कोरोना महामारी ने भारत के दक्षिण भारतीय राज्य गोवा में दहशत-सी फैला दी है। मंगलवार को गोवा मेडिकल कॉलेज अस्पताल में ऑक्सीजन की कमी के कारण 26 मरीज़ों की मौत हो गई। बुधवार तड़के उसी अस्पताल में 15 और मरीज़ों की जान चली गई।
गोवा में बुधवार को कोरोना के कारण 75 मरीज़ों की मौत हो गई। राज्य में अब तक एक दिन में मरने वालों की सबसे अधिक संख्या है। यहां के कोविड अस्पतालों की हालात और ऑक्सीजन की कमी के कारण तनाव बढ़ रहा है।
गोवा में ऑक्सीजन की आपूर्ति सबसे बड़ी चिंता बनी हुई है। हाल ही में मुंबई हाईकोर्ट ने गोवा राज्य सरकार को भी फटकार इसके लिए लगाई थी। मुंबई हाईकोर्ट की गोवा बेंच कोरोना संकट से जुड़े कई मामलों की सुनवाई कर रही है। अदालत ने कहा है कि "हमारे सामने पेश किए गए दस्तावेज़ स्पष्ट रूप से दिखाते हैं कि मरीज़ वास्तव में कष्ट में हैं और कुछ मामलों में ऑक्सीजन की कमी के कारण उनकी जान चली गई है।"
अदालत ने इस स्थिति के लिए राज्य सरकार को दोषी ठहराया है, लेकिन मुख्यमंत्री प्रमोद सावंत और स्वास्थ्य मंत्री विश्वजीत राणे के दावे उलट हैं।
ऑक्सीजन की कमी और सिस्टम पर दबाव
पिछले दो-तीन दिनों में गोवा में मौतों की संख्या में अचानक हुई बढ़ोतरी के पीछे ऑक्सीजन की कमी बताई जा रही है। जब कोरोना की दूसरी लहर की शुरुआत हुई, तो गोवा में मरने वालों की संख्या महाराष्ट्र और अन्य राज्यों की तुलना में कम थी, इसलिए यह कहा गया कि गोवा में स्थिति नियंत्रण में है।
लेकिन, पिछले हफ्ते से गोवा में मौतों की संख्या लगातार बढ़ रही है। कोरोना संक्रमण के बढ़ते मामलों को देखते हुए सरकार ने पाबंदियां भी लगाई हैं लेकिन अस्पतालों में पहुंचने वालों की संख्या में वृद्धि जारी है और अम अस्पतालों में बेड की कमी होने लगी है।
गोवा ऑक्सीजन की आपूर्ति के लिए महाराष्ट्र और अन्य राज्यों पर निर्भर है। वर्तमान में गोवा को 26 मीट्रिक टन ऑक्सीजन की आपूर्ति की मंजूरी दी गई है। इस आपूर्ति का चालीस फीसद कोल्हापुर से आता है। लेकिन, अब राज्य सरकार ने केंद्र सरकार से इस आपूर्ति को दोगुना करने का अनुरोध किया है।
गोवा के अस्पतालों से कई विचलित करने वाली कहानियां भी सामने आ रही हैं। मरीज़ों की बढ़ती संख्या ने पहले से लचर स्वास्थ्य व्यवस्था पर दबाव बढ़ा दिया है।
शिरसाई गांव के निवासी हेमंत कांबली ने बीबीसी मराठी के साथ गोवा के सबसे बड़े अस्पताल गोव मेडिकल कॉलेज अस्पताल (जीएमसीएच) के बारे में अपना अनुभव साझा किया। उनके बहन के पति कोविड-19 पॉज़िटिव हो गए थे जिसके बाद उन्हें इस अस्पताल में भर्ती कराया गया था। लेकिन उन्हें नहीं बचाया जा सका।
अस्पताल की हालत बयान करते हुए वो कहते हैं, "मैं वहां के भयानक दृश्य को देखकर हिल गया था। मरीजों की देखभाल के लिए वहां कोई सुविधा नहीं है। हर मरीज़ की देखभाल कोई न कोई रिश्तेदार कर रहा था। नर्सों की संख्या यहां भर्ती मरीजों की संख्या की तुलना में काफ़ी कम है।"
"मरीज़ों को ले जाने के लिए स्ट्रेचर नहीं हैं। कुछ स्ट्रेचर हैं तो उनमें पहिए नहीं हैं। हम ऐसी हालत में मरीज़ों को कैसे छोड़ सकते हैं? परिजन खुद अपने मरीज़ों का इलाज कर रहे थे। ये कैसी त्रासदी है?"
