमरे के अन्दर ही वो रोटी बनाते हैं। रोटी बनाने के लिए वो हीटर का इस्तेमाल करते हैं।

जब मंगलवार को बीबीसी हिंदी ने उनके कमरे पर जाकर उनसे मुलाकात की तो वो ज़मीन पर चादर बिछाकर आराम कर रहे थे। मच्छरों से अपना बचाव करने के लिए मच्छरदानी भी लगा रखी थी। उनकी दाहिनी बांह में पट्टी बंधी हुई थी।

जोधन प्रसाद बताते हैं, रोज़ की तरह सोमवार सुबह मैं अपने कंधे पर मछली पकड़ने वाला जाल डालकर त्रिकुटा नगर से साथी मछुआरों के साथ तवी नदी की तरफ़ चला गया था। वहां सभी लोग अभी अपना-अपना जाल बिछा ही रहे थे कि अचानक नदी में पानी का बहाव तेज़ हो गया।

मौसम साफ़ था और जम्मू में कहीं भी बारिश नहीं हो रही थी, इसलिए इन लोगों ने नहीं सोचा था कि नदी में अचानक पानी बढ़ जाएगा। जोधन प्रसाद ने बताया कि इससे पहले कि वह कुछ समझ पाते, पानी का बहाव तेज़ हो गया। वो कहते हैं, मौका देखकर मैं अपनी जान बचाने के लिए सुरक्षित जगह तलाशने लगा और तेज़ी से दौड़कर तवी नदी के बीच खड़े हुए एक पिलर पर जाकर बैठ गया।

उनके दो और साथी पास की दीवार पर एक ऊंची जगह पर बैठ गए। थोड़ी ही देर में तवी नदी के ऊपर बने पुल से गुज़र रहे लोगों ने उन्हें देखा और पास की पुलिस चौकी के लोगों को सूचना दी कि कुछ लोग पानी के बहाव में फंसे हुए हैं। हरकत में आते ही पुलिस प्रशासन ने ज़िले के अफ़सरों को सूचना प्रसारित की और वायुसेना को रेस्क्यू ऑपरेशन चलाने के लिए बुलाया गया।

हादसा
जोधन प्रसाद ने बताया कि जैसे ही वायुसेना के हेलीकॉप्टर वहां पहुंचे, उन्होंने ऊपर से सीढ़ी फेंकी और एक कमांडो नीचे उतरा। उन्होंने कहा, मैं और दूसरा साथी सीढ़ी पकड़कर ऊपर चढ़ने लगे लेकिन सीढ़ी इतनी कमज़ोर थी कि वो बीच से ही टूट गई और हम दोनों पानी के तेज़ बहाव में बह गए।

जोधन प्रसाद के अनुसार, उन्हें इसी समय दाहिनी बांह में चोट आ गई। अपनी जान बचाने के लिए वह अपने साथी मछुआरे के साथ जैसे-तैसे तैरकर किनारे आए।

जोधन प्रसाद ने बताया पानी से बाहर निकलने के बाद उन्हें वहां से स्थानीय पुलिस अपने साथ ले गई और उनके बारे में जानकारी हासिल करने के बाद उन्हें घर जाने की इजाज़त दे दी। वे कहते हैं कि न किसी सरकारी अधिकारी ने उनका इलाज करवाया और न ही किसी प्रकार की मदद की। कमरे पर लौटने के बाद उनके साथियों ने उन्हें पास के सरकारी अस्पताल में ले जाकर मरहम-पट्टी करवाई।

जोधन प्रसाद कहते हैं, हम तो तैरना जानते थे, इसलिए बच गए। तैरना नहीं आता तो आज शायद ज़िंदा नहीं बचते। उनके साथी मछुआरे, रामबाबू प्रसाद जो कि सीवान जिले के रहने वाले हैं, उनकी भी यही शिकायत है। वे कहते हैं, मछली विभाग के अधिकारियों ने कभी भी हमारा हाल नहीं जाना और न ही कोई मदद की है। न वो लोग हमें धागा देते हैं और न ही जाल। कल इतना बड़ा हादसा हो गया और कोई भी हमारी सुध लेने नहीं आया।

जोधन को भी शिकायत है कि वो हर साल लाइसेंस फ़ीस जमा करते लेकिन हादसे के बाद मछली विभाग का कोई भी अधिकारी उनसे मिलने तक नहीं आया। वह अपने पैसे से ही इलाज करवा रहे हैं।

कमिंदर प्रसाद ने बताया कि वो लोग 20 साल से भी ज्यादा समय से यहां पर मछली पकड़ने का काम कर रहे हैं लेकिन उनके लिए कोई सुविधा नहीं है, न कोई बीमा राशि मिलती है और न ही कोई दूसरी राहत।

वायुसेना का बचाव अभियान
जोधन के साथ पानी में फंसे श्री भगवान ने अपनी आपबीती सुनाते हुए बताया कि उनकी क़िस्मत अच्छी थी कि वायुसेना के कमांडो ने उन्हें समय पर रस्सी की मदद से बचा लिया।

भारतीय वायुसेना के अधिकारी ग्रुप कप्तान संदीप सिंह ने रेस्क्यू ऑपरेशन की जानकारी देते हुए बताया, हमें जम्मू के मंडलायुक्त ने 12 बजे पानी में फंसे हुए मछुआरों को बाहर निकालने के लिए कहा और हम लोग बिना समय नष्ट किए यहां पहुंच गए।

स्थिति का आकलन करने के बाद हमने अपनी कार्यवाही की और दो मछुआरों को पानी के बीच से निकालकर सुरक्षित स्थान पर छोड़ दिया था। उन्होंने कहा कि उनके कमांडो और हेलीकॉप्टर के पायलट ने बड़ी बहादुरी से और हिम्मत से काम किया और ऑपरेशन को क़ामयाब बनाया।
