नई दिल्ली। केंद्रीय स्वास्थ्य मंत्रालय ने कहा कि कोरोनावायरस (Coronavirus) कोविड-19 टीकाकरण के लिए संशोधित दिशानिर्देशों के पहले दिन सोमवार की शाम तक देशभर में टीके की 75 लाख से अधिक खुराक दी गईं।गत 16 जनवरी से शुरू हुए टीकाकरण अभियान के बाद से एक दिन में टीके की सबसे अधिक खुराक दी गई हैं।
प्रधानमंत्री नरेंद्र मोदी ने कहा, केंद्र सरकार आज से प्रत्येक भारतीय के लिए 'सभी के लिए मुफ्त टीकाकरण अभियान' शुरू कर रही है। भारत के टीकाकरण अभियान के इस चरण के सबसे बड़े लाभार्थी देश के गरीब, मध्यम वर्ग और युवा होंगे। हम सभी को खुद को टीका लगवाने का संकल्प लेना चाहिए। हम साथ मिलकर कोविड-19 को हराएंगे।
संशोधित दिशानिर्देशों के अनुसार, केंद्र द्वारा मुफ्त में उपलब्ध कराए गए टीके की खुराक राज्यों और केंद्र शासित प्रदेशों को आबादी, बीमारी के प्रसार के स्तर और टीकाकरण की प्रगति आदि मानदंडों के आधार पर आवंटित की जाएगी। टीके की बर्बादी से आवंटन पर नकारात्मक प्रभाव पड़ेगा। भारत सरकार देश में स्थित विनिर्माताओं से कोविड रोधी टीकों की 75 प्रतिशत खरीद करेगी।
इसने पहले राज्यों और निजी अस्पतालों को 50 प्रतिशत टीके खरीदने की अनुमति दी थी। हालांकि कई राज्यों द्वारा धनराशि सहित कुछ समस्याओं की शिकायत के बाद प्रधानमंत्री नरेंद्र मोदी ने आठ जून को टीका दिशानिर्देशों में संशोधन की घोषणा की थी।

संशोधित दिशा-निर्देशों में कहा गया था, खरीदे गए टीके राज्यों और केंद्र शासित प्रदेशों को लगातार नि:शुल्क उपलब्ध कराए जाएंगे जैसा कि राष्ट्रीय टीकाकरण कार्यक्रम की शुरुआत के समय से हो रहा है। ये खुराक राज्यों/ केंद्र शासित प्रदेशों द्वारा सरकारी टीकाकरण केंद्रों के माध्यम से प्राथमिकता के अनुरूप सभी नागरिकों को नि:शुल्क लगाई जाएंगी।
इनमें कहा गया था, 18 साल से अधिक आयु के नागरिकों के आबादी समूह के मामले में राज्य/ केंद्रशासित प्रदेश टीका आपूर्ति कार्यक्रम में अपनी खुद की प्राथमिकता तय कर सकते हैं। इन दिशा-निर्देशों में कहा गया था कि टीका विनिर्माताओं द्वारा उत्पादन और नए टीकों को प्रोत्साहित करने के वास्ते, घरेलू टीका विनिर्माताओं को सीधे निजी अस्पतालों को टीके उपलब्ध कराने का विकल्प भी दिया गया है, जो उनके मासिक उत्पादन के 25 प्रतिशत से अधिक नहीं होगा।
इन दिशा-निर्देशों के अनुरूप, राज्य/ केंद्र शासित प्रदेश बड़े और छोटे निजी अस्पतालों तथा क्षेत्रीय संतुलन के बीच टीकों के समान वितरण के मद्देनजर निजी अस्पतालों की मांग का संग्रह करेंगे। दिशानिर्देशों में कहा गया था कि निजी अस्पतालों के लिए टीका खुराक की कीमत प्रत्येक टीका विनिर्माता द्वारा घोषित की जाएगी और बाद में किए जाने वाले किसी भी बदलाव के बारे में पहले से ही सूचित कर दिया जाएगा।
संशोधित दिशा-निर्देशों में कहा गया था कि सभी नागरिक नि:शुल्क टीकाकरण के हकदार हैं, चाहे उनकी आय कितनी भी हो और जो लोग भुगतान करने की क्षमता रखते हैं, उन्हें निजी अस्पतालों के टीकाकरण केंद्रों का उपयोग करने के लिए प्रोत्साहित किया जाता है।
इनमें कहा गया था ‘लोक कल्याण’ की भावना को बढ़ावा देने के लिए, गैर-हस्तांतरणीय इलेक्ट्रॉनिक वाउचर के उपयोग को प्रोत्साहित किया जाएगा, जिसे निजी टीकाकरण केंद्रों पर भुनाया जा सकता है। यह लोगों को निजी टीकाकरण केंद्रों पर आर्थिक रूप से कमजोर वर्गों के टीकाकरण के लिए वित्तीय रूप से मदद करने में सक्षम बनाएगा।(भाषा)
