मंगलवार, 22 अक्टूबर को बैंकों की हड़ताल होने वाली है जिस कारण देश के कई बैंक बंद रहने वाले हैं। 10 बैंकों का विलय कर 4 बड़े बैंक बनाने के सरकार के फ़ैसले के विरोध में ऑल इंडिया बैंक एंप्लॉइज़ एसोसिएशन (एआईबीईए) और बैंक एंप्लॉइज फ़ेडरेशन ऑफ इंडिया (बीईएफ़आई) ने बैंक हड़ताल की अपील की है।
इसी साल अगस्त के वित्तमंत्री निर्मला सीतारमण ने सरकारी बैंकों के विलय का ऐलान किया। उनका कहना था कि इससे देश में सरकारी बैंकों संख्या घटकर 12 होगी और देश को 5 ट्रिलियन डॉलर की अर्थव्यवस्था बनाने में मदद मिलेगी। लेकिन एआईबीईए का कहना है कि इससे देश की अर्थव्यवस्था को ज़रूरी गति नहीं मिलेगी।
एआईबीईए के मुख्य सचिव सीएच वेंकटाचलम कहते हैं, 'बैंकों में आम नागरिकों का 127 लाख करोड़ रुपया जमा है, हम उसकी सुरक्षा चाहते हैं। इसके लिए हमें बैंकिंग सेक्टर को सावधानी से संभालना पड़ेगा, क्योंकि बड़े बैंक बड़े रिस्क ले सकते हैं। अमेरिका में बड़े बैंक कर्ज़ देकर चले गए लेकिन हमारे देश में ऐसा नहीं होना चाहिए। सरकार विश्व स्तर पर कॉम्पिटिशन करने के लिए भी बड़े बैंक बना रही है।'

कर्ज़माफ़ी से बैंक बदहाल
सीएच वेंकटाचलम कहते हैं कि बैंकों की सबसे बड़ी समस्या नॉन परफ़ॉर्मिंग एसेट्स (एनपीए) हैं, जो 15 लाख करोड़ है लेकिन सरकार का इस पर कम ध्यान है। वो पूछते हैं कि क्या विलय के बाद इस पैसे को वापस लाया जाएगा?
वे कहते हैं, 'बड़ा बैंक बड़ा लोन देगा जिसमें अधिक ख़तरा हो गया है, जैसे नीरव मोदी और किंगफिशर के मालिक विजय माल्या, जो पैसा नहीं चुका पाए हैं। इसमें कृषि और शिक्षा लोन का प्रतिशत काफी कम है। देश का अनुभव जब नकारात्मक है तो सरकार को ऐसा क्यों करना है।'
एआईबीईए और बीईएफ़आई की अपील पर होने वाली इस हड़ताल में ऑल इंडिया बैंक ऑफ़िसर्स एसोसिएशन भी सांकेतिक रूप से अपना समर्थन दे रहा है।
बीईएफ़आई के वाइस चेयरमैन अनूप खरे कहते हैं, 'सरकार से हमारी शिकायत ये ही कि एनपीए की कारगर वसूली के लिए जो काम करने चाहिए थे, कानूनों में संशोधन होने चाहिए थे, ऋण नहीं चुकाने वालों के ख़िलाफ़ कदम उठाने चाहिए थे, वो हुआ नहीं बल्कि कर्ज़ों को माफ भी किया जा रहा है उससे बैंकों को नुकसान हो रहा है और संकट की स्थिति पैदा हो रही है।'
वो कहते हैं कि, 'एनपीए को माफ़ किया गया तो इसका असर बैंकों को पैसा जमा करने वालों पर होगा। इस कारण डर की स्थिति है जिससे सरकार को निपटना होगा।' सरकार को फिलहाल बैंकों के विलय के बारे में सोचने की बजाय बैंकों को मज़बूत करने की जरूरत है। बैंकों के ढांचागत विकास होना चाहिए और ज़रूरी पूंजी भी दी जानी चाहिए।

एनपीए बड़ी समस्या
अब सबसे बड़ा सवाल ये है कि क्या वाकई भारतीय बैंकों से सामने एक बड़ा संकट मुंहबाएं खड़ा है? और क्या बैंकों के विलय से अर्थव्यवस्था को लाभ मिलेगा? बैंकों के विलय का सबसे बड़ा कारण एनपीए यानी डूब गए कर्ज़ बताए जा रहे हैं। लेकिन ये बात भी सच है कि अब तक ये पैसे वसूल नहीं हो पाए हैं, तो ऐसे में हल क्या है?
