न्यूज़ीलैंड से जर्मनी तक, ताइवान से लेकर नॉर्वे तक दुनिया में ऐसे कई देश हैं जहां नेतृत्व की कमान महिलाओं के हाथ में है और आपको जानकर ताज्जुब होगा कि इन देशों में कोरोना वायरस (Corona virus) कोविड-19 से मरने वालों की संख्या अपेक्षाकृत कम है। दुनियाभर का मीडिया इन महिला नेताओं के रुख़ के लिए उनकी तारीफ़ कर रहा है। कोविड-19 की वैश्विक महामारी से बचाव के लिए उन्होंने जो क़दम उठाए हैं, सराहना उसकी भी कम नहीं हो रही है।
फ़ोर्ब्स मैगज़ीन ने हाल ही में एक लेख में इन महिला नेताओं को 'नेतृत्व का सच्चा उदाहरण' कहा है। फ़ोर्ब्स मैगज़ीन ने लिखा है, मानव समाज के लिए जो ख़राब स्थिति बन गई है, उसमें इन महिलाओं ने दुनिया को दिखाया है कि इसे कैसे सुधारा जा सकता है।
आइसलैंड का उदाहरण
विश्लेषक इस तरफ़ भी ध्यान दिला रहे हैं कि भले ही दुनिया के सात फ़ीसदी राष्ट्र प्रमुख महिलाएं लेकिन कोविड-19 की महामारी के ख़िलाफ़ जारी लड़ाई में उनका रिकॉर्ड बेहद उम्दा रहा है। तो सवाल उठता है कि ऐसी क्या बात है कि महिला नेताओं को कोरोना वायरस के ख़िलाफ ज़्यादा कामयाबी मिल रही है?
आइसलैंड की प्रधानमंत्री कैटरीन जैकब्स्डोट्टिर ने व्यापक स्तर पर कोरोना टेस्ट करवाने का फ़ैसला किया। भले ही आइसलैंड की आबादी तीन लाख साठ हज़ार है लेकिन इस देश ने टेस्टिंग के मामले में जरा सी भी ढिलाई नहीं बरती है। कोविड-19 की बीमारी के ख़िलाफ़ आइसलैंड ने तमाम ज़रूरी क़दम उठाए।

बीस या इससे ज़्यादा लोगों के एक जगह पर इकट्ठा होने की पाबंदी का फ़ैसला तो जनवरी के आख़िर में ही ले लिया गया था, तब तक आइसलैंड में कोरोना वायरस से संक्रमण का एक भी मामला सामने नहीं आया था। 20 अप्रैल तक आइसलैंड में कोरोना वायरस के संक्रमण से नौ लोगों की मौत हुई है।
ताइवान ने क्या किया?
ताइवान आधिकारिक रूप से चीन का हिस्सा है। राष्ट्रपति त्साई इंग-वेन ने महामारी नियंत्रण केंद्र की स्थापना कर दी और वायरस संक्रमण को रोकने और संक्रमित लोगों की ट्रैंकिंग और ट्रेसिंग का काम शुरू कर दिया। इसके साथ ही ताइवान ने पर्सनल प्रोटेक्टिव इक्विपमेंट किट्स जैसे कि फेस मास्क का उत्पादन फौरन बढ़ा दिया। दो करोड़ 40 लाख की आबादी वाले ताइवान में अभी तक केवल छह लोगों की मौत कोरोना संक्रमण से हुई है।
न्यूज़ीलैंड की सख्ती
इस बीच न्यूज़ीलैंड की प्रधानमंत्री जैसिंडा अर्डर्न ने कोरोना वायरस से फैली महामारी के ख़िलाफ़ जारी लड़ाई में बेहद सख़्त रुख़ अपनाया। दुनिया में इतनी सख़्ती शायद ही किसी दूसरे देश ने दिखाई होगी। जब दूसरे देश कोरोना वायरस से संक्रमण के मामलों की संख्या को स्थिर रखने की कोशिश कर रहे थे, जैसिंडा अर्डर्न का रवैया ऐसा था मानों वे संक्रमण की सारी आशंकाएं ही ख़त्म कर देना चाहती थीं।
