दिल्ली में बीते 24 घंटों में कोरोना वायरस संक्रमण के 3390 नए मामले सामने आए हैं। इसी के साथ कोरोना संक्रमण के कुल मामले 73780 हो गए हैं।
दिल्ली सरकार का कहना है कि राजधानी में कोरोना के मामले इसलिए बढ़ रहे हैं क्योंकि टेस्ट की संख्या तीन गुना कर दी गई है।
शुक्रवार को एक प्रेस कॉन्फ़्रेंस में मुख्यमंत्री अरविंद केजरीवाल ने कहा, ''पहले जब पाँच से छह हज़ार टेस्ट रोज़ाना होते थे तो कोरोना पॉज़िटिव मामलों की संख्या क़रीब 2000 के आस-पास रहती थी। लेकिन अब एक दिन में 18000 टेस्ट हो रहे हैं तब कोरोना के मामले 3000 से 3500 के क़रीब हैं। यानी टेस्ट बढ़े हैं लेकिन कोरोना पॉज़िटिव मामले बहुत ज़्यादा नहीं बढ़े।''
लगातार बढ़ रहे संक्रमण के आंकड़ों को लेकर दिल्ली सरकार और केंद्र सरकार के बीच तकरार को भी वजह माना जा रहा है। जानकारों का कहना है कि दिल्ली सरकार कोरोना से निपटने में नाकाम रही है और आख़िर में केंद्र सरकार को दख़ल देना पड़ा।
जबकि दिल्ली के मुख्यमंत्री और आम आदमी पार्टी के विधायकों का मानना है कि उनकी सरकार इस संकट से निपटने की हर संभव कोशिश कर रही है। हालांकि केंद्र सरकार की ओर से थोड़ी अड़चनें आने और उपराज्यपाल की ओर से कुछ नियमों को बदलने को लेकर वो सवाल उठाते रहे हैं। ख़ासकर होम आइसोलेशन और कोविड केयर सेंटर के मुद्दे पर दिल्ली सरकार और उपराज्यपाल आमने-सामने दिखे। गुरुवार को आख़िरकार केंद्र ने दिल्ली सरकार की होम आइसोलेशन जारी रखने की माँग को मान लिया।
हालांकि यह इकलौता मुद्दा नहीं है जिसमें दिल्ली सरकार और केंद्र के बीच की मतभेद दिखा हो। दिल्ली सरकार ने एक फैसला लिया जिसमें उन्होंने दिल्ली के अस्पतालों को सिर्फ दिल्ली के कोरोना मरीज़ों के इलाज के लिए रिज़र्व करने की बात कही। लेकिन एक दिन बाद ही उपराज्यपाल ने इस फैसले पर रोक लगा दी। केजरीवाल सरकार के इस फैसले का राजनीतिक दलों ने भी विरोध किया था और जब उन्होंने जनता का रुख भी इस मामले में अपने साथ नहीं दिखा तो उन्होंने बिना विरोध के एलजी का फैसला मान लिया।
लेकिन जब बीते सप्ताह उपराज्यपाल ने होम क्वारंटीन ख़त्म करके दिल्ली के कोरोना पॉजिटिव लोगों को सरकारी क्वारंटीन सेंटर या कोविड केयर सेंटर में रखने का आदेश जारी किया तो दिल्ली सरकार ने खुलकर इसका विरोध किया।
दिल्ली आपदा प्रबंधन प्राधिकरण के चेयरमैन के नाते दिल्ली के उपराज्यपाल के पास फैसले लेने की ताकत है लेकिन केजरीवाल सरकार से उनके मतभेद भी साफ़ दिखे हैं।

हेल्थ इन्फ़्रास्ट्रक्चर की स्थिति
केंद्रीय गृह मंत्री अमित शाह हों या बीजेपी के प्रवक्ता, किसी ने भी दिल्ली की सरकार को कोसने का मौका नहीं छोड़ा। बीजेपी प्रवक्ताओं ने जहां टीवी चैनलों पर दिल्ली सरकार की योजना की आलोचना की वहीं केंद्रीय गृह मंत्री ने ट्विटर पर दिल्ली में कोरोना की स्थिति को लेकर अपना रुख और एक्शन स्पष्ट किया।
