- आदर्श राठौर (मंडी के डिनक गाँव से)
हिमालय की गोद में बसे भारत के उत्तरी राज्य हिमाचल प्रदेश को मंदिरों और तीर्थ स्थानों के लिए जाना जाता है। वाराणसी से चुनाव लड़ रहे प्रधानमंत्री नरेंद्र मोदी ने शुक्रवार को मंडी में जनसभा को संबोधित करते हुए स्थानीय मंडयाली बोली में कहा- मैं एक बार फिर बड़ी काशी से यहां छोटी काशी में आपका और देवी-देवताओं का आशीर्वाद लेने आया हूं।
हिमाचल प्रदेश हिंदू बहुल राज्य है और यहां पर अन्य धर्मों को मानने वालों की संख्या बहुत कम है। 2011 की जनगणना के आंकड़ों के मुताबिक़ हिमाचल में 95.17% हिंदू और उसके बाद मुस्लिम 2.18% थे। मंडी जिले में हिंदू 98.16 % और मुस्लिम मात्र 0.95 % हैं।
हिमाचल प्रदेश में कभी कोई मुस्लिम विधायक नहीं रहा और न ही किसी को लोकसभा में प्रतिनिधित्व का मौक़ा मिल पाया है। बीजेपी और कांग्रेस जैसी मुख्य पार्टियों के अल्पसंख्यक मोर्चों में मुस्लिम हैं मगर स्थानीय निकाय चुनावों से इतर किसी को पार्टी ने विधानसभा या लोकसभा चुनाव में नहीं उतारा।
मगर कांग्रेस ने कभी मुस्लिम उम्मीदवार को मौक़ा देने के बारे में विचार क्यों नहीं किया, इस बारे में हिमाचल प्रदेश कांग्रेस अध्यक्ष कुलदीप सिंह राठौर बताते हैं कि इसकी बड़ी वजह विनेबिलीटी है। उन्होंने कहा, "हमारी प्रदेश कांग्रेस कमेटी में मुस्लिम सदस्य हैं और पदों पर नियुक्त हैं। जहां तक चुनाव की बात है, उसमें उम्मीदवारों की जीतने की संभावनाएं देखी जाती हैं। इस कारण कभी ऐसा हो नहीं पाया।"
हिमाचल प्रदेश में आज़ादी के पहले से मुस्लिम आबादी रहती है। कुछ लोग विभाजन के समय पाकिस्तान चले गए मगर बहुत से लोग ने यहीं पर रहे। मंडी ज़िले की बात करें तो यहां सुंदरनगर के पास चार गांव ऐसे हैं जहां पर मुस्लिम आबादी का घनत्व ज़्यादा है। इन्हीं में से एक गांव है डिनक जहां मुस्लिमों की आबादी लगभग 4 से 5 हज़ार के लगभग है।
डिनक गांव डुगराई पंचायत के तहत आता है। इस पंचायत की मुख्य आबादी अनुसूचित जाति और मुस्लिम समुदाय के लोगों की है और उसमें भी मुस्लिमों की संख्या अधिक है। पास ही डडोह और ढाबण गांव भी हैं, जहां पर मुस्लिम आबादी है। हमने मंडी लोकसभा सीट के तहत आने वाले इस गांव में जाकर लोगों से समझना चाहा कि हिमाचल प्रदेश में रहने वाले मुस्लिम इस लोकसभा चुनाव को किस तरह से देखते हैं और मोदी सरकार के पिछले पांच साल के कार्यकाल को लेकर उनकी राय क्या है।
