कोरोना संकट के दौर में आप 'फ़िज़िकल डिस्टेंसिंग' की ऐसी हिदायतें सुनते-पढ़ते रहते होंगे। लेकिन सोचिए, अगर कहीं तूफ़ान आ जाए, बाढ़ या भूकंप आ जाए तो क्या इन नियमों का पालन हो पाएगा? ज़ाहिर है, प्राकृतिक आपदा के दौरान फ़िज़िकल डिस्टेंसिंग के नियमों का पालन करना लगभग नामुमकिन है।
इंटरनेशनल फ़ेडरेशन ऑफ़ रेड क्रॉस और मानवीय सहायता पहुंचाने वाली अन्य एजेंसियों का कहना है कि ख़राब मौसम और प्राकृतिक आपदाओं की वजह से विस्थापन की मार झेल रहे लोग कोरोना संक्रमण के दौर में भी फ़िज़िकल डिस्टेसिंग के नियमों का पालन नहीं कर पा रहे हैं।
पूर्वी अफ़्रीका में इंटरनेशनल फ़ेडरेशन ऑफ़ रेड क्रॉस के इमर्जेंसी को-ऑर्डिनेटर मार्शल मैकावरे ने बीबीसी को बताया कि प्राकृतिक आपदाओं की चपेट में आकर विस्थापित होने वाले लोग फ़िज़िकल डिस्टेंसिंग बनाए रखने में असमर्थ हैं।

उन्होंने कहा, ऐसी मुश्किल परिस्थितियों में लोगों को कोविड-19 प्रोटोकॉल और दिशानिर्देशों का उल्लंघन करने के लिए बाध्य होना पड़ रहा है। बीबीसी ने ख़राब मौसम और प्राकृतिक आपदा प्रभावित इलाक़ों में रह रहे कुछ लोगों से इस बारे में बात की है।
भारत
ओडिशा में रहने वाले 38 वर्षीय सुब्रत कुमार पढिहरी चिंतित हैं। भारतीय अधिकारी साइक्लोन अम्फान के ख़तरे की वजह से अलर्ट मोड में हैं। साइक्लोन अम्फान ने पश्चिम बंगाल और ओडिशा के कई हिस्सों में भारी नुक़सान पहुंचाया है।
सुब्रत का गांव समुद्र से लगभग 40 किलोमीटर दूर है। वो जिस घर में अपनी पत्नी, तीन बेटियों और मां के साथ रहते हैं, वो पिछले साल आए साइक्लोन फणी की वजह से बुरी तरह जर्जर हो चुका है। अब उन्हें डर है कि अम्फान की वजह से उनका घर धराशायी न हो जाए। अगर उनका घर बच भी जाए तो उन्हें डर है कि अधिकारी उन्हें अपना गाँव छोड़कर सुरक्षित जगह पर जाने को कहेंगे। सुब्रत को डर है कि इस बार हालात और ख़राब हो सकते हैं।
उन्होंने कहा, मुझे डर है कि हमें पास के स्कूलों में ले जाया जाएगा। ये वही स्कूल हैं जिन्हें कोविड-19 की वजह से क्वारंटीन शेल्टर में बदल दिया गया है। हमारे गांव में ज़्यादा शेल्टर नहीं हैं इसका मतलब है कि हमें उन लोगों के साथ रहना पड़ सकता है जो पहले से कोरोना संक्रमित हों।
ऑक्सफ़ैम एशिया में फ़ूड ऐंड क्लाइमेट पॉलिसी प्रमुख सिद्धार्थ श्रीनिवास ने बीबीसी से बातचीत में कहा, पश्चिम बंगाल पहले से ही कोविड-19 संक्रमण के मामलों से जूझ रहा है। ऐसे में साइक्लोन से बचने की तैयारियों को लेकर चिंता और बढ़ जाती है। अतीत में राज्य सरकारें आपदा के समय लोगों को स्कूल और सार्वजनिक इमारतों में ले जाती थीं लेकिन अभी कोविड-19 संक्रमण की वजह से यह उचित नहीं होगा।
युगांडा
पश्चिमी युगांडा के कसीज़ ज़िले में हाल ही में भयंकर बाढ़ आई थी। बाढ़ की वजह से यहां सैकड़ों लोग विस्थापित हुए हैं। 23 साल की जैसोलिन गर्भवती हैं। उन्हें इन दिनों अपने दो बच्चों के साथ एक स्कूल में बनाए आश्रय गृह में रहना पड़ रहा है। गर्भवती होने के कारण उनके कोविड-19 से संक्रमित होने की आशंका भी ज़्यादा है। जिस आश्रय गृह में वो हैं, वहां लगभग 200 लोग और भी हैं।
जैसोलिन कहती हैं, हम ख़तरों से घिरे हुए हैं। जगह कम होने के कारण मैं लोगों से दूर नहीं रह सकती। अभी हम तीन और परिवारों के साथ रह रहे हैं। मुझे डर है कि कहीं मैं संक्रमित न हो जाऊं। मुझे अपने छोटे बच्चों और पेट में पल रहे बच्चे की चिंता है। सात मई की रात जैसोलिन अपने दो बच्चों के पास सो रही थीं जब उन्हें गांव के लोगों की चीखें सुनाई दीं।