अर्थशास्त्री भरत झुनझुनवाला कहते हैं, 'बैंकों के विलय पर श्रमिकों का हड़ताल करना उचित नहीं है। मुख्य समस्या ये है कि जिन बैंकों में एनपीए ज़्यादा हैं उनमें अकुशलता है, भ्रष्टाचार है और बड़े बैंकों के साथ विलय करने पर उस पर कुछ नियंत्रण होगा। सरकारी कर्मचारी इस तरह का नियंत्रण नहीं चाहते इसलिए वो इसका विरोध कर रहे हैं।'
वो कहते हैं, 'सरकार का मानना कुछ बैंक कुशल हैं और कुछ अकुशल हैं और अकुशल बैंक का विलय कुशल बैंक के साथ कर दिया जाएगा और वो कुशल बैंक उनको सही रास्ते पर ले आएंगे।'
आर्थिक मामलों की जानकार वरिष्ठ पत्रकार सुषमा रामचंद्रन कहती हैं कि हाल में बैंकों से जुड़ी कुछ ख़बरें आई हैं जिससे डर का माहौल पैदा होता है। वो कहती हैं कि 'ऐसा नहीं हुआ है कि अब तक देश में कोई बड़ा बैंक फेल हुआ हो। मेरे विचार में हमारा केंद्रीय बैंक यानी रिज़र्व बैंक ये कोशिश ज़रूर करेगा कि सभी उपभोक्ताओं का पैसा सुरक्षित रहे।'
भरत झुनझुनवाला भी इस बात से इत्तेफाक रखते हैं कि सरकार के इस फ़ैसले का उपभोक्ताओं पर कोई असर नहीं पड़े, ऐसा लगता नहीं है। वो कहते हैं, 'यदि निजीकरण हो रहा होता या सरकार उपभोक्ता के जमा पर जो सिक्योरिटी देती है उसमें कोई ढील करती तो उसे फर्क पड़ता। विलय से तो उपभोक्ता का लाभ ही होगा।'
राजनीतिक दख़ल या भ्रष्टाचार ज़िम्मेदार
सुषमा रामचंद्रन कहती हैं कि बैंकों के विलय के बाद नौकरियां जाने का भी ख़तरा महसूस किया जा रहा है लेकिन अब तक ऐसी कोई घोषणा सरकार की तरफ से हुई नहीं है। वो कहती हैं, 'विलय के बाद अनुमान ये लगाया जा रहा है कि काफी लोग जो बैंकों के प्रशासनिक काम में लगे हुए हैं, वो बैंकों के दूसरे कामों में जुट जाएंगे। हो सकता है कि कई लोगों को एक विभाग से दूसरे विभाग जाना पड़ेगा लेकिन जैसे-जैसे डिजिटल बैंकिंग बढ़ेगी, उन लोगों का कौशल भी बढ़ेगा।'
तो क्या सरकार के फ़ैसले से क्या एनपीए पर असर पड़ेगा? भरत झुनझुनवाला कहते हैं कि कुछ एनपीए स्वाभाविक होता है, जहां कोई व्यवसायी बाज़ार की परिस्थिति के कारण अपना कर्ज नहीं चुका पाता है लेकिन ये बैंकों के कर्ज़ का काफ़ी छोटा हिस्सा होता है।
वो कहते हैं, 'गड़बड़ी या तो राजनीतिक दखल के कारण या फिर कर्मचारी की अकुशलता और भ्रष्टाचार के कारण होती है। जब ग़लत लोन दिए जाते हैं और वो एनपीए हो जाते हैं। मैं मानता हूं कि ग्रोथ रेट कम होने की आशंका से एनपीए अवश्य बढ़ेंगे लेकिन वो स्वाभाविक विषय है, उसका बैंकों के विलय से कोई सीधा नाता मुझे नहीं लगता।'
सुषमा रामचंद्रन कहती हैं कि दूरदर्शी तरीके से देखा जाए तो ये अर्थव्यवस्था के लिए अच्छा है। वो कहती हैं कि भारत को अभी और बैंकों की ज़रूरत है और न केवल विदेशी निवेश के लिए बल्कि देश की एक बड़ी आबादी को बैंकों से जोड़ने के लिए भी। (सांकेतिक चित्र)