न्यूज़ीलैंड में जब कोरोना वायरस के संक्रमण से मरने वालों की संख्या केवल छह थी, तभी यहां पूरी तरह से लॉकडाउन लागू कर दिया गया। दुनिया के सामने इसका नतीजा भी सामने आया। 20 अप्रैल तक न्यूज़ीलैंड में कोरोना संक्रमण से केवल 12 लोगों की मौत हुई है।

कोविड-19 की महामारी
आइसलैंड, ताइवान और न्यूज़ीलैंड में महिला नेतृत्व के अलावा कुछ और भी चीज़ें हैं जो कोविड-19 की महामारी के ख़िलाफ़ बेहतर प्रदर्शन करने वाले देशों में कॉमन हैं। ये सभी विकसित अर्थव्यवस्थाएं, इनके यहां पब्लिक हेल्थ की बेहतर व्यवस्था लागू है और सामाजिक विकास के सूचकांक पर इन देशों की गिनती ऊपर से शुरू होती है।
सार्वजनिक स्वास्थ्य की मज़बूत व्यवस्था के बदौलत ये देश कोरोना संकट जैसी आपातकालीन स्थिति में अच्छे ढंग से मुक़ाबला कर पाए। सिक्के का सिर्फ़ एक ही पहलू नहीं है कि इन देशों में महिला नेतृत्व है बल्कि ये भी है कि महिला नेतृत्व होने का इन देशों के लिए क्या मतलब है।
लीडरशिप पोजिशन
विश्लेषकों का कहना है कि काफ़ी कुछ इस बात पर भी निर्भर करता है कि महिला राजनेता राजनीति को किस तरह से हैंडल करती हैं। डॉक्टर गीता राव गुप्ता 'यूएन फाउंडेशन' में सीनियर फ़ेलो और 'थ्रीडी प्रोग्राम फ़ॉर गर्ल्स एंड वुमन' की एग़्जिक्युटिव डायरेक्टर भी हैं। वो कहती हैं, मुझे नहीं लगता कि महिलाओं के पास पुरुषों से अलग नेतृत्व की कोई शैली होती है।
हां, अगर वे लीडरशिप पोजिशन में हों तो इससे फ़ैसले लेने की प्रक्रिया में विविधता ज़रूर आत है। वे बेहतर फ़ैसले लेने में सक्षम होती हैं क्योंकि उनके पास पुरुषों और महिलाओं दोनों का नज़रिया होता है। वैज्ञानिक दलीलों को ख़ारिज करके अपना सीना ठोंकते हुए नज़र आने वाले ब्राज़ील के जायर बोलसोनारो और डोनाल्ड ट्रंप जैसे राष्ट्रपतियों के मामले में ये बात एकदम उलट लगती है।
महिलाओं की नेतृत्वशैली
रोज़ी कैंपबेल लंदन के किंग्स कॉलेज में 'ग्लोबल इंस्टिट्यूट फ़ॉर वुमंस लीडरशिप' की डायरेक्टर हैं। रोज़ी भी इस बात से सहमत हैं कि नेतृत्व शैली कोई ऐसी चीज़ नहीं होती जो पुरुषों या महिलाओं को विरासत में मिलती हो। वो कहती हैं, ये इस बात पर निर्भर करता है कि एक सामाजिक प्राणी के तौर पर हमारी ट्रेनिंग कैसी हुई है। हमदर्दी रखना, सामंजस्य बिठाकर चलना, महिला राजनेताओं के लिए ज़्यादा स्वीकार्य होता है।
इसके उलट दुर्भाग्य से ज़्यादातर पुरुष राजनेता आत्ममुग्ध किस्म के होते हैं और वे अपना ज़्यादा समय दूसरों से प्रतिस्पर्धा करने में गंवा देते हैं। रोज़ी कैंपबेल की राय में जब पुरुष राजनेता अपनी लोकप्रियता के शिखर पर होते हैं तो उनकी ये आदतें और ख़राब हो जाती हैं।