मंडी से सुंदरनगर की ओर मुख्य सड़क पर 19 किलोमीटर चलने के बाद कनैड नाम की जगह से बाईं ओर को एक लिंक रोड जाता है। घने पेड़ों से होती हुई यह सड़क एक नाले के बगल में चलने लगेगी और आगे आपको मैदानी इलाक़े में खेतों के बीच ले जाएगी। यह बल्ह घाटी का सबसे उपजाऊ क्षेत्र है। जब हम पहुंचे तो एक ओर गेहूं की कटाई चल रही थी तो दूसरी ओर दूर तक टमाटर के पौधों के लिए लगाई गई बांस की बल्लियां नज़र आ रही थीं।
दोपहर का समय था और गर्मी चरम पर थी। धूप बेशक तेज़ थी मगर हवा में ठंडक बरकरार थी। गांव की उखड़ी हुई धूल भरी वीरान सड़क हमें गांव के मिडल स्कूल तक ले गई। इसके साथ ही पंचायत भवन था। जुम्मे की नमाज़ का समय था तो हमने सोचा कि क्यों न पास की ही मस्जिद की ओर चला जाए, जहां पर नमाज़ पढ़कर लौट रहे लोगों से बातचीत हो सकती है। सामने एक शख़्स से मस्जिद का पता पूछकर हम कच्ची सड़क पर बढ़ चले।
यह मस्जिद देखने में सामान्य से हॉल की तरह थी। न कोई मीनार, न कोई बोर्ड। लोग जुम्मे की नमाज़ पढ़ने के बाद मस्जिद से निकले। सामने की ओर से पुरुष और पीछे की ओर से बने दरवाज़े से महिलाएं और लड़कियां बाहर निकलीं। अपने सामने माइक और कैमरा देख लोग ठहरे और कौतुहल से देखने लग गए मगर बात करने से शर्माते रहे। इस दौरान एक लंबे से उम्रदराज़ शख़्स सामने आए और पूछा कि आप बीबीसी से हैं?
वह बताने लगे कि हर रोज़ वह बीबीसी वर्ल्ड देखते हैं। वह बड़े उत्साह से बात करने के लिए तैयार हुए। उन्होंने अपना परिचय हलीम अंसारी के तौर पर दिया।
इससे पहले कि मैं उनसे कोई सवाल करता, ख़ुद कहने लगे, "हमारी पंचायत की ख़ास बात यह है कि यहां अल्पसंख्यकों और अनुसूचित जाति के लोगों की संख्या अधिक है और दोनों में अच्छे रिश्ते हैं। यहां पंचायत चुनाव में प्रधान की सीट महिला के लिए आरक्षित थी और अल्सपंख्यकों के वोटों से रीता देवी प्रधान चुनी गई हैं।"
उन्हें बोलता देख आसपास और लोग भी जुट गए और लोगों ने खुलकर बात करना शुरू कर दिया। इसके बाद बगल की ही जामा मस्जिद में आए लोगों से भी बात हुई और उन्होंने अपनी समस्याओं, चुनौतियों और उम्मीदों पर खुलकर बात की।

मोदी सरकार के पांच साल कैसे रहे?
जिस तरह से इन लोकसभा चुनावों में भारतीय जनता पार्टी पुलवामा हमले, बालाकोट एयरस्ट्राइक और राष्ट्रीय सुरक्षा जैसे मुद्दों पर चुनाव लड़ रही है, वहीं प्रधानमंत्री नरेंद्र मोदी लगातार गांधी परिवार के इतिहास का ज़िक्र करके कांग्रेस पर निशाना साध रहे हैं।
विपक्षी दलों के नेताओं की भाषा भी आक्रामक ही रही है। राहुल गांधी रफ़ाल मुद्दे को उठाते हुए 'चौकीदार चोर है' का नारा लगाते हुए प्रचार में जुटे हैं। इस बीच जनता से जुड़े असल मुद्दों पर बात कम ही होती नज़र आ रही है। तो इस पूरे चुनाव को हिमाचल के मुस्लिम किस तरह से देख रहे हैं?
