नागरिकता संशोधन क़ानून यानी CAA के ख़िलाफ़ असम में चल रहा आंदोलन अपना इतिहास दोहरा रहा है। इस आंदोलन में छात्रों की बड़ी भूमिका के कारण अब ये चर्चा होने लगी है कि कैब के बहाने असम में छात्र संगठनों की सक्रियता का पुराना दौर फिर से शुरू हो गया है। इन्हें जनता का अभूतपूर्व समर्थन मिलते हुए दिख रहा है।
नागरिकता संशोधन क़ानून का विरोध दरअसल असमिया अस्मिता की लड़ाई बन गया है। इसका नेतृत्व छात्रों के संगठन कर रहे हैं। वे आगे-आगे हैं और असमिया जनता उनके पीछे। जय अखोम का नारा लगाने वाले युवक-युवतियों का उत्साह यहां एक नए और बड़े छात्र आंदोलन की ज़मीन तैयार कर रहा है। संभव है इस ज़मीन पर असम के भविष्य की पटकथा लिखी जाए।
'दिल पे मत ले यार' जैसी फ़िल्म प्रोड्यूस कर चुके जाने-माने फ़िल्मकार अनीस ऐसा ही मानते हैं। वो कहते हैं कि छात्रों के अंदर इस क़ानून को लेकर उबाल है। उनके पीछे कोई ऑर्गनाइज्ड फोर्स है या नहीं है, ये नहीं पता। मुझे ये स्वत:स्फूर्त ज्यादा लग रहा है। अनीस ने बीबीसी से कहा कि जो बच्चे कहीं सड़क पर दिख नहीं रहे थे, वे सड़क पर आ रहे हैं। कुछ न कुछ तो इनके अंदर हो रहा है। ये शायद कोई नई कहानी लिखें, बशर्ते इन्हें ठीक से कोई रास्ता मिले।
छात्र संगठनों को इस आंदोलन से ऑक्सीजन तो मिलेगा। अब ये देखना होगा कि पुरानी यूथ लीडरशिप इन नए छात्रों को कितना आगे बढ़ने देती है। हो सकता है कि पुराने छात्र नेता इनके पीछे लग जाएं। इन्हें आगे नहीं बढ़ने दें। ये भी हो सकता है कि नई लीडरशिप सामने आए। अभी हम लोगों को यह नहीं दिख रहा है, लेकिन ऐसा हो जाए तो असम और इस देश के लिए अच्छा है।
हमेशा सक्रिय रहे हैं छात्र संगठन
हालांकि, ऑल असम स्टूडेंट यूनियन (आसू) के प्रमुख सलाहकार समुज्जल भट्टाचार्य ऐसा नहीं मानते। उन्होंने बीबीसी से कहा कि असम के तमाम आंदोलनों में छात्र संगठनों की बड़ी भूमिका रही है। हमने न केवल असम बल्कि देश की सियासत और समाज को कई बड़े चेहरे दिए हैं।
समुज्जल भट्टाचार्य ने कहा कि ये मानना बिलकुल गलत होगा कि आसू या दूसरे छात्र संगठनों ने अपनी सक्रियता कम कर दी थी। हमने हर मौके पर अपना काम किया है। असमिया जमीन, समाज, संस्कृति, भाषा, बोली और सियासी अधिकार के लिए छात्र हर वक्त सक्रिय रहे हैं। लेकिन, ये भी सच है कि नागरिकता संशोधन विधेयक लाकर सरकार ने सबको फिर से एक मंच पर ला दिया है।
उन्होंने ये भी कहा कि अब ये जन आंदोलन बन चुका है, क्योंकि हम असम को कश्मीर नहीं बनने देंगे। प्रधानमंत्री नरेंद्र मोदी और उनके प्रिय गृहमंत्री अमित शाह ऐसा करने की कोशिशें कर रहे हैं।

एनआरसी के मुद्दे पर
ऑल असम गोरखा स्टूडेंट यूनियन (अगासू) के प्रमुख प्रेम तमांग का मानना है कि यहां युवाओं को ही नेतृत्व का जिम्मा मिलता रहा है। इस बार कुछ नया नहीं हो रहा है।
उन्होंने बीबीसी से कहा कि एनआरसी के मुद्दे पर हमारे संगठन ने असम में रहने वाले हजारों गोरखाओं का नाम उससे बाहर होने को लेकर सड़क से कोर्ट तक की लड़ाई लड़ी। हम अब भी उसका फॉलोअप कर रहे हैं। 'आसू' और 'नेसू' ने नागरिकता संशोधन क़ानून के ख़िलाफ़ जारी आंदोलन का नेतृत्व अपने हाथ में लिया है। इससे छात्र संगठनों की सक्रियता फिर से बढ़ गई है। इसे एक तरह का रिवाइवल कह सकते हैं।
