ओमिक्रॉन की दहशत के बीच क्या टल पाएंगे चुनाव...

देश में कोरोना की तीसरी लहर की आहट के बीच पांच राज्यों में चुनाव प्रचार तेजी पकड़ता जा रहा है। खासकर यूपी में दल पूरी ताकत के साथ प्रचार कर रहे हैं। रैलियों में भीड़ भी खूब जुट रही, लेकिन प्रोटोकॉल का पालन नहीं हो रहा।

2022 में उत्तर प्रदेश, पंजाब, उत्तराखंड, गोवा, और मणिपुर में विधानसभा के चुनाव होंगे। पांच राज्यों के विधानसभा के चुनाव 2024 में होने वाले आम चुनाव के लिए बेहद अहम माने जा रहे हैं। इसीलिए नेताओं के दौरे चुनाव वाले राज्यों में बढ़ गए हैं। वहां ताबड़तोड़ रैलियां हो रही हैं और हजारों की संख्या में लोग रैलियों में शामिल हो रहे हैं। मास्क, सोशल डिस्टैंसिंग और स्वच्छता का ध्यान कितना ही रखा है जा रहा है, रैली की तस्वीरों को देख कर ही पता चल जाता है। खासकर उत्तर प्रदेश में तमाम राजनीतिक दलों ने प्रचार के लिए एड़ी चोटी का जोर लगा दिया है।

अब इन रैलियों में होने वाली भीड़ और कोरोना के बढ़ते मामलों के बीच इलाहाबाद हाई कोर्ट ने गुरुवार को प्रधानमंत्री और निर्वाचन आयोग से अपील की है कि यूपी विधानसभा चुनाव से पहले आयोजित की जा रही रैलियां पर रोक लगाएं। हाई कोर्ट ने कहा राजनीतिक दल अपना प्रचार अखबार, टीवी और अन्य माध्यमों से करे। प्रधानमंत्री से अनुरोध करते हुए कोर्ट ने कहा है कि वे चुनावी सभाओं और रैलियों को रोकने के लिए कड़े कदम उठाएं। कोर्ट ने यह भी कहा है कि प्रधानमंत्री चुनाव टालने पर भी विचार कर सकते हैं।

चुनाव को टालने वाली कोर्ट की नसीहत पर वरिष्ठ पत्रकार यूसुफ अंसारी डीडब्ल्यू से कहते हैं कि वह इससे सहमत हैं और वह इस सहमति के लिए कारण भी बताते हैं। वे कहते हैं, "आपको याद होगा कि अप्रैल में पश्चिम बंगाल विधानसभा चुनाव में भी प्रधानमंत्री ने बड़ी-बड़ी रैलियां की थीं। सुबह उन्होंने कहा था लोग कम जमा हों और शाम को रैली में जाकर भीड़ देख खुशी जाहिर की थी। उन्होंने कहा था इतने लोग आए हैं, मैं गदगद हो गया हूं।"

कोर्ट ने क्या कहा

एक आपराधिक मामले में एक आरोपी को जमानत देते हुए इलाहाबाद हाई कोर्ट के जस्टिस शेखर कुमार यादव ने अपने आदेश के अंत में ओमिक्रॉन और संभावित तीसरी लहर के मामलों में वृद्धि का जिक्र किया। जस्टिस यादव ने इलाहाबाद हाई कोर्ट के रजिस्ट्रार जनरल से स्थिति से निपटने के लिए नियम बनाने का आग्रह करते हुए अपने आदेश में कहा, "अब यूपी में विधानसभा के चुनाव नजदीक हैं, जिसके लिए पार्टियां रैलियां और बैठकें कर रही हैं और लाखों की भीड़ इकट्ठा कर रही है।

इन कार्यक्रमों में कोविड प्रोटोकॉल का पालन करना संभव नहीं है। अगर इसे समय रहते रोका नहीं गया तो परिणाम दूसरी लहर से भी ज्यादा भयावह होंगे।" कोर्ट ने सुझाव दिया कि संभव हो तो फरवरी में होने वाले चुनाव को एक दो महीने के लिए टाल दे।

