जम्मू। अमरनाथ यात्रा में शामिल होने वालों के लिए खुशखबरी। उन्हें अब पंजीकरण के लिए लंबी लाइन में नहीं लगना पड़ेगा। वे घर बैठकर भी आवेदन कर सकते हैं। अमरनाथ श्राइन बोर्ड के अध्यक्ष राज्यपाल सत्यपाल मलिक ने इच्छुक श्रद्धालुओं के लिए पायलट आधार पर शुरू की गई ऑनलाइन रजिस्ट्रेशन सुविधा का बुधवार को शुभारंभ किया।
1 जुलाई 2019 से शुरू हो रही अमरनाथ यात्रा के इच्छुक यात्री अब ऑनलाइन पंजीकरण करा सकेंगे, लेकिन शुरू में सिर्फ 500 ही श्रद्धालु ऑनलाइन पंजीकरण रोजाना करा सकेंगे। उन्होंने बताया कि बालटाल मार्ग और पहलगाम मार्ग से रोजाना 250-250 श्रद्धालुओं के लिए ऑनलाइन पंजीकरण सुविधा ही उपलब्ध रहेगी।
इस सुविधा का लाभ लेने के इच्छ़ुक श्रद्धालुओं को प्रति श्रद्धालु 200 रुपए के शुल्क के साथ संबधित राज्य व केंद्र शासित राज्य द्वारा स्वास्थ्य प्रमाण- पत्र जारी करने के लिए नामित डॉक्टर अथवा अस्पताल द्वारा जारी स्वास्थ्य प्रमाण-पत्र को भी अपलोड करना होगा।
राजभवन में आयोजित एक सादे समारोह में राज्यपाल ने बोर्ड के अन्य अधिकारियों की मौजूदगी में इस सेवा को शुरू किया। बोर्ड के सीईओ उमंग नरुला ने इस मौके पर बताया कि ऑनलाइन पंजीकरण की सुविधा को पायलट आधार पर शुरू करने का फैसला बोर्ड की गत 7 मार्च 2019 को हुई 36वीं निदेशक मंडल में लिया गया था। उन्होंने बताया कि ऑनलाइन पंजीकरण की सुविधा को एनआईसी की मदद से तैयार किया गया है।
श्राइन बोर्ड ने एक नई पहल के तहत यात्रा परिमट प्रपत्र पर क्यूआर और बॉर कोडिंग शुरू की है। क्यूआर कोड को यात्रियों के डाटा बेस में उनके मोबाइल नंबर के साथ जोड़ा जाएगा। यात्रा प्रमाण-पत्र के क्यूआर कोड को दोमेल व चंदनबाड़ी स्थित एक्सेस कंट्रोल गेट व अन्य शिविरों में स्कैन किया जाएगा। इससे रियल टाइम आधारित यात्रियों की गणना और निगरानी हो सकेगी।
कंप्यूटर द्वारा जारी यात्रा पर्ची को, जिस पर क्यूआर और बॉर कोड होगा, स्वास्थ्य प्रमाण-पत्र की असल प्रति के साथ दोमेल, चंदनबाड़ी स्थित एक्सेस कंट्रोल गेट पर संबधित अधिकारियों को दिखाना होगा। इसके बिना संबधित श्रद्धालु को यात्रा की अनुमति नहीं होगी।

यात्रा ट्रैक के 16 किलोमीटर हिस्से से बर्फ हटाई : चंदनबाड़ी से पहलगाम तक 32 किलोमीटर यात्रा ट्रैक के 16 किलोमीटर हिस्से से बर्फ हटा दी गई। यात्रा शुरू होने से दस दिन पहले यात्रा के आधार शिविर पहलगाम में ज्वाइंट कंट्रोल रूम काम करना शुरू कर देगा। यहां पुलिस व यात्रा से संबंधित अधिकारी 24 घंटे उपलब्ध रहेंगे।