असमिया फिल्मों की चर्चित अभिनेत्री जरिफा वाहिद इसे युवाओं का आंदोलन मानती हैं। उन्होंने बीबीसी से कहा कि असम की पहचान और अपने वजूद के मुद्दे पर सभी युवा छात्र-छात्राएं एक हैं। आसू ने इसके नेतृत्व का जिम्मा उठाया है, तो सिविल सोसायटी अब उनके साथ खड़ी है। वैसे भी तमाम आंदोलनों का नेतृत्व युवा ही करते रहे हैं। इस बार भी यही हो रहा है। हां, हमारा मुद्दा नागरिकता संशोधन क़ानून का विरोध है। हम लोग सरकार को यह कहना चाहते हैं कि 'नागरिकता संशोधन क़ानून आमी मानी ना। (हम नागरिकता संशोधन क़ानून को नहीं मानते।)
वरिष्ठ पत्रकार और 'दैनिक पूर्वोदय' के संपादक रविशंकर रवि कहते हैं कि नागरिकता संशोधन कानून के ख़िलाफ़ चल रहे इस आंदोलन ने वास्तव में युवाओं को फिर से जागृत कर दिया है। ये ठीक है कि आंदोलन के शुरुआती 3 दिनों के दौरान हिंसा की वारदातें हुई। उनमें कुछ बाहरी लोग शामिल रहे। लेकिन अब नए बच्चे इस आंदोलन को कर रहे हैं। संभव है यह आंदोलन असम की सियासत में कुछ नए चेहरों की एंट्री का माध्यम बने।

असम आंदोलन से कैब विरोध तक
वह 70 के दशक के आख़िरी 2 साल थे। गौहाटी (गुवाहाटी) की सड़कों जय अखोम के नारे लगाती छात्रों की भीड़ थी। उनके पीछे-पीछे पूरा असमिया समाज। न केवल गौहाटी (गुवाहाटी) बल्कि पूरे असम में ऐसे ही नज़ारे थे। विदेशी नागरिकों को भारत की नागरिकता के मुद्दे पर छात्रों का आंदोलन अंतरराष्ट्रीय सुर्ख़ियां बन रहा था। आज भी कमोबेश वही स्थिति है। फिर से वही मुद्दा असम के लोगों के सामने है।
लोग सड़कों पर हैं और इन सबने आंदोलन का नेतृत्व छात्रों के ज़िम्मे कर रखा है। आज भी उसी ऑल असम स्टूडेंट यूनियन (आसू) ने विरोध की अगुवाई का ज़िम्मा उठाया है जिसने तब असम आंदोलन की पटकथा लिखी थी।
क्या यह असम आंदोलन पार्ट-टू है?
छात्र (आसू) नेता से देश के सबसे कम उम्र के मुख्यमंत्री तक का सफर तय करने वाले प्रफुल्ल कुमार महंत कहते हैं कि ताजा विरोध को असम आंदोलन का सिक्वल मान सकते हैं। कभी 33 साल की उम्र में ही असम का मुख्यमंत्री बने प्रफुल्ल कुमार महंत अब 67 वर्ष के हो चुके हैं। वे कहते हैं कि नागरिकता क़ानून में किया गया गया ताजा संशोधन दरअसल असम अकॉर्ड (समझौते) 1985 की सहमतियों का उल्लंघन है।
प्रफुल्ल ने बीबीसी से कहा कि सालों चली लड़ाई और 861 आंदोलनकारियों की शहादत के बाद हुए असम अकॉर्ड को हम ऐसे धराशायी नहीं होने देंगे, लिहाज़ा आज छात्रों के नेतृत्व में पूरा असम विरोध प्रदर्शन कर रहा है। यह नए ज़माने का विरोध है। अगर मौजूदा सरकार इसकी नब्ज़ टटोलने में नाकामयाब हुई, तो यह आंदोलन 21 वीं सदी के छात्र राजनीति की ज़मीन तैयार कर देगा। यह बहुत हद तक हमारे असम आंदोलन जैसा है। ताजा लड़ाई भी असम के मूल निवासियों की भाषा, सियासी अधिकार, संस्कृति और वजूद को लेकर है इसलिए इसका व्यापक असर हो रहा है।
तब और अब में अंतर
वरिष्ठ पत्रकार राजकुमार शर्मा कहते हैं कि असम आंदोलन और छात्रों के ताजा आंदोलन में बड़ा फ़र्क़ नहीं है। छात्रों ने तब भी बड़े सिस्टमेटिक तरीक़े से आंदोलन चलाया और अब यह आंदोलन भी योजनाबद्ध तरीक़े से चलाया जा रहा है। शुरुआती 2 दिनों के हिंसक प्रदर्शनों को छोड़ दें, तो इस आंदोलन में भी पहले जैसी ताजगी है। अब यह देखना होगा कि इसका नतीजा क्या निकलता है?
वहीं गुवाहाटी में बस चुके फ़िल्मकार अनीस का मानना है कि असम आंदोलन में चढ़ाए जाने वाले फूल बिलकुल ताजा थे। अभी का आंदोलन बासी फूलों (पुराने नेताओं) के भरोसे है। इसके बावजूद असम को नई ख़ुशबुओं की उम्मीद करनी चाहिए।