गांव के बुज़ुर्ग हलीम अंसारी कहते हैं, "देखिए, जनता के बुनियादी मुद्दों, विकास, लॉ ऐंड ऑर्डर और देश की सुरक्षा पर कोई बात नहीं रही हो रही। तू-तू, मैं-मैं हो रही है और बेवजह इतिहास के उन हिस्सो को उजागर किया जा रहा है जिनका भारत की जनता को कोई फ़ायदा नहीं होने वाला। राजीव गांधी नौसेना के जहाज़ पर छुट्टी मनाने गए थे या आधिकारिक रूप से, इस मुद्दे को उठाने से नौजवानों के मुद्दे हल नहीं होंगे। सभी पार्टियों को देखें तो लगता है कि वॉर ऑफ़ टाइटन हो रहा है। देश की जनता की तो बात ही नहीं हो रही।"
यह जवाब देने वाले हलीम अंसारी विभिन्न देशों में रहकर अब अपने गांव में रहकर सामाजिक कार्यों में जुटे हैं। उनकी तरह इस गांव में बहुत से लोग हैं जो काम के सिलसिले में विदेश में रहते हैं और बहुत से लौटकर अब गांव में रही रहते हैं और खेतीबारी से जुड़े हुए हैं। माजिद अली भी उन्हीं में से एक हैं। वह मोदी सरकार के कार्यकाल को पहले की सरकारों जैसा ही सामान्य मानते हैं।
वह कहते हैं, "कोई नया काम नहीं हुआ। नॉर्मल काम हुआ है, जैसा पिछली सरकारों का था। हमारा गांव अल्पसंख्यकों का गांव हैं। बच्चों के लिए कोई स्पेशल चीज़ नहीं आई। कांग्रेस के समय वज़ीफ़ा मिलता था, वह भी नहीं मिला। नौकरियां नहीं हैं। हमने गुज़ारिश की थी कि हममें भी जातियां हैं। तेली हैं, कुम्हार हैं, मोची हैं क्योंकि हममें से अधिकतर कन्वर्टेड हैं। जिस जाति को हिंदू होने के कारण आरक्षण मिलता है, हमारे यहां उसी जाति के शख़्स को आरक्षण नहीं मिलता। हमारी शिकायत यही है। पढ़े-लिखे लोग इस कारण बूढ़े हो गए डिग्रियां लिए हुए। घर पर ही रिटायर हो गए।"
गांव के ही एक युवक इमरान ख़ान ने कहा, "हमारे गांव में बेरोज़गारी बहुत है। सब किसान ही हैं। बच्चे पढ़ाई करके बैठे हैं मगर नौकरियां नहीं हैं। सरकार की ओर से क़दम नहीं उठाए गए। आरक्षण हमें मिलता नहीं और प्राइवेट नौकरियों का यहां स्कोप नहीं हैं।"
मोदी सरकार के पांच साल के कार्यकाल पर माजिद अली कहते हैं, "प्रोपगैंडा बहुत है, इतना काम नहीं हुआ है। सर्जिकल स्ट्राइक पर इतना ज्यादा बोला गया कि शायद ही कोई बात इतनी बोली गई हो। यह तो सेना का काम है और वह अच्छा काम कर रही है। मोदी जी क्यों श्रेय लें? सेना जानती है कि पहले कितनी हुई होंगी। मगर इन्होंने सेना के काम को सार्वजनिक कर दिया। अगर कोई इतनी बड़ी सर्जिकल स्ट्राइक हुई होती तो एक भी आतंकवादी न आता, पुलवामा न होता, पठानकोट न होता। सरकार ने ग्राउंड पर कोई काम नहीं किया है, जुमलेबाज़ी है। लोगों की इस पर अपनी राय होगी, मगर मेरा यह मानना है।"
केंद्र की योजनाओं का लाभ हुआ या नहीं
शब्बीर मोहम्मद काफ़ी देर से कुछ कहने की कोशिश कर रहे थे। इससे पहले कि मैं उनसे पूछता, वह ख़ुद बोलने लगे कि केंद्र ने जो 2000 रुपये देने थे किसानों को, वो भी नहीं मिल रहे।
