नई दिल्ली। दिल्ली में मंगलवार को कोरोनावायरस संक्रमण के रिकॉर्ड 28,395 नए मामले सामने आए, वहीं संक्रमण से 277 लोगों की मौत हो गई। इसी के साथ महानगर में संक्रमण की दर बढ़कर 32.82 प्रतिशत हो गई। आंकड़ों के अनुसार जांच के नमूनों में से हर तीसरे नमूने में संक्रमण की पुष्टि हुई है। दिल्ली के अस्पतालों में ऑक्सीजन की घोर कमी है।
महानगर के अस्पतालों में सघन देखरेख कक्षों में भी बेड की भारी किल्लत है और दिल्ली सरकार ने आगाह किया है कि अगर बुधवार सुबह तक स्वास्थ्य संस्थानों में मेडिकल ऑक्सीजन पर्याप्त मात्रा में नहीं पहुंची तो अफरा- तफरी मच जाएगी। सरकारी आंकडों के अनुसार दिल्ली में रात दस बजे तक अस्पतालों के आईसीयू में केवल 30 बेड बचे हैं। शहर में पिछले छह दिन में संक्रमण से 1,100 लोगों की मौत हुई है।
मुख्यमंत्री अरविंद केजरीवाल ने मंगलवार को केंद्र सरकार से हाथ जोड़कर अपील की कि दिल्ली को मेडिकल ऑक्सीजन की आपूर्ति की जाए और कहा कि कुछ अस्पतालों में कुछ घंटे में ऑक्सीजन खत्म होने वाली है। वहीं उपमुख्यमंत्री मनीष सिसोदिया ने कहा कि अगर बुधवार सुबह तक स्टॉक नहीं भरा गया तो महानगर में अफरा-तफरी की स्थिति हो जाएगी। दिल्ली में आईसीयू बिस्तर भी तेजी से भर रहे हैं।
सरकार के दिल्ली कोरोना ऐप के मुताबिक राष्ट्रीय राजधानी के सरकारी एवं निजी अस्पतालों में शाम आठ बजे तक कोरोनावायरस मरीजों के लिए केवल 30 बिस्तर उपलब्ध थे। दिल्ली के मुख्यमंत्री ने ट्वीट किया कि दिल्ली में ऑक्सीजन का गंभीर संकट बना हुआ है। मैं एक बार फिर केंद्र से आग्रह करता हूं कि दिल्ली को जल्द से जल्द ऑक्सीजन की आपूर्ति की जाए। कुछ अस्पतालों में कुछ घंटे की ही ऑक्सीजन बची हुई है। एक अन्य ट्वीट में उन्होंने कहा कि मैं केंद्र सरकार से हाथ जोड़कर अपील करता हूं कि दिल्ली को तुरंत ऑक्सीजन की आपूर्ति की जाए।
सिसोदिया ने ट्वीट किया कि दिल्ली के अधिकतर अस्पतालों में केवल आठ से 12 घंटे तक की ऑक्सीजन बची हुई है। हम पिछले सात दिनों से केंद्र से इनकी आपूर्ति बढ़ाने के लिए कह रहे हैं। अस्पतालों को अगर बुधवार सुबह तक पर्याप्त ऑक्सीजन नहीं मिलती है तो दिल्ली में अफरा-तफरी की स्थिति हो जाएगी। उन्होंने ट्विटर पर विभिन्न अस्पतालों में ऑक्सीजन के स्टॉक पर नोट भी साझा किया।
इस नोट के मुताबिक लोक नायक जयप्रकाश नारायण अस्पताल, दीन दयाल उपाध्याय अस्पताल, बुराड़ी अस्पताल, आंबेडकर अस्पताल, संजय गांधी अस्पताल, बीएल कपूर अस्पताल और मैक्स अस्पताल पटपड़गंज उन अस्पतालों में शामिल हैं, जहां केवल आठ से 12 घंटे तक की ऑक्सीजन बची हुई है। सर गंगाराम अस्पताल ने कहा कि उनके पास केवल आठ घंटे की ऑक्सीजन बची हुई है। अस्पताल में कोविड-19 रोगियों के लिए 485 बिस्तर हैं जिनमें से 475 बिस्तर भरे हुए हैं। करीब 120 रोगी फिलहाल आईसीयू में हैं। इसके अध्यक्ष डी. एस. राणा ने कहा कि 6000 घनमीटर ऑक्सीजन बची हुई है और वर्तमान उपभोग की दर से यह रात एक बजे तक खत्म हो जाएगी। तुरंत आपूर्ति की जरूरत है।

दिल्ली में लॉकडाउन के पहले दिन फिर से प्रवासी श्रमिक का सैलाब : कोरोनावायरस के बढ़ते मामलों को देखते हुए दिल्ली में लगाए गए छह दिन के लॉकडाउन के पहले दिन यहां सड़कें मौटे तौर पर सूनी रहीं जबकि बड़ी संख्या में प्रवासी श्रमिक इसे 26 अप्रैल के बाद भी बढ़ाए जाने की आशंका से घर जाने के लिए बस टर्मिनल की ओर जाते हुए नजर आए। इस बीच, उपराज्यपाल अनिल बैजल ने प्रवासी नागरिकों से डर की वजह से शहर छोड़कर नहीं जाने की अपील की और उन्हें विश्वास दिलाने का प्रयास किया कि सरकार कोरोनावायरस महामारी के इस हालात में भोजन एवं आश्रय संबंधी उनकी समस्त जरूरतों का ध्यान रखेगी।