अमित शाह ने हाल ही में दिल्ली के मुख्यमंत्री और अन्य अधिकारियों के साथ बैठक में हालात का जायजा लिया था और कई फैसले भी लिए थे। दिल्ली में कोविड के सेंटर बनाने और आइसोलेशन वार्ड की व्यवस्था को लेकर उन्होंने फैसला लिया।
अमित शाह ने ट्वीट करते बताया कि आर्म्ड फोर्सेज़ के लोगों को रेलवे कोच में रखे गए कोविड मरीज़ों का ध्यान रखने के लिए तैनात किया गया है। ज़रूरत के आधार पर 8000 अतिरिक्त बेड लगाए जा चुके हैं।
एक अन्य ट्वीट में उन्होंने लिखा कि दिल्ली में एक हज़ार बेड वाले अस्पताल की व्यवस्था केंद्र सरकार कर रही है। इसमें 250 बेड आईसीयू वाले होंगे। अमित शाह ने बताया कि इस अस्पताल को डीआरडीओ और टाटा ट्रस्ट की मदद से बनाया जा रहा है। आर्म्ड फोर्सेज़ के जवान इसकी देखभाल करेंगे। यह कोविड केयर सेंटर 10 दिनों में तैयार हो जाएगा।
दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने जब केंद्रीय गृह मंत्री अमित शाह को 10 हज़ार बेड वाले कोविड केयर सेंटर के निरीक्षण का न्योता दिया तो उन्होंने ट्विटर पर एक बार फिर केजरीवाल को जवाब दिया।
अमित शाह ने ट्वीट किया, ''प्रिय केजरीवाल जी, तीन पहले हुई हमारी मीटिंग में यह पहले ही तय हो चुका है और गृह मंत्रालय ने 10 हज़ार बेड वाले कोविड केयर सेंटर को चलाने का काम आईटीबीपी को सौंप दिया है। काम तेज़ी से चल रहा है और इसका एक बड़ा हिस्सा 26 जून से चालू हो जाएगा।'
वरिष्ठ पत्रकार और राजनीतिक विश्लेषक प्रदीप सिंह का मानना है कि दिल्ली की स्थिति के लिए केजरीवाल सरकार ज़िम्मेदार है क्योंकि उन्होंने हेल्थ इन्फ्रास्ट्रक्चर की दिशा में ज़रूरी काम नहीं किया।
वो कहते हैं, ''दिल्ली की ज़िम्मेदारी तो दिल्ली सरकार की थी। लॉकडाउन इसलिए किया गया था ताकि कोरोना संक्रमण की चेन को तोड़ा जा सके यानी संक्रमण को फैलने से रोका जा सके। दूसरा उद्देश्य था कि राज्य सरकारों को अपनी तैयारियां पूरी करने के लिए समय मिल जाए और वो अपना हेल्थ इनफ्रास्ट्रक्चर सही कर लें। जिससे लॉकडाउन खुलने बाद जो मरीज़ आएं, उनको इलाज मिल सके। केंद्र सरकार ने अपनी ओर से हर तरह की कोशिशें कीं। चाहे वो टेस्ट किट जुटाना हो या दूसरे जरूरी उपकरण जैसे मास्क और वेंटिलेटर बढ़ाने की दिशा में काम किया ताकि आगे चलकर परेशानी न हो। लेकिन दिल्ली सरकार ने ये दो-ढाई महीने का समय एक तरह से बर्बाद किया है। जो अभी 10 दिनों में इनफ्रास्ट्रक्चर तैयार हुआ है तो पिछले दो ढाई महीने में क्यों नहीं हो सकता था। पहले भी हो सकता था।''
बीजेपी बनाम आप हुआ मुद्दा?