शब्बीर गेहूं और टमाटर की खेती करते है। वह कहते हैं, "25 लोगों का फॉर्म पहले वापस आए थे, अब हम 40 लोगों के आ गए। हम 20-20 बार बैंक जाकर चेक कर आए कि पैसे आए होंगे, मगर कुछ आया नहीं। पंचायत में पूछा बोलने लगे कि रिजेक्ट हो गए फॉर्म। हमने पूछा कि क्यों हुए, क्या कोई कमी थी? तो कहते हैं इसका हमें नहीं पता।"
वहां मौजूद और लोगों ने भी उनकी बात का समर्थन किया। ज़ाकिर हुसैन कंस्ट्रक्शन के कारोबार से जुड़े हुए हैं। वह बताते हैं, "यहां पैसे तो किसी के नहीं आए, फॉर्म रिजेक्ट हो गए मगर पैसे नहीं आए। औपचारिकताएं पूरी थी मगर जिनके फॉर्म रिजेक्ट हुए, उन्हें बताया नहीं गया कि ऐसा क्यों हुआ। बैंक वाले कहते हैं कि पैसे आए थे मगर वापस हो गए हैं।"
गांव के शौक़त अली दुकान चलाते हैं। वह कहते हैं कि स्वच्छता अभियान तक का असर यहां देखने को नहीं मिला। गटर और घरों की नालियों का पानी सड़क पर आ रहा है मगर इस पर काम नहीं हो रहा।
वह कहते हैं, "सांसद कोई भी हो, किसी भी पार्टी का हो काम होना चाहिए। सबका साथ, सबका विकास की बातें हुईं मगर विकास तो सबका नहीं हुआ। मुसलानों के इलाक़ों में विकास के नाम पर काम नहीं हुआ। हमारे बच्चों को नौकरी नहीं मिल रही, हमें सुविधाएं नहीं मिल रहीं। पढ़े-लिखे बच्चे बेरोज़गार घूम रहे हैं। खेतों में काम कर रहे हैं। और खेतों में अगर सूखे की वजह से नुक़सान होता है, उसकी भी कोई सुध नहीं लेता।"
नेताओं से नाराज़गी
डिनक गांव के लोगों को सबसे बड़ी समस्या अपने गांव की सड़कों की लगती है। जिस किसी से भी हमने बात की, उसने सड़क का ज़िक्र ज़रूर किया। चूंकि यहां के लोगों का मुख्य काम खेतीबारी है, इसलिए फसलों को ढोने और सामान लाने-ले जाने में तंग और उखड़ी हुई सड़कों से दिक्क़त होना लाज़िमी है।

वे नाराज़ हैं कि नेता या तो उनके गांव आते नहीं और जो आते हैं, वे समस्याओं को सुलझाने को लेकर गंभीर नहीं होते। हलीम अंसारी कहते हैं कि उन्होंने सांसद निधि से कोई काम अपनी पंचायत में होते नहीं देखे और उन्होंने पांच सालों में सांसद को अपने इलाक़े में देखा भी नहीं। विधायक को लेकर उन्होंने कहा कि वह राजनीतिक मुद्दों को उठाने आते हैं मगर समस्याओं को पूछने नहीं आते।
मंडी से मौजूदा सांसद बीजेपी के रामस्वरूप शर्मा हैं। यह पंचायत नाचन विधानसभा क्षेत्र के तहत आती है जहां से विधायक बीजेपी के हैं। डुगराईं पंचायत के वॉर्ड नंबर पांच के सदस्य अब्दुल फ़ारूक़ भी असंतोष जताते हुए कहते हैं कि सांसद ने रेल लाने जैसे कई सारे वादे किए थे जो पूरे नहीं हुए। उन्होंने कहा कि विधायक पंचायत में पैसे देते हैं मगर विरोधियों को नहीं।