प्रधान सचिव (गृह) एवं विशेष पुलिस आयुक्त को स्थिति से निपटने के लिए नोडल अधिकारी नियुक्त किया गया है। हालांकि पिछले साल की भांति ही इस बार भी हजारों प्रवासी मजदूर अपने घर जाने के वास्ते बस लेने के लिए अंतरराज्ईय बस टर्मिनलों पर नजर आए।
कौशाम्बी बस डिपो में अपने परिवार के साथ घर जाने का इंतजार कर रही नेपाल की दिहाड़ी मजदूर गीता कुमारी ने कहा कि यदि लॉकडाउन बढ़ गया तो क्या (होगा)? यदि उन्होंने निर्माण गतिविधियां लंबे समय के लिए पूरी तरह रोक दी तो क्या (होगा)? हम तब क्या खाएंगे। पिछली बार हमने स्थिति के सुधर जाने का इंतजार किया लेकिन आखिरकार हमें घर किसी तरह घर जाना ही पड़ा।
उसने कहा कि मेरे परिवार में सात सदस्य हैं, जिसमें बुजुर्ग भी हैं। पिछले बार के लॉकडाउन के दौरान स्थिति खराब होने के बाद हम नेपाल चले गए थे। हम करीब चार-पांच महीने पहले लौटे थे। हम दैनिक मजदूर हैं और वर्तमान हालात के कारण हमारे पास काम नहीं है। हमारे गांव में भी काम नहीं है इसलिए हमें वापस आना पड़ा लेकिन यह निश्चित नहीं है कि कब लॉकडाउन और आगे के लिए बढ़ जाए।
मुख्यमंत्री अरविंद केजरीवाल ने सोमवार को रात दस बजे से 26 अप्रैल सुबह पांच बजे तक छह दिनों के लिए लॉकडाउन की घोषणा की थी। उन्होंने कहा था कि कोविड-19 के मरीज बहुत बड़ी संख्या में होने के कारण दिल्ली में स्वास्थ्य प्रणाली बहुत अधिक दबाव में है और यदि सख्त कदम नहीं उठाए गए तो प्रणाली ध्वस्त हो जाएगी।
इस दौरान बस जरूरी सेवाओं एवं गतिविधियों को ही छूट प्राप्त है और कुछ लोग ही निकले, सड़कें खाली रहीं। आवासीय क्षेत्रों में भी केवल किराना सामान, सब्जियों की दुकानें ही खुलीं।
इस बीच केजरीवाल ने मंगलवार को लोगों से अपील की है कि वे इस अवधि में घरों के भीतर ही रहें। उन्होंने कहा कि यह फैसला लोगों की सेहत और सुरक्षा की दृष्टि से लिया गया है। केजरीवाल ने ट्वीट किया कि दिल्ली में आज से लॉकडाउन शुरू हो चुका है। ए फ़ैसला आपके स्वास्थ्य और सुरक्षा के मद्देनज़र लिया गया है। कृपया इसमें सरकार का सहयोग करें, अपने घर पर ही रहें, संक्रमण से बचकर रहें। दिल्ली में लॉकडाउन से पहले शुक्रवार रात को सप्ताहांत कर्फ्यू लगाया गया था।
उससे पहले सरकार ने रात 10 से सुबह 5 बजे तक के लिए रात्रि कर्फ्यू लगाया था लेकिन तेजी से बढ़ते कोरोनावायरस के मामले घटे नहीं। दिल्ली पुलिस ने कहा कि लॉकडाउन के पहले दिन आवाजाही निर्बाध रही लेकिन कुछ लोगों का घर से अनावश्यक निकलने पर चालान किया गया। शहर के कई क्षेत्रों में पुलिस ने लाउडस्पीकरों से घोषणा करके लोगों को लॉकडाउन के बारे में बताया और उनसे सरकार के कोरोनावायरस दिशानिर्देशों का पालन करने का आह्वान किया।
एक वरिष्ठ पुलिस अधिकारी ने बताया कि आपातस्थिति में फंसे लोगों की मदद की गई और जो लोग बिना वैध कारण के घूमते पाए गए, उन पर जुर्माना किया गया। लॉकडाउन के कारण निजी कार्यालय तथा अन्य प्रतिष्ठान मसलन दुकानें, मॉल, साप्ताहिक बाजार, निर्माण इकाईयां, शिक्षण संस्थान आदि बंद रहे और लोग भी घरों से बाहर नहीं निकले। दिल्ली सरकार ने इस बीच प्रवासी मजदूरों, निर्माण मजदूरों एवं दिहाड़ी मजदूरों के कल्याण के वास्ते कदम उठाने के लिए 7 सदस्यीय समिति बनाई। (भाषा)