मर्दवादी राजनीति की मुश्किल
रोज़ी कैंपबेल का कहना है कि लोकप्रिय राजनेता अपना समर्थन बढ़ाने के लिए 'आसान तरीकों' का सहारा लेते हैं। इससे महामारी जैसी स्थिति के प्रबंधन में उनके रवैये पर फर्क पड़ता है। अमरीका, ब्राज़ील, इसराइल और हंगरी जैसे देशों के राजनेताओं ने कई बार अपनी कमियों को छुपाने के लिए बाहरी ताक़तों पर जिम्मेदारी मढ़ने की कोशिश कर चुके हैं। कोरोना वायरस की महामारी के मामले में भी कई राजनेताओं ने विदेशी शक्तियों पर ये आरोप लगाया कि साज़िश के तहत उनके देश में ये बीमारी भेज दी गई हैं।
कैंपबेल कहती हैं, ट्रंप और बोलसोनारो ने अपनी राजनीतिक शैली को मर्दानेपन के दंभ से जोड़ा है। ऐसा नहीं है कि वे शुरू से ऐसे ही रहे होंगे। उन्होंने सोच समझकर ये शैली अपनाई है। लोकप्रियतावादी दक्षिणपंथी राजनीति का झंडा उठाने वाली महिला राजनेताओं की संख्या तुलनात्मक रूप से काफ़ी कम है। फ्रांस की मैरीन ले पेन इसकी चुनिंदा अपवाद कही जा सकती हैं। लेकिन आख़िरकार ये किसी व्यक्ति विशेष की मर्दवादी राजनीतिक शैली पर ही निर्भर करता है।
पुरुष राजनेताओं की सफलता
कोविड-19 की महामारी के ख़िलाफ़ अलग-अलग देशों में अलग-अलग तरीके से कदम उठाए जा रहे हैं। इसकी वजहें भी हैं। उस देश की सामाजिक-आर्थिक स्थिति कैसी है। वहां संसाधनों की कितनी उपलब्धता है। ये वो पहलू हैं जिनमें राजनेताओं के स्त्री या पुरुष होने से कोई फर्क नहीं पड़ता है। प्रोफ़ेसर कैंपलबेल ध्यान दिलाती हैं कि जो पुरुष राजनेता इस खांचे में फिट नहीं बैठते हैं, उनके यहां भी कोरोना वायरस के संक्रमण से अपेक्षाकृत कम मौते हुई हैं।
दक्षिण कोरिया में मून जे-इन ने कोरोना संकट का जिस तरह से सामना किया, उसका नतीजा 15 अप्रैल को हुए चुनाव में देखने को मिला जब संसदीय चुनाव में उनकी पार्टी को अभूतपूर्व जीत मिली। ग्रीस के प्रधानमंत्री किरियाकोस मित्सोटाकिस की भी कोरोना संकट का सफलतापूर्वक सामना करने के लिए खूब तारीफ हो रही है। एक करोड़ दस लाख की आबादी वाले ग्रीस में 20 अप्रैल तक कोरोना संक्रमण से 114 लोगों की मौत हुई थी।

तुलनात्मक रूप से इन आंकड़ों को कम माना जा सकता है। दूसरी तरफ़ इटली को देखें तो छह करोड़ की आबादी वाले इस मुल्क में 22 हज़ार लोगों की मौत हुई है। ग्रीस में जब कोरोना वायरस के संक्रमण से एक भी व्यक्ति की मौत नहीं हुई थी, तभी उसने अपने यहां सोशल डिस्टेंसिंग का कदम उठा लिया था और वैज्ञानिक सलाहों पर अमल भी शुरू कर दिया था।