वह कहते हैं, "जिस रास्ते से आप आए हैं, वह दो-तीन पंचायतों को छूता है। हमारी पंचायत का सिस्टम ऐसा है कि हम पैसे को सड़क के कामों में इस्तेमाल नहीं कर सकते। चाहकर भी काम नहीं करवा सकते। लोगों ने बदलाव के लिए समय दिया था पांच साल का। कौन सा वादा पूरा कर पाए हैं? न रोज़गार दिया, न 100 स्मार्ट सिटी बने, न राम मंदिर बना न गंगा की सफ़ाई हुई। अब कह रहे कि पकौड़े तलो।"
मोहम्मद खालिक खेती करते हैं। उनकी निराशा इस बात से है कि चुनाव के इस माहौल में कोई भी पार्टी यहां नहीं आई है। वह कहते हैं, "कोई पार्टी नहीं आ रही बात करने को। जो आते हैं वो वोट मांगने आते हैं और फिर दर्शन देने नहीं आते।" वहीं एक अन्य बुज़ुर्ग मोहम्मद सफ़ी की शिकायत थी कि सड़क के लिए आए पैसे का दुरुपयोग होता है और फिर जो लोग सड़कों पर अतिक्रमण कर रहे हैं, उस पर भी कोई रोक नहीं है।
क्या देश में माहौल बदल गया है?
मोहम्मद शफ़ीक सेना में रिटायर्ड हैं और अब गांव में ही रहकर खेतीबाड़ी करते हैं। 1971 की भारत-पाक जंग में हिस्सा ले चुके शफ़ीक देश में गोरक्षा के नाम पर हिंसा, मॉब लिंचिंग और राजनीति में सांप्रदायिक ध्रुवीकरण को लेकर चिंता जताते हैं।
वह कहते हैं, "ये जो घटनाएं हो रही हैं बहुत दुखदायी हैं। हम भी इसी मुल्क के बाशिंदे हैं। हम भी आर्मी में थे। 17 साल सेना में रहा और बांग्लादेश को हमने आज़ाद करवाया। मुसलमानों का हाथ देश की आज़ादी में भी रहा है। मगर जब धर्म को लेकर ऐसी बातें होती हैं कि आप मुस्लिम हैं, हिंदू हैं, सिख हैं; इससे बहुत दुख होता है।"
इसी गांव में रहने वाले नूर अहमद नदवी कहते हैं कि हिमाचल प्रदेश में तो माहौल ठीक है, मगर देश में पिछले पांच सालों की घटनाओं से मुस्लिमों के अंदर डर है।
वह कहते हैं, "इन चीज़ों को देखकर भय होता है। हिंदुस्तान में पांचं साल के अंदर की घटनाओं से मुस्लिमों में डर है। सरकार आती है जनता की रक्षा के लिए। मगर उल्रटा लोगों में ख़ौफ़ हो जाए तो क्या समझेंगे कि सरकार क्या कर रही है। रही हिमाचल की बात यह शांतिप्रिय प्रदेश है। यहां हिंदू-मुस्लिम जैसी बात नहीं है, प्यार-मोहब्बत है।"
हिमाचल में भी पिछले दिनों कुछ ऐसी घटनाएं देखी गई थीं, जिनमें कुछ हिदुत्ववादी संगठनों के कार्यकर्ताओं ने मुस्लिमों को निशाना बनाया था। कांगड़ा ज़िले के नगरोटा में अन्य प्रदेशों से आकर दुकान चला रहे युवकों की पिटाई हुई थी वहीं पुलवामा के हमले के बाद पालमपुर में कश्मीरी युवकों को निशाना बनाया गया था।
तो क्या ये घटनाएं देश की अन्य घटनाओं से अलग हैं? इस पर नदवी कहते हैं, "यहां छोटी मोटी घटनाएं हुई हैं मगर हिमाचल की हुकूमत ने उनपर ऐक्शन लिया है, शांति बनाए रकने के लिए काम किया है। मगर मुस्लिमों के अंदर हालात को देखकर डर तो होता है ही है।"
सबसे बड़ी शिकायत क्या?