गुरुवार को हुई यूपी में मोदी की रैली का जिक्र करते हुए अंसारी कहते हैं, "कल भी उन्होंने कहा है कि इतनी भीड़ है कि लोगों के खड़े होने की जगह नहीं है। रैली से आने के बाद उन्होंने कोविड समीक्षा बैठक की। उन्होंने देश में ओमिक्रॉन के हालात के बारे में जाना है।"

उत्तर प्रदेश कांग्रेस में मीडिया विभाग के उपाध्यक्ष डॉ पंकज श्रीवास्तव कहते हैं, "चुनाव लोकतंत्र का आधार है, जनता को अधिकार है कि पांच साल बाद अपनी सरकार चुने। लेकिन पिछले दिनों कोरोना का बहुत ज्यादा प्रकोप था उस दौरान प्रधानमंत्री मोदी ने बड़ी-बड़ी रैलियां कीं। उन्होंने रैली नहीं रोकी। अब हाई कोर्ट ने एक सुझाव दिया जाहिर तौर पर उसकी चिंता भी जायज है। हमें देखना है कि परिस्थिति कैसी है और सरकार का रवैया कैसा है।"

इस बीच गुरुवार को ही मोदी ने एक उच्चस्तरीय बैठक की अध्यक्षता की है। जिसमें ओमिक्रॉन के बढ़ते प्रकोप के बीच कोविड-19 को नियंत्रित और प्रबंधित करने, दवाओं और ऑक्सीजन सिलेंडर की उपलब्धता समेत स्वास्थ्य बुनियादी ढांचे को मजबूत करने के लिए सार्वजनिक स्वास्थ्य प्रतिक्रिया उपायों की समीक्षा की गई।

केंद्र सरकार ने ओमिक्रॉन के बढ़ते मामलों के बीच उन राज्यों को कोविड टीकाकरण तेज करने की सलाह दी है जहां अगले कुछ महीनों में विधानसभा चुनाव होने हैं। राज्यों को सलाह दी गई है कि कोरोना महामारी का मुकाबला करने के लिए अपनी तैयारियों को पूरा रखें। श्रीवास्तव कहते हैं कि जनता की सुरक्षा सबसे ऊपर है और इसका ध्यान रखा जाना चाहिए। अंसारी का कहना है कि उन्हें नहीं लगता है कि देश में हालात चुनाव के लिए ठीक है। वे कहते हैं, "मैं निजी तौर पर इस पक्ष में हूं कि चुनाव को टाला जाना चाहिए। लोगों की जिंदगी से बढ़कर कुछ नहीं हो सकता है।"

यूपी में सख्ती, नाइट कर्फ्यू 

शुक्रवार को उत्तर प्रदेश सरकार ने कोरोना और ओमिक्रॉन के बढ़ते मामले को देखते हुए रात के कर्फ्यू लगाने की घोषणा की है। यूपी में रात 11 बजे से सुबह 5 बजे तक रात के कर्फ्यू की घोषणा की गई है, जो 25 दिसंबर की रात से शुरू हो रहा है। यूपी में अब शादी और सामाजिक आयोजनों में कोविड प्रोटोकॉल के साथ 200 लोगों के शामिल होने की इजाजत होगी। इससे पहले मध्य प्रदेश ने भी रात के कर्फ्यू लगाने की घोषणा की थी। 

देश में ओमिक्रॉन के बढ़ते मामलों की बात की जाए तो यह बहुत ही तेजी से पैर पसार रहा है। देखते ही देखते देश में ओमिक्रॉन के मामले तीन सौ के पार हो गए हैं। देश के 17 राज्यों में ओमिक्रॉन संक्रमितों की संख्या बढ़कर 350 के पार चली गई है।