लेकिन दुनिया में ऐसे देश भी हैं, जहां नेतृत्व की कमान महिलाओं के हाथ में हैं पर वे कोरोना वायरस के संक्रमण को फैलने से रोकने के लिए संघर्ष कर रहे हैं। उदाहरण के लिए दुनिया की सबसे सघन आबादी वाले देशों में से एक, बांग्लादेश की प्रधानमंत्री शेख हसीना ने कोविड-19 की महामारी पर रोकथाम के लिए कई कदम उठाए हैं।
लेकिन चिंता की वजहें भी हैं। बांग्लादेश में टेस्टिंग सुविधाओं का घोर अभाव है और स्वास्थ्य कर्मियों का कहना है कि पर्सनल प्रोटेक्टिव इक्विपमेंट्स (पीपीई) किट्स की कमी की वजह से वे बेहद जोखिम भरी स्थिति में काम करने के लिए मजबूर हैं।
मुश्किल फ़ैसले
कोविड-19 जैसी महामारी को रोकने के लिए राजनेताओं को मुश्किल फ़ैसले लेने होते हैं, जैसे कि महामारी के शुरुआती दौर में ही आर्थिक गतिविधियों को बंद करने का निर्णय। प्रोफ़ेसर कैंपलबेल कहती हैं कि शॉर्ट टर्म में ऐसे फ़ैसलों की बड़ी राजनीतिक कीमत चुकानी पड़ सकती है। राजनेता अमूमन जो चाहते हैं, ये ठीक उसके उलट है। लेकिन कुछ महिला राजनेताओं ने इन मुश्किल मुद्दों पर लोगों का दिल जीता है क्योंकि वे देश के सामने मौजूद चुनौतियों पर पारदर्शी तरीके से खुलकर बात कर रही थीं।
जर्मनी की एंजेला मर्केल ने बिना ज़्यादा वक़्त गंवाये ये भांप लिया था कि कोरोना वायरस का संक्रमण एक गंभीर ख़तरा है। उनके देश ने यूरोप में सबसे बड़ी टेस्टिंग, ट्रेसिंग और आइसोलेशन की योजना पर काम शुरू कर दिया। आठ करोड़ से ज़्यादा की आबादी वाले जर्मनी में अभी तक कोरोना वायरस के संक्रमण से 4600 लोगों की जान जा चुकी है।
नॉर्वे और डेनमार्क की प्रधानमंत्रियों ने बच्चों के लिए ख़ासतौर पर प्रेस कॉन्फ्रेंस को संबोधित किया, जहां व्यस्कों को आने की इजाजत नहीं दी गई। उन्होंने बच्चों की चिंताओं के जवाब दिए और ये भी बताया कि लॉकडाउन का ईस्टर के त्योहार पर क्या असर पड़ेगा। पुरुष राजनेता इसमें पीछे रह गए।
बेहतर फ़ैसले
इंटरपार्लियामेंट्रीय यूनियन के अनुसार, दुनियाभर में स्वास्थ्य के क्षेत्र में जितने लोग काम करते हैं, उनमें 70 फ़ीसदी महिलाएं हैं लेकिन साल 2018 में 153 निर्वाचित राष्ट्राध्यक्षों में महज 10 ही महिलाएं थीं। दुनियाभर में जितने भी संसद (जन प्रतिनिधि सभाएं) हैं उनकी एक चौथाई संदस्य महिलाएं हैं।
डॉक्टर गीता राव गुप्ता का कहना है कि महिला नेताओं को लीडरशिप पोजिशन में आने की ज़रूरत है। इससे निर्णय लेने की प्रक्रिया में सुधार होगा। ऐसे फ़ैसले लिए जा सकेंगे जो समाज के सभी तबकों के लिए प्रासंगिक होंगे न कि मुठ्ठीभर लोगों के लिए। क्योंकि महिला होने की वजह से इन नेताओं ने समाज में कई जिम्मेदारियां निभाई हैं। उनके फ़ैसलों पर उनके अनुभव की छाप रहेगी।