यहां के लोगों में तीन तलाक़ के विषय को लेकर भी नाराज़गी दिखी। लोगों का कहना था कि इस मुद्दे को उठाकर इस तरह की छवि बनाई गई कि मुस्लिम औरतों पर ज़ुल्म करते हैं। माजिद अली कहते हैं कि जिस प्रक्रिया की बात करके तीन तलाक़ को लेकर क़ानून बनाया गया, इस्लाम में वह है ही नहीं। अगर कोई एमसएमएस करके, फोन पर और शराब पीकर हुड़दंग कर रहा है वह तो जुर्म है, तलाक़ नहीं। वह कहते हैं, "यह हमारे धर्म पर प्रहार है।"
तीन तलाक़ और इस पूरे मसले पर हम महिलाओं से बात करना चाहते थे, मगर हमें इस गांव में महिलाएं कम देखने को मिलीं। जो महिलाएं मदीना मस्जिद में नमाज़ पढ़ने आई थीं, वे भी तुरंत घरों की ओर चल दीं। स्कूलों से कुछ बच्चियां ज़रूर साइकल और स्कूटी से अपने घर की ओर बढ़ती दिखीं।
इस संबंध में जब स्थानीय लोगों से बात करनी चाहिए तो उनका कहना था कि महिलाएं बात करने से हिचकेंगी और फिर रमज़ान के महीने में रोज़ा रखा होने के कारण वे घर पर ही हैं।
माजिद अली इसी विषय पर बात करते हुए बताते हैं कि पहले यहां लड़कियों को पढ़ाने का रिवाज नहीं था मगर 10-20 साल से माहौल बतला है। वजह पूछने पर बताते हैं, "यहां 10-20 साल पहले तक लड़कियों को नहीं पढ़ाया जाता था। लड़के तक नहीं पढ़ते थे। स्कूल दूर-दूर थे। मगर अब हालात बदले हैं। बेटियां डॉक्टर हैं, बीडीओ हैं, इंजिनियर हैं, उन्होंने एमएससी की है। मगर अफ़सोस कि लोगों का रुझान कम हो रहा है। लोगों ने इसलिए बच्चों को पढ़ना शुरू किया था कि नौकरी करेंगे, इनका भविष्य अच्छा होगा मगर नौकरियां हैं नहीं। लोग बच्चों की पढ़ाई के लिए ज़मीन के बदले कर्ज रखते हैं, नौकरी मिलती नहीं हैं और ज़मीन नीलाम होती है। फिर सोचते हैं कि क्या फ़ायदा।"
तो फिर इस बार के चुनाव में वोट किस हिसाब से देंगे? इस पर ज़ाकिर हुसैन नाम के शख़्स कहते हैं, "मुल्क़ की तरक्की कौन करेगा, कौन हमारे समुदाय के लिए अच्छा काम करेगा, इस हिसाब से वोट देंगे। पांच साल में कुछ ख़राबियां आई हैं तो कुछ अच्छाइयां भी हैं।"
क्या अच्छाइयां हैं और क्या बुराइयां, इस सवाल पर उन्होंने कहा, "ख़राबियां जैसे कि यूपी में लोगों से मारपीट कहते हैं। हिमाचल में ऐसी दिक्कत नहीं है मगर बाहर हालात ख़राब हुए हैं। अच्छाइयां ये हैं कि हिमाचल में प्रशासन ने हमारी अच्छी देख-रेख की है। हिमाचल में दिक्कत नहीं है। मगर नौकरियां हैं नहीं और ज़मींदारी पर फ़ोकस करना पड़ रहा है।"