हालांकि राजनीतिक विश्लेषक अभय कुमार दुबे इन बातों से सहमत नहीं नज़र आते। उनका मानना है कि भले ही दिल्ली में कोरोना की स्थिति बिगड़ी हो और संक्रमण के आंकड़े बढ़े हों लेकिन इसे केंद्र सरकार बनाम दिल्ली सरकार या भाजपा बनाम आम आदमी पार्टी कहना ठीक नहीं है।
वो कहते हैं, ''कोरोना का संकट सारी दुनिया में है। दिल्ली के अलावा दूसरे राज्यों में भी है लेकिन वहां ऐसी बातें नहीं होतीं। कई राज्यों में स्थिति ख़राब है। अगर यह कहा जा रहा है कि केजरीवाल सरकार हालात संभालने में नाकाम रही है और केंद्र सरकार के दखल से सब ठीक हो रहा है तो ग़लत होगा। केंद्र में भाजपा की सरकार है। लेकिन भाजपा शासित राज्यों का क्या हाल है वो किसी से छुपा नहीं है।''
अभय कुमार दुबे कहते हैं, ''गुजरात की स्थिति देख सकते हैं। वहां भी स्थिति गंभीर है। बात सिर्फ भाजपा की भी नहीं है, कांग्रेस शासित राज्यों का हाल देख लीजिए। महाराष्ट्र में तो कांग्रेस गठबंधन की सरकार है। मुंबई में अब तक सबसे अधिक मामले रहे हैं। वहां तो केंद्र का दखल या कोई तकरार नहीं थी, राज्य सरकार ही स्थिति संभाल रही है, तो उन्हें कोई क्यों नहीं कहता कि तैयारियां नहीं कीं या वो नाकाम रहे। दरअसल यह मुद्दा ही नहीं है। इसमें पार्टी या सरकारों के टकराव को दोष देना सही नहीं है।''
केंद्र का दख़ल कितना सही?
दिल्ली सरकार ने हाल ही में रैपिड टेस्ट शुरू किए हैं और साथ ही घर-घर जाकर सर्वे का काम भी शुरू किया गया है। फिलहाल यह काम कंटेनमेंट ज़ोन में ही हो रहा है।
दिल्ली सरकार की ओर से जारी किए गए 25 जून के आंकड़ों के मुताबिक, प्रति 10 लाख लोगों में से 23053 लोगों का टेस्ट हो रहा है। अब तक करीब 45 हज़ार मरीज़ इलाज के बाद ठीक भी हो चुके हैं। फिलहाल दिल्ली में कोरोना के कुल सक्रिय मामले 26586 हैं और होम आइसोलेशन में 15159 लोग हैं। अब तक कुल 2429 लोगों की मौत संक्रमण की वजह से हुई है।
प्रदीप सिंह कहते हैं, ''दिल्ली के अस्पतालों में किस तरह इलाज चल रहा है, उनका मैनेजमेंट, ये तो दिल्ली सरकार की ज़िम्मेदारी है। वो केंद्र से सहयोग मांगें और केंद्र सहयोग न करे तो उन्हें ज़िम्मेदार ठहराया जाए। आखिर में केंद्र को दखल देना पड़ा क्योंकि दिल्ली देश की राजधानी है। यहां स्थिति बिगड़ेगी तो पूरी दुनिया में देश का नाम खराब होगा। इसलिए केंद्र ने इसमें दखल दिया। उसके बाद दिल्ली में हेल्थ इन्फ्रास्ट्रक्चर में सुधार आया है।''
हालांकि वो यह भी मानते हैं कि दिल्ली में कमांड को लेकर कोई टकराव नहीं है क्योंकि ये ऐसा वक़्त है जब कोई भी आगे बढ़कर ज़िम्मेदारी नहीं लेना चाहता।
वो कहते हैं, ''अगर नियंत्रण अपने हाथ में लेने का मुद्दा है तो केंद्र किसी दूसरे राज्य में दखल क्यों नहीं दे रहा या किसी और केंद्र शासित प्रदेश में यह स्थिति क्यों नहीं है। उत्तर प्रदेश में 23-24 करोड़ आबादी है, वहां ऐसी स्थिति क्यों नहीं बन रही। दिल्ली में तो डेढ़-दो करोड़ आबादी है। केंद्र शासित प्रदेश है, देश की राजधानी है तो केजरीवाल केंद्र पर इसकी ज़िम्मेदारी डालने की कोशिश कर सकते हैं। लेकिन यहीं पर केंद्र के अस्पताल हैं वहां कोई समस्या नहीं हो रही। लेकिन दिल्ली के अस्पतालों में ही समस्याएं हैं। केजरीवाल केंद्र पर आरोप लगाकर बच नहीं सकते। बच जाने का तरीका ये है कि मिलजुल कर काम करें।''
