भारत में कोविशील्‍ड, कोवैक्‍सीन और स्‍पुतनिक के ‘दावे और हकीकत’, इनके अलावा देश को है 5 और वैक्‍सीन का इंतजार

वैक्‍सीनेशन को लेकर भारत सरकार और कोविड टास्‍क फोर्स के दावों में अंतर नजर आ रहा है। देश में वैक्‍सीन की रफ्तार वैसे ही धीमी हो गई है, ऐसे में दुनिया का यह सबसे बडा वैक्‍सीनेशन अभि‍यान कब और कैसे पूरा होगा, इस बारे में किसी के पास कोई जवाब नहीं है।

आइए जानते हैं भारत में वैक्‍सीनेशन को लेकर भारत सरकार और कोव‍िड टास्‍क फोर्स के अब तक के क्‍या दावें हैं और उनकी हकीकत क्‍या है।

कोविड टास्क फोर्स ने 13 मई को वैक्सीन की उपलब्धता को लेकर बात कही थी। स्‍वास्‍थ्‍य नीति आयोग के सदस्य डॉ. वीके पॉल ने एक प्रेजेंटेशन दिखाया और कहा था कि भारत में अगस्त से दिसंबर तक 2.1 अरब डोज बनेंगे। मतलब पूरी आबादी को दो डोज दे सकें, इतने डोज भारत में ही बन जाएंगे।

दूसरी तरफ सरकार ने जो योजना तैयार की है, उसमें यह दावा वास्तविकता से दूर है। इस वक्‍त वैक्‍सीनेशन प्रोडक्‍शन की जो गति है उसे देखकर लगता नहीं कि दिसंबर तक भारत में लक्ष्‍य के आधे डोज भी मिल सकेंगे।

आखि‍र क्‍या है वैक्सीन सप्लाई पर सरकार की योजना और उसकी ग्राउंड तैयारी।

कोवीशील्ड
वायरल वेक्टर वैक्सीन। चिम्पैंजी में मिलने वाला एडेनोवायरस लिया। उसमें परिवर्तन किया। उसे कोरोना जैसा बनाया है। 12 से 18 हफ्तों के अंतराल में दो डोज देने पर यह वैक्सीन करीब 80 प्रतिशत प्रभावी है।

क्‍या है स्‍थि‍ति
ऑक्सफोर्ड यूनिवर्सिटी और ब्रिटिश फर्म एस्ट्राजेनेका ने इसे विकसित किया है। भारत में 16 जनवरी से शुरू हुए वैक्सीनेशन में इसे शामिल किया गया था। 28 मई तक 18 करोड़ डोज लग चुके हैं। सरकार ने दो बार दो डोज का अंतराल बढ़ाया। पहले 4-6 हफ्ते से बढ़ाकर 6-8 हफ्ते किया और फिर 13 मई को इसे बढ़ाकर 12-16 हफ्ते किया।

अब कुछ ही दिन पहले सीरम इंस्टीट्यूट ने सरकार को चार महीने का प्रोडक्शन प्लान दिया है। उसके मुताबि‍क अगस्त तक वह 10 करोड़ डोज हर महीने बनाने लगेगी। अगस्त से दिसंबर तक 50 करोड़ डोज ही बन सकेंगे। इसमें भी कंपनी कच्चे माल के लिए अमेरिका पर निर्भर है और इस वजह से पहले ही उसका प्रोडक्शन प्लान गड़बड़ा चुका है।

कोवैक्सिन
यह इनएक्टिवेटेड वैक्सीन है। वायरस को रेडिएशन, गर्मी और अन्य उपायों से कमजोर किया। शरीर में इंजेक्ट किया, ताकि प्राकृतिक तरीके से एंटीबॉडी बन सकें।

क्‍या है स्‍थि‍ति
इंडियन काउंसिल ऑफ मेडिकल रिसर्च (ICMR) के साथ मिलकर भारत बायोटेक ने वैक्सीन विकसित की है। 16 जनवरी से शुरू वैक्सीनेशन में शामिल रही है। पिछले महीने जारी दूसरे अंतरिम नतीजों के अनुसार यह वैक्सीन 78 प्रतिशत प्रभावी है। 28 मई तक कोवैक्सिन के 2.19 करोड़ डोज लग चुके हैं।

