बरेली शहर से क़रीब तीस किलोमीटर दूर आंवला क़स्बे के पास खैलम गांव के ज़्यादातर मुस्लिम परिवार पिछले दो हफ़्ते से अजीब सी दहशत में हैं। इनके गांव से निकलने वाली कांवड़ यात्रा के दौरान किसी तरह का विवाद न हो, इसलिए पुलिस ने इन्हें चेतावनी दे रखी थी और सैकड़ों लोगों को रेड कार्ड जारी किए गए थे।
हालांकि ये रेड कार्ड ऐसे सभी संदिग्धों को जारी किए गए थे जिनसे पुलिस और प्रशासन को माहौल बिगाड़ने की आशंका थी लेकिन इसके डर से पलायन करने वाले परिवारों में मुसलमान ज़्यादा हैं। गांव में ज़्यादातर मुस्लिम परिवारों के घरों पर पिछले कई दिनों से ताले लटक रहे हैं और जिनके घरों पर ताले नहीं भी हैं, वहां केवल कुछेक महिलाएं ही हैं, बाकी लोग कहीं दूर अपने रिश्तेदारों के घर चले गए हैं।
दरअसल, पिछले साल कांवड़ यात्रा के दौरान शिवरात्रि के दिन इस गांव में दोनों समुदायों के बीच हिंसक झड़प हो गई थी। उसी को देखते हुए इस साल प्रशासन पहले से ही सचेत हो गया और लोगों को चेतावनी जारी कर दी गई।
घर छोड़ कर क्यों गए?
बरेली के पुलिस अधीक्षक ग्रामीण डॉक्टर सतीश कुमार बताते हैं, "पिछले साल कांवड़ यात्रा के दौरान दोनों पक्षों में हिंसक झड़पें हुई थीं। दोनों समुदायों के कई लोगों के ख़िलाफ़ एफ़आईआर दर्ज कराई गई थी। इस बार भी वैसी कोई घटना न घटने पाए इसलिए लोगों को रेड कार्ड जारी किए गए थे। हालांकि हमारे संज्ञान में ये बात नहीं आई कि लोग इस वजह से घर छोड़कर गए हैं।"

सतीश कुमार का कहना है कि बाक़ायदा ये संदेश गांव वालों को दे दिया गया था कि किसी को डरने की ज़रूरत नहीं है, उन्हें पूरी सुरक्षा दी जाएगी। लेकिन गांव वालों का कहना है कि लोगों को डर था कि कहीं कोई विवाद होने पर उनका नाम न आ जाए, इसलिए वो ख़ुद ही चले गए।
खैलम गांव की ही रहने वाली समीना के चार बेटे और एक बेटी हैं। वो बताती हैं, "हमारा एक बेटा फ़ौज में है, वो बाहर रहता है ड्यूटी पर। बाकी सभी बेटे और बहुएं अपने बच्चों को लेकर गांव से बाहर रिश्तेदारी में चले गए। पुलिस वालों ने ऐसा डरा दिया कि पता नहीं किसके ख़िलाफ़ केस बना दें। ऐसे में भलाई इसी में समझी गई कि जब तक कांवड़िए न चले जाएं, गांव से बाहर ही रहो।"
अफवाह थी कि हिंदू परिवार के लोग भी गए हैं
समीना बताती हैं कि घर में एक भैंस पली है, उसे चारा-पानी देने की वजह से वो कहीं नहीं गईं। वहीं गांव की अन्य महिलाओं का भी कहना था कि ज़्यादातर घरों में सिर्फ़ घर की रखवाली या फिर पशुओं की देख-रेख के लिए बुज़ुर्ग महिलाएं ही थीं, बाकी लड़के-लड़कियां और पुरुष गांव से बाहर चले गए थे।
समीना जैसी कहानी खैलम गांव के तमाम मुस्लिम परिवारों की है। क़रीब चार हज़ार की आबादी वाले इस गांव में साठ प्रतिशत आबादी मुसलमानों की है। बताया गया कि कुछ हिन्दू परिवारों के लोग भी घरों पर ताला लगाकर गए हैं लेकिन हिन्दू आबादी में ऐसा कोई नहीं मिला।
गांव के ही आज़म हमें उन घरों को दिखाते हैं जहां शुक्रवार को भी ताले लटक रहे थे। हालांकि मुख्य कांवड़ यात्रा गुरुवार को ही थी और लोग पास के एक मशहूर शिव मंदिर में शिवरात्रि के दिन जल चढ़ाने जाते हैं। गुरुवार को भारी मात्रा में पुलिस और पीएसी के जवान यात्रा मार्ग पर तैनात किए गए थे। एसपी ग्रामीण सतीश कुमार कहते हैं कि इतनी सतर्कता की वजह से ही यात्रा सकुशल और शांतिपूर्ण रही और लोगों ने भी साथ दिया।

बाज़ार एक हफ़्ते से हैं बंद