"मैं मुख्यमंत्री से कहना चाहता हूं कि इस वार्ड में अंदर आने की हिम्मत दिखाएं। उन्हें यहां मरीज़ों की स्थिति देखनी चाहिए। जब मैंने भयावह स्थिति देखी तो मैं हिल गया। हमने परिवार के एक सदस्य को खो दिया है, हम उन्हें बचा नहीं सके। लेकिन, मैं चाहता हूं कि गोवा के लोग वास्तविकता से अवगत हों। इसलिए, मैंने सब कुछ रिकॉर्ड किया।"

बड़े अस्पतालों में भी सुविधाओं की कमी
जीएमसीएच में 26 मरीज़ों की मौत से कुछ दिनों पहले ही यहां के रेज़िडेंट डॉक्टरों के संगठन ने ऑक्सीजन की कमी की बात कही थी। लेकिन, पर्याप्त आपूर्ति सुनिश्चित नहीं की जा सकी। हमने अस्पताल में सर्जरी विभाग के डॉ प्रतीक सावंत से बात की और जो अभी 'कोविड ड्यूटी' पर हैं। वह गोवा रेज़िडेंट डॉक्टर्स एसोसिएशन के अध्यक्ष भी हैं।
डॉ. सावंत ने कहा, "स्थिति बहुत ख़राब और डॉक्टरों को बहुत कमी है।" "यहां पॉज़िटिविटी रेट 45 से 50 फीसदी है और यह चिंताजनक है। हमारे अस्पताल में 700 बेड हैं और गंभीर मरीज़ों को सुपर स्पेशियलिटी वार्ड में भर्ती किया जाता है। लेकिन, यह सब कम पड़ रहा है। हमने अपने डीन को मंगलवार और बुधवार की घटनाओं से पहले ऑक्सीजन की कमी के बारे में लिखा था।"
"अब हाई कोर्ट के हस्तक्षेप के बाद भी यहां ऑक्सीजन की आपूर्ति पर्याप्त नहीं है। ये सभी मौतें रात को 2 बजे से सुबह 6 बजे के बीच हुईं हैं। हम इनके पीछे के कारणों का पता लगाने की कोशिश कर रहे हैं।"
बढ़ते संक्रमण के बीच मुख्यमंत्री और स्वास्थ्य मंत्री के में टकराव
गोवा कोरोना महामारी की पहली लहर के दौरान सतर्क था और दूसरी लहर की शुरुआत के दौरान यहां मौतों की संख्या कम दर्ज की गई थी।
स्थानीय डॉ. रिबेलो कहते हैं, "स्थिति कल्पना से परे है। हमें इसका सही कारण पता नहीं है। गोवा की आबादी मुंबई के धारावी की तुलना में भी कम है। फिर कोरोना मरीज़ों की संख्या इतनी तेज़ी बढ़ रही है? इसके पीछे के वैज्ञानिक कारण का हमें अभी तक पता नहीं हैं। हमारे यहां घनी आबादी नहीं है। फिर भी घर-घर और गाँव के बाद गाँव में कोरोना संक्रमण फैल रहा है।"
"यह निश्चित रूप से नए म्यूटेंट का प्रभाव है, जिसके कारण मामले तेज़ी से बढ़ रहे हैं। लेकिन, इस त्रासदी के पीछे ये एकमात्र वजह नहीं है।"
डॉ. रिबेलो के मुताबिक़ गोवा दूसरी लहर का सामना करने के लिए तैयार नहीं था। वो कहते हैं, "हमने पहली लहर के बाद सावधानी नहीं बरती। गोवा को सैलानियों के लिए खोल दिया गया। कई सुपरस्प्रेडर कार्यक्रम आयोजित किए गए। सरकार ने कोई कदम नहीं उठाया। अब हमारे पास ऑक्सीजन की भी कमी है।"
यहां तक कि जीएमसी जैसे बड़े अस्पताल को भी ऑक्सीजन की ज़रूरी आपूर्ति नहीं मिल सकी। दिन के समय में सब कुछ ठीक है, लेकिन रात में जब ऑक्सीजन कम होने लगती है, तो मरीज़ मर जाते हैं। गोवा की आवश्यकता कम है लेकिन इस समय वो भी मुश्किल लग रहा है।
गोवा में मौजूदा स्थिति के लिए मुख्यमंत्री डॉ. प्रमोद सावंत और स्वास्थ्य मंत्री विश्वजीत राणे के बीच राजनीतिक संघर्ष को भी ज़िम्मेदार माना जा रहा है। एक साथ सरकार चलाने के बावजूद दोनों के बीच सामंजस्य नहीं है और कोरोना के दौरान ये बात खुलकर सामने आ गई है।