अभय दुबे इससे थोड़ा अलग मत रखते हैं। उनका मानना है कि भले ही केंद्र सरकार या उपराज्यपाल और दिल्ली सरकार के बीच मतभेद हों, लेकिन कोरोना के मामले बढ़ने का इससे कोई लेना-देना नहीं है। नियंत्रण को लेकर दिल्ली में ऐसी परिस्थितियां पहले भी बनती रही हैं और जब तक दिल्ली को पूर्ण राज्य का दर्ज़ा नहीं मिलता तब तक ये तकरार तो चलती रहेगी।
वो कहते हैं, ''कोविड के मामले तो बढ़ ही रहे हैं। ये सब नहीं होगा तो भी बढ़ेंगे और सिर्फ़ दिल्ली ही नहीं दुनियाभर में बढ़ रहे हैं। मुंबई में कोविड पर नियंत्रण का जिम्मा तो राज्य सरकार पर है वो पूरी तरह सक्षम है। लेकिन सारी दुनिया में कोविड का ग्राफ़ नीचे जा रहा है लेकिन भारत में ऊपर जा रहा है।''
अभय दुबे कहते हैं कि दिल्ली में हेल्थ इनफ्रास्ट्रक्चर बेहतर न होने की बात कहकर लोग अपनी ज़िम्मेदारी से बच रहे हैं। दूसरे राज्यों में भी यही हालात हैं। सिर्फ राजनीतिक स्वार्थ के लिए ऐसी बातें फैलाई जा रही हैं। कोविड बढ़ेगा या नहीं बढ़ेगा यह किसी के हाथ में नहीं है। यह बात सही है कि 95 फ़ीसदी मरीज़ अपने आप ठीक हो रहे हैं।
उन्होंने कहा, ''कोरोना को लेकर भय का माहौल बनाया गया है। यह अपने आप में अध्ययन का विषय है कि इसकी पड़ताल की जाए कि आखिर कौन सी वो अंतरराष्ट्रीय ताकतें हैं जिन्होंने कोविड को लेकर डर फैलाया है और इससे किसका फायदा हुआ और क्या स्थिति अब उनके हाथ में है या नहीं।''
दिल्ली के सरकारी अस्पतालों पर सवाल
कोरोना संक्रमण से निपटने के दिल्ली सरकार के प्रयासों पर सवाल यह भी उठ रहा है कि क्या यहां के सरकारी अस्पताल सुरक्षित हैं? कुछ दिनों पहले एक अस्पताल का वीडियो वायरल हुआ था जिसमें एक मरीज़ ने बदहाली की शिकायत की थी। इसके बाद सरकार थोड़ी हरकत में दिखी।
हालांकि दिल्ली के स्वास्थ्य मंत्री के कोरोना पॉजिटिव होने और सरकारी अस्पताल से उन्हें निजी अस्पताल में रेफ़र किए जाने को लेकर भी सवाल उठ रहे हैं। कहा जा रहा है कि अगर दिल्ली के स्वास्थ्य मंत्री ही सरकारी अस्पताल को इलाज के लिए बेहतर नहीं मानते तो आम जनता कैसे सरकार पर भरोसा करे?
आम आदमी पार्टी के विधायक सौरभ भारद्वाज का कहना है कि दिल्ली की स्थिति दूसरे राज्यों से अलग है और कहीं न कहीं केंद्र का दखल है। लेकिन वो यह भी कहते हैं कि दिल्ली सरकार जिस मॉडल के तहत कोविड से निपटने की कोशिश कर रही है वो काम कर रहा है।
सौरभ भारद्वाज कहते हैं कि दोनों सरकारों के बीच थोड़े मतभेद होते हैं कभी कभी लेकिन अगर सारी दुनिया में कोविड की बात करें तो हर जहां वहां के राष्ट्र प्रमुख ही जवाबदेह माने जाते हैं लेकिन भारत में राज्यवार आंकड़े देखे जा रहे हैं और राज्यों पर सवाल उठाए जा रहे हैं।