मुख्य सड़क से गांव के भीतर दाख़िल होने पर गांव का मुख्य बाज़़ार पड़ता है। बाज़ार में दोपहर का वक़्त होने के नाते सन्नाटा छाया था लेकिन स्थानीय लोगों के मुताबिक बाज़ार पिछले एक हफ़्ते से बंद है। तमाम दुकानों पर अभी भी ताले लगे हुए हैं।
एक मेडिकल स्टोर चलाने वाले अजमत ने बीबीसी को बताया कि उन्होंने शुक्रवार को नौ दिन बाद अपनी दुकान खोली है। उनका कहना था, "पिछले साल मेरी दुकान में तोड़-फ़ोड़ करके काफ़ी नुक़सान पहुंचाया गया था, इसलिए मैंने कांवड़ यात्रा से पहले ही दुकान बंद कर दी और यहां से बाहर चला गया।"
मुस्लिम समाज के लोगों की मानें तो गांव के लगभग 150 परिवार पुलिस की कार्रवाई की खौफ से घरों में ताला डालकर चले गए हैं। उनका कहना है कि उन्हें डर है कि अगर कावंड़ यात्रा में कोई हंगामा या बवाल होता है तो निर्दोष लोगों पर भी कार्रवाई की जाएगी। अगर वे गांव में नहीं रहेंगे तो फिर उनका नाम नहीं आएगा।
लोगों का लौटना भी शुरू हो गया
ग्रामीणों का कहना है कि प्रशासन के साथ-साथ उन्हें कुछ कांवड़ियों का भी डर था, जिसकी वजह से कई लोग गांव छोड़कर चले गए। हालांकि शुक्रवार से लोगों का लौटना भी शुरू हो गया और कई लोग लौटते हुए दिखे भी। वहीं गांव के दूसरे छोर पर मंदिर के पास कांवड़ लेकर जल चढ़ा चुके कुछ लोगों का कहना था कि पिछले साल मुस्लिम समुदाय के लोगों ने ही उन पर पत्थर फेंके थे, इसीलिए दोनों पक्षों में विवाद हुआ था।
दरअसल गांव के कांवड़िए गंगाजल लेकर जिस गौरीशंकर गुलरिया मंदिर में चढ़ाने जाते हैं, उसकी दूरी यहां से क़रीब पांच किलोमीटर है और वहां जाने के दो रास्ते हैं। एक रास्ता गांव के बाहर की ओर से जाता है और एक गांव के भीतर से होकर। पिछले साल से पहले तक बाहर वाले रास्ते से ही कांवड़ यात्रा निकलती थी लेकिन पिछले साल पहली बार इस रास्ते से कांवड़िए गए और माहौल ख़राब हुआ।
माहौल ख़राब करने के लिए हिन्दू और मुस्लिम समुदाय के लोग एक-दूसरे पर आरोप लगाते हैं लेकिन पुलिस का कहना है कि ग़लती दोनों समुदाय के लोगों की थी, इसीलिए पिछले साल दोनों समुदाय के लोगों के ख़िलाफ़ कार्रवाई की गई और कई लोगों को ज़िला बदर भी किया गया है।
हिंदू-मुसलमान में कभी नहीं हुआ विवाद
यहां दिलचस्प बात ये है कि हिन्दू और मुस्लिम सदियों से साथ रहते आए हैं और गांव वालों की मानें तो दोनों के बीच कभी ऐसा विवाद नहीं हुआ। गांव के बीरेंद्र कुमार कहते हैं, "साल भर सब मेल-जोल से रहते हैं, सावन में ही पिछले साल ऐसा हो गया। सावन के बाद फिर माहौल ठीक हो गया था लेकिन इस बार भी सावन के महीने में माहौल ख़राब होने की आशंका थी। पुलिसवालों ने ठीक ही किया कि चेतावनी दे दी थी। नहीं तो गेहूं के साथ घुन भी पिसता।"
गांव में फ़िलहाल शांति है लेकिन, एहतियात के तौर पर पुलिस और पीएसी के कुछ जवान अभी भी तैनात किए गए हैं। एसपी ग्रामीण के मुताबिक जो रेड कार्ड और मुचलका लोगों से भरवाए गए थे वो एक वैधानिक कार्रवाई होती है और एक निश्चित अवधि के बाद उसका महत्व ख़़ुद ही ख़त्म हो जाता है।
कांवड़ यात्रा को लेकर इस साल भी कई तरह के विवाद सामने आ रहे हैं और पहले भी आते रहे हैं। रास्तों के जाम होने और ट्रैफ़िक समस्या तो सामने आती ही है कई जगह कांवड़ियों की स्थानीय लोगों से झड़पें भी होती हैं। गत सात अगस्त को बुलंदशहर में पुलिस की जीप को नुकसान पहुंचाते कांवड़ियों का वीडियो वायरल हुआ था तो वहीं, मेरठ में एक वरिष्ठ पुलिस अधिकारी का कांवड़ियों पर फूल बरसाना भी काफ़ी चर्चा में रहा।