जब मंगलवार को जीएमसी में 26 मरीजों की मौत हुई, तो गोवा के लोगों ने दोनों नेताओं के बीच के झगड़े को देखा। जब सीएम सावंत से घटना के बारे में पूछा गया, तो उन्होंने कहा कि उनके पास ऑक्सीजन उपलब्ध है, लेकिन आपूर्ति ठीक से नहीं हो रही है।
स्वास्थ्य मंत्री विश्वजीत राणे ने इस बयान पर आपत्ति जताई और उन्होंने कहा कि वह मुख्यमंत्री के साथ बात नहीं कर रहे हैं। राणे ने यहां तक कहा कि मौत की घटनाओं की न्यायिक जांच होनी चाहिए। एक तरफ़ गोवा में लोगों की जान जा रही है, दूसरी तरफ़ सत्ता पक्ष के दो नेता ही एक-दूसरे पर आरोप-प्रत्यारोप लगा रहे हैं।
गोवा के स्थानीय अखबारों में इस तरह का ख़बरें छपी हैं कि दोनों के बीच विवाद इतना बढ़ गया है कि गृह मंत्री अमित शाह को विवाद सुलझाने के लिए दोनों से बात करनी पड़ी।
डॉ रिबेलो कहते हैं, "दोनों ने पहली लहर के दौरान अच्छा काम किया था। लेकिन अब मुख्यमंत्री और स्वास्थ्य मंत्री के बीच की ये लड़ाई ग़लत है और ग़लत समय पर हो रही है। गोवा को ये नहीं चाहिए। हमें अस्पताल चाहिए, ऑक्सीजन चाहिए, राजनीति नहीं।"
'सैलानी आते रहे, शूटिंग चलती रही'
पिछले साल जब देश में कोविड पॉजिटिव मरीज़ों की संख्या बढ़ रही थी, तब गोवा में स्थिति नियंत्रण में थी। लेकिन, कई लोग कहते हैं कि गोवा का प्रशासन दूसरी लहर का सामना करने के लिए ख़ुद को ठीक से तैयार नहीं कर पाया, जबकि चेतावनी दी गई थी कि कोविड की दूसरी लहर अधिक ख़तरनाक होगी।
सरकार ने दिसंबर से सार्वजनिक कार्यक्रमों पर प्रतिबंध नहीं लगाया जो ज़रूरी था। फ़रवरी में एक बड़ा कार्निवल भी आयोजित किया गया था। कार्निवल में भारी भीड़ जमा हुई और लोग बिना मास्क लगाए घूमते देखे गए। मीडिया ने तब सरकार की आलोचना भी की थी।
सरकार ने धार्मिक कार्यक्रमों पर भी प्रतिबंध नहीं लगाया। गुड फ्राइडे के दौरान सार्वजनिक प्रार्थनाएं, त्योहार और मेले बेरोकटोक आयोजित किए गए। दिवाली के बाद से विवाह समारोह में लोगो की संख्या पर कोई प्रतिबंध नहीं था।
इससे भी महत्वपूर्ण बात, गोवा पर्यटकों के लिए खोला गया था। पिछले साल अक्तूबर से पर्यटकों ने गोवा जाना शुरू किया। कई महीनों तक अपने घरों में बंद रहे लोग बड़ी संख्या में गोवा पहुंचने लगे।
31 दिसंबर और 1 जनवरी को, गोवा में पर्यटकों की भारी भीड़ देखी गई। इसे नियंत्रित करने में सरकार विफल रही। पर्यटकों का कोरोना टेस्ट भी नहीं किया गया। बिना मास्क पहने घूमने वाले पर्यटकों के ख़िलाफ़ कोई कार्रवाई नहीं की गई।
पर्यटक समुद्रतट, रेस्त्रां और प्रसिद्ध पर्यटन स्थलों के आसपास घूमने लगे। हालांकि स्थानीय लोगों ने इसकी शिकायतें भी की। कसीनो पर कोई प्रतिबंध नहीं था। रात में कसीनो के बाहर लंबी कतारें देखी जा सकती थीं।
इसके अलावा कई टीवी धारावाहिक, वेब-सीरिज़ और फिल्मों को गोवा के विभिन्न हिस्सों में शूटिंग की अनुमति दे दी गई।
गोवा के समुद्रतटों पर बने लगभग सभी रिसॉर्ट हिंदी या मराठी धारावाहिकों की टीम की मेज़बानी कर रहे थे। आरोप है कि कईयों ने शूटिंग के लिए राज्य सरकार से अनुमति भी नहीं ली थी।
फिलहाल, कोविड की वजह से यहां जान गंवाने वालों की संख्या 1,800 से अधिक हो गई है। पिछले दो दिनों में 150 लोगों की मौत हुई है। यह गोवा की गंभीर स्थिति को दर्शाता है।
टीकाकरण के मामले में यह छोटा राज्य पीछे चल रहा है। इसलिए, मुमकिन है कि गोवा को अभी कुछ समय के लिए और संघर्ष करना पड़ा सकता है।