वो बताती हैं, मुझे अब अहसास होता है कि लोग मुझे जान बचाकर भागने के लिए कह रहे थे। पूरा गाँव बाढ़ की चपेट में आ गया था। मैंने अपने बच्चों को लिया और भाग गई। मेरे पास कोई और सामान लेने का वक़्त नहीं था। जैसोलिन ने अपने होने वाले बच्चे के लिए कुछ कपड़े ख़रीदे थे। वो बताती हैं, मैं वो कपड़े भी नहीं बचा पाई। बाढ़ ने सब छीन लिया। हमारे पास जो कुछ था, सब चला गया।
जैसोलिन के पति दूसरे ज़िले में काम करते हैं और कोरोना संक्रमण जे जुड़ी पाबंदियों की वजह से उनके पास नहीं आ सके हैं। वो कहती हैं, मेरे पास कोई और जगह नहीं है। मैं नहीं जानती कि आगे क्या करूंगी। रेडक्रॉस के राहतकर्मियों का कहना है कि इस वक़्त बाढ़ प्रभावित हज़ारों लोग चर्च और स्कूलों में शरण ले रहे हैं। इन जगहों पर पानी, साबुन और साफ़-सफ़ाई की कमी है।
बाढ़ की वजह से लगभग छह देशों में सैकड़ों लोगों की मौत हो गई है और लाखों लोग विस्थापित हुए हैं। जॉन्स हॉपकिन्स यूनिवर्सिटी के आंकड़ों के अनुसार, अफ़्रीका में अब तक 82 हज़ार से ज़्यादा संक्रमण के मामलों की पुष्टि हो चुकी है और 2,700 लोगों की मौत हो गई है।
पूर्वी अफ़्रीका में सबसे ज़्यादा कोविड-19 प्रभावित देश हैं- सोमालिया, कीनिया और तंज़ानिया। सोमालिया में अब तक 55, कीनिया में 50 और तंज़ानिया में 21 लोगों की मौत हो चुकी है।
प्रशांत द्वीप समूह
प्रशांत द्वीप समूह के देशों में तकरीबन एक महीने पहले उष्णकटिबन्धीय चक्रवात हैरॉल्ड आया था। इसकी वजह से कुछ देशों को कोविड-19 से जुड़ी पाबंदियां हटानी पड़ीं ताकि लोग आश्रय गृहों में जा सकें।
कुछ लोग अब भी शेल्टर होम्स में ही हैं क्योंकि महामारी की वजह से राहत और बचाव कार्य में मुश्किलें आ रही हैं। सबसे बुरी तरह प्रभावित देश वानूअतू है। यूनिसेफ़ के अनुसार यहां 92 हज़ार से ज़्यादा लोगों पर चक्रवात का असर हुआ है। फ़िजी में अब भी 10 राहत शिविर खुले हैं, क्योंकि लोग चक्रवात में अपने घर खोने के बाद नए घर नहीं बना पाए हैं।
फ़िजी काउंसिल ऑफ़ सोशल सर्विसेज़ की निदेशक वानी कैटेनासिज़ा ने कहा, लोगों को पानी मिलने में बहुत दिक्कतें आ रही हैं क्योंकि साइक्लोन की वजह से वाटर सप्लाई इंफ़्रास्ट्रक्चर नष्ट हो गया है। बिना पर्याप्त पानी के हम कोविड-19 गाइडलांस का पालन करना बहुत मुश्किल है। हालांकि फ़िजी की सरकार संक्रमण मामलों पर काबू पाने में सफल रही है।
मानवीय मदद पहुंचाने वाली एजेंसियों का कहना है कि राहत कार्यों के साथ-साथ कोविड-19 के दिशानिर्देश लागू कराना भी आसान हो जाएगा। रेडक्रॉस रिलीफ़ कार्यकर्ता युगांडा के बाढ़ पीड़ित लोगों को पानी और साबुन बांट रहे हैं।
इंटरनेशनल फ़ेडरेशन ऑफ़ रेडक्रॉस के मार्शल मैक्वारे कहते हैं, हालांकि ये मुश्किल है लेकिन हम फिर भी प्रभावित लोगों को गाइडलाइंस के पालन की याद दिला सकते हैं। हम खाने के पैकेटों और अन्य राहत सामग्रियों के पैकेट पर कोविड-19 गाइडलाइंस लिखकर आपदा प्रभावित क्षेत्रों में बांट सकते हैं। इससे लोगों को मुश्किल हालात में थोड़ी-बहुत ही सही मगर सतर्कता बरतने में मदद मिलेगी।
ऑक्सफ़ैम एशिया के सिद्धार्थ श्रीनिवास कहते हैं कि कोविड-19 जैसी महामारी और आपदा का एकसाथ सामना कैसे करना है, ये बहस अभी शुरू ही हुई है। वो कहते हैं, किसी ठोस नतीजे तक पहुंचने के लिए हमें इस बारे में बहुत कुछ सोचना-समझना होगा।