यात्रा को सफल बनाने के लिए बैठक : कश्मीर के डिवीजनल कमिश्नर बसीर अहमद खान की अध्यक्षता में अनंतनाग में हुई बैठक में यात्रा को कामयाब बनाने की तैयारियों पर चर्चा की गई। इसमें आपदा प्रबंधन, स्वास्थ्य, शिक्षा, यात्रा की जिम्मेदारी संभालने वाले अन्य कुछ विभाग के अधिकारियों के साथ श्री बाबा अमरनाथ श्राइन बोर्ड के अधिकारी भी मौजूद थे।
डिवीजनल कमिश्नर ने निर्देश दिए कि 15 जून तक शेषनाग, पंजतरनी, चंदनबाड़ी, पवित्र गुफा के पास प्री फैबरिकेटेड स्ट्रक्चर बनाने, ट्रेक ठीक करने, स्वास्थ्य सुविधाएं जुटाने व क्रिटिकल केयर एंबुलेंस का बंदोबस्त हो जाना चाहिए।
साफ- सफाई के निर्देश : श्री अमरनाथ यात्रा के लिए घोड़े, खच्चर वालों का पंजीकरण करने के साथ डिवकाम ने अनंतनाग के डीसी को निर्देश दिए कि यात्रा प्रबंधों को समय पर पूरा करने के लिए नोडल अधिकारी बना दिए जाएं। इसके साथ पवित्र गुफा के पास साफ-सफाई के लिए सॉलिड वेस्ट मैनेजमेंट तकनीक का भी इस्तेमाल किया जाए।
यात्रियों की सुरक्षा के लिए कड़े बंदोबस्त : अमरनाथ यात्रा मार्ग पर विघटनकारियों और विस्फोटकों का पता लगाने के लिए 35 श्वान दस्तों में से 27 को पहलगाम से पवित्र गुफा तक तैनात किया जाएगा, जबकि 8 बालटाल से पवित्र गुफा तक तैनात रहेंगे। ये श्वान दस्ते यात्रा मार्ग में स्थित आधार शिविरों की सुरक्षा में भी मदद करेंगे।
राज्य पुलिस के सशस्त्र बल की आठ माउंटेन रेस्क्यू टीमें यात्रा मार्ग पर सबसे दुर्गम और कठिन रास्तों पर महिला श्रद्धालुओं और बीमार श्रद्धालुओं को रास्ता पार कराने में मदद करेंगी। एनडीआरएफ की 4 रेस्क्यू व सर्च टीमें अतिरिक्त तौर पर पहलगाम, बालटाल, पंचतरणी और शेषनाग में मौजूद रहेंगी।
यात्रा प्रबंधों में जुटे राज्य पुलिस के एक वरिष्ठ अधिकारी ने बताया कि पहलगाम और बालटाल से जाने वाले दोनों रास्तों पर चिन्हित स्थानों पर तैनात किए जा रहे बचाव दलों में माउंटेन रेस्क्यू एंड सर्च टीमें भी शामिल हैं। प्रत्येक बचाव दल में शामिल सदस्य आपदा प्रबंधन व राहत कार्यों में पूरी तरह से प्रशिक्षित है। ये सभी आवश्यक साजो-सामान से लैस रहेंगे। इन्हें बचाव कार्यों के लिए आवश्यक अत्याधुनिक सेंसर, आक्सीजन सिलेंडर, अत्याधुनिक जीपीएस व संचार उपकरण भी उपलब्ध कराए जाएंगे।
उन्होंने बताया कि बचाव दलों में राज्य सशस्त्र पुलिसबल, स्टेट डिजास्टर रिस्पांस फोर्स और नेशनल डिजास्टर रिस्पांस फोर्स की 20 के करीब टीमें शामिल होंगी। इनके अलावा 12 एवालांच रेस्क्यू टीमें होंगी। इनमें से 11 टीमें एसडीआरएफ और एक सीआरपीएफ की टीम होगी।
यात्रा मार्ग पर किसी भी प्राकृतिक आपदा से पैदा आपात स्थिति से निपटने के लिए विभिन्न स्थानों पर 30 बचाव दल मौजूद रहेंगे। इन टीमों की तैनाती का काम 15 जून से शुरू हो जाएगा। ये सभी टीमें लगातार एक-दूसरे के संपर्क में रहेंगी, ताकि मुश्किल घड़ी में जरूरतमंदों तक मदद पहुंचाई जा सके।
