भोपाल। मध्यप्रदेश में सियासी संकट के बीच अब राजभवन और सरकार के बीच सीधा टकराव देखने को मिल रहा है। सोमवार को सदन में सरकार के द्वारा विश्वास मत (फ्लोर टेस्ट) नहीं कराए जाने पर राज्यपाल लालजी टंडन ने आपत्ति जताई है। राज्यपाल ने फिर मुख्यमंत्री कमलनाथ को पत्र लिखकर 17 मार्च को फ्लोर टेस्ट कराने का कहा है।
मुख्यमंत्री को लिखे पत्र में राज्यपाल ने लिखा कि मेरे पत्र दिनांक 14 मार्च, 2020 का उत्तर आपसे प्राप्त हुआ है, धन्यवाद। मुझे खेद है कि पत्र का भाव/भाषा संसदीय मर्यादाओं के अनुकूल नहीं है।
मैंने अपने 14 मार्च, 2020 के पत्र में आपसे विधानसभा में 16 मार्च को विश्वास मत प्राप्त करने के लिए निवेदन किया था। आज विधानसभा का सत्र प्रारंभ हुआ। मैंने अपना अभिभाषण पढ़ा परन्तु आपके द्वारा सदन का विश्वास मत प्राप्त करने की कार्यवाही प्रारंभ नहीं की और इस संबंध में कोई सार्थक प्रयास भी नहीं किया गया और सदन की कार्यवाही दिनांक 26.03.20 तक स्थागित हो गई।

आपने अपने पत्र में सर्वोच्च न्यायालय के जिस निर्णय का जिक्र किया है, वह वर्तमान परिस्थितियों और तथ्यों में लागू नहीं होता है। जब यह प्रश्न उठे कि किसी सरकार को सदन का विश्वास प्राप्त है या नहीं? तब ऐसी स्थिति में सर्वोच्च न्यायालय द्वारा अपने अनेक निर्णयों में निर्विवादित रूप से स्थापित किया गया है कि इस प्रश्न का उत्तर अंतिम रूप से सदन में फ्लोर टेस्ट के माध्यम से ही हो सकता है।
यह खेद की बात है, कि आपने मेरे द्वारा आपको दी गई समयावधि में अपना बहुमत सिद्ध करने के बजाय, यह पत्र लिखकर विश्वास मत प्राप्त करने एवं विधानसभा में फ्लोर टेस्ट कराने में अपनी असमर्थतता व्यक्त की है, आना-कानी की है, जिसका कोई भी औचित्य एवं आधार नहीं है। आपने अपने पत्र में फ्लोर टेस्ट नहीं कराने के जो कारण दिए हैं, वे आधारहीन एवं अर्थहीन हैं।
अतः मेरा आपसे पुनः निवेदन है कि आप संवैधानिक एवं लोकतंत्रीय मान्यताओं का सम्मान करते हुए कल दिनांक 17 मार्च, 2020 तक मध्यप्रदेश विधान सभा में फ्लोर टेस्ट करवाएं तथा अपना बहुमत सिद्ध करें, अन्यथा यह माना जाएगा कि वास्तव में आपको विधानसभा में बहुमत प्राप्त नहीं है।