सरकार का दावा है कि जुलाई तक 8 करोड़ डोज उपलब्ध होंगे। इसके बाद अगस्त से दिसंबर तक 55 करोड़ डोज मिलेंगे। यानी हर महीने 11 करोड़ डोज का प्रोडक्शन होगा। जबकि भारत बायोटेक ने सरकार को बताया है कि जुलाई तक 3.32 करोड़ डोज हर महीने बनने लगेंगे। अगस्त में प्रोडक्शन बढ़ाकर 7.82 करोड़ डोज हर महीने किया जाएगा। कंपनी ने इसके लिए कर्नाटक के मालुर में एनिमल वैक्सीन बनाने वाली फेसिलिटी और गुजरात के अंकलेश्वर की फेसिलिटी में भी कोवैक्सिन बनाने की योजना बनाई है।

केंद्र सरकार ने कोवैक्सिन प्रोडक्शन बढ़ाने के लिए कोविड सुरक्षा मिशन लॉन्च किया है। इसके तहत सरकार अपनी तीन यूनिट्स- इंडियन इम्युनोलॉजिकल्स लिमिटेड, भारत इम्युनोबायोलॉजिकल्स एंड बायोलॉजिक्स लिमिटेड और हॉफकिन इंस्टीट्यूट- को कोवैक्सिन प्रोडक्शन के लिए तैयार कर रही है। इनमें 3 करोड़ डोज हर महीने बन सकते हैं, पर यूनिट्स को तैयार करना एक बड़ी चुनौती होगी।

स्पुतनिक V
इसका प्रोडक्शन अभी देश में शुरू नहीं हुआ है। रूस से आई पहली खेप के आधार पर 14 मई को स्पुतनिक वी का पहला डोज भारत में लगाया गया। इसके दो डोज अगल है तो प्रोडक्‍शन भी अलग होगा। यह वायरल वेक्टर वैक्सीन है। एडेनोवायरस से विकसित किया है। यह दो डोज वाली वैक्सीन है, जिसके दोनों डोज में अलग-अलग वायरस का इस्तेमाल किया है।

क्‍या है स्‍थि‍ति
रूसी वैक्सीन स्पुतनिक को भारत सरकार ने 12 अप्रैल को इमरजेंसी इस्तेमाल की इजाजत दी थी। यह वैक्सीन करीब 92 प्रतिशत प्रभावी बताई जा रही है। सरकार ने कहा है कि जुलाई से दिसंबर के बीच 15.6 करोड़ डोज उपलब्ध होंगे। जबकि डॉ. रेड्डीज लैबोरेटरी ने रूस से 1.5 लाख डोज मंगवाए थे, जिसका इस्तेमाल प्राइवेट अस्पताल में हो रहा है। पैनासिया बायोटेक के हिमाचल प्रदेश की फेसिलिटी में स्पुतनिक बननी शुरू हो गई है। पहला बैच क्वालिटी जांच के लिए मॉस्को में गामालेया सेंटर भेजा जाएगा। समस्या यह है कि इस वैक्सीन को -18 डिग्री सेल्सियस पर स्टोर करने की जरूरत होगी। यह भारत में उपलब्ध रेफ्रिजरेशन व्यवस्थाओं को चुनौती होगी।
इसके साथ ही इसके दोनों डोज का प्रोडक्‍शन भी एक चुनौती होगी।

इन वैक्‍सीन का भी देश को इंतजार
इसके साथ ही अहमदाबाद की जायडस कैडिला की स्वदेशी वैक्सीन फेज-3 ट्रायल्स में हैं। जून में इसके नतीजे आ सकते हैं। वहीं जायकोव डी भी है। यह तो तीन डोज वाली वैक्सीन होगी। बायोलॉजिकल ई नाम की एक वैक्‍सीन के ग्लोबल ट्रायल्स के नतीजों का अभी इंतजार करना होगा। इधर कोवावैक्स नाम की वैक्‍सीन पर भी सरकार प्रयास कर रही है। वहीं भारत बायोटेक की नेजल वैक्सीन का भी इंतजार है। यह सब अपनी अडचनों को पार करती हुई कब तक बाजार में आएगी और कैसे इनका वितरण होगा, इन सब पर फिलहाल सवाल कायम है।
